Agenda 06/22/2010 Item #16D 6 Agenda Item No. 1606 June 22, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve a Resolution to authorize the County Manager or his/her designee to execute Social/Senior Services grant applications and contract documents in compliance with CMA #5330, Grant Coordination and to supercede Resolution No. 96-268 regarding similar signature authority. OBJECTIVE: That the Board of County Commissioners approves the attached Resolution to authorize the County Manager or hislher designee to execute Social/Senior Services grant applications and contract documents in compliance with CMA #5330, Grant Coordination, CONSIDERATIONS: Housing and Hwnan Services (HHS) has been providing in-home support services and case management to Collier County's frail elderly using grant funds via our Services for Seniors program as the lead agency for over thirty (30) years. These programs are funded by the State of Florida General Revenue funds and received by Collier County from the Area Agency on Aging of Southwest Florida, Inc. The contract period is from July I through June 30 however, dming the contract period, numerous amendments are processed, The programs include Community Care for the Elderly (CCE), Alzheimer's Disease Initiative(ADI) and Home Care for the Elderly (HCE), and Medicaid Waiver. In addition, HHS receives grants from the Federal government including the Older Amercian's Act Program (OAA) and the USDA Nutritional Supplement Incentive Program. These grants are received by Collier County from the Area Agency on Aging of Southwest Florida, Inc, and are awarded on a calendar year basis, These programs begin during different times of the year. The OAA programs operate on a calendar year basis while the USDA program begins October I. Resolution # 96-268 authorized the execution of certain Social/Senior Services grant applications and contract docwnents to effectively administer the program. The revised Resolution (attached) specifically identifies which grant programs are effected and authorizes signature authority for grant applications and related documents including major and minor amendments. Amendments are usually to more accurately capture the time frame for grant programs or a similar standard grl;mt related issue, These documents must be submitted in a timely fashion, as required by the grantor agency, usually in less than 30 days. In order to remain in compliance with the grants and to be able to continue to provide the much needed services to the County's frail elderly, staff is recommending that the Board of County Commissioners authorize the County Manager, or hislher designee authority to execute all aforementioned grant applications and contract documents in compliance with CMA #5330, Grant Coordination, The grant applications, contract docwnents and amendments will be presented to the BCC for after the fact approval in compliance with the CMA. Budget amendments will be presented as customary to the BCC. The County Attorney's Office will also be included in the review process and will sign for legal sufficiency, - FISCAL IMPACT: There is no fiscal impact associated with this item, Agenda Item No. 1606 June 22, 2010 Page 2 of 5 GROWTH MANAGEMENT IMPACT: These grant programs will further the goals, objectives and policies of the Growth Management Plan's Housing Element. Ochs, Jr. County Managers Office County Manager Date County Managers Office 6/11120105:63 PM Agenda Item No. 1606 June 22, 2010 Page 4 of 5 RESOLUTION NO. 2010- A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, REPEALING AND SUPERSEDING RESOLUTION NO. 96-268 AND AUTHORIZING THE COUNTY MANAGER OR HISIHER DESIGNEE TO EXECUTE CERTAIN STANDARD SOCIAL/SENIOR SERVICES GRANT APPLICATIONS AND CONTRACT DOCUMENTS INCLUDING AMENDMENTS IN COMPLIANCE WITH CMA #5330, GRANT COORDINATION. WHEREAS, the Board of County Commissioners (Board) has the authority to apply for and receive social/senior services grants including the Older American's Act Program (OAA), Community Care for the Elderly Program (CCE), Alzheimer's Disease Initiative Program (ADI), Medicaid Waiver Agreement, the Home Care for the Elderly program (HCE), and USDA Nutritional Supplement Incentive Program; and WHEREAS, in order for Collier County's social/senior services grant documents to be submitted in a timely fashion, the Board adopted Resolution No. 96-268 authorizing the County Manager or hislher designee to execute the required standard grant documents; and WHEREAS, Collier County CMA #5330, Grant Coordination, provides authorization for the County Manager or his/her designee to execute certain grant documents and return to the Board of County Commissioners for after-the- fact approval; and WHEREAS, the Board wishes to delegate signature authorization to the County Manager or his/her designee for the above-referenced social/senior services grant programs and as it relates to grant applications, standard contract documents, and major and minor amendments provided that said submissions and contracts require no additional Collier County matching funds. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the County Manager or hislher designee is hereby authorized to execute grant applications, standard contract documents, and Agenda Item No. 1606 June 22,2010 Page 5 of 5 amendments in compliance with CMA #5330, Grant Coordination, for the Older American's Act Program (OAA), Community Care for the Elderly Program (CCE), Alzheimer's Disease Initiative Program (ADI), Medicaid Waiver Agreement, the Home Care for the Elderly program (HCE), and USDA :\Tutritional Supplement Incentive Program, provided said submissions and contracts require no additional Collier County matching funds. BE IT FURTHER RESOLVED that this Resolution repeals and supersedes Resolution No. 96-268. THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring same this day of ,2010.
