Agenda 06/22/2010 Item #16D 1 Agenda Item No. 16D1 June 22,2010 Page 1 of 8 EXECUTIVE SUMMARY Recommendation to provide after the fact approval for the submittal of a Bring Pets Home Shelter grant application to the Bring Pets Home Foundation in the amount of $10,000 to purchase martingale-style collars for all adoption dogs. OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a Bring Pets Home Shelter grant application to the Bring Pets Home Foundation to fund the martingale-style collars for all adoption dogs which will keep them healthier, safe, make dogs more adoptable, and help adopters be successful pet owners. CONSIDERATIONS: Domestic Animal Services' (DAS) staff learned of the opportunity to apply for the Bring Pets Home Shelter grant on May 27,2010. An application was sent to the County Manager for approval and submitted to Bring Pets Home Foundation for consideration on June 1, 2010, the final deadline for all applications. This deadline did not provide enough time to submit the grant application to the BCC for approval prior to the deadline. Therefore, staff submitted the grant application to the County Manager for signature and approval. Collier County CMA #5330 authorizes the County Manager to approve the submittal of b'fant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as "after-the-fact." Bring Pets Home Foundation is the fundraising branch of Home Again advance pet recovery service. The Bring Pets Home foundation raises funds each year to provide support to animal shelters. The funds awarded through the Bring Pets Home Shelter grant to shelters must be used for programs that benefit the animals. Total amount for funding available in this grant program is $50,000. Bring Pets Home will award five, $10,000 grants to selected applicants. The Bring Pets Home Shelter grant will be used by DAS to purchase martingale-style collars for all adoption dogs. This new martingale collar program will provide enrichment to the dogs in adoption by keeping them healthier, safe, make dogs more adoptable, and help adopters be successful pet owners. Total cost for the martingale project will be $ 10,000. The application deadline was June I, 2010. Eligibility for this grant is for all 50l-c-3 and government organizations. Eligible applications will be evaluated by the Bring Pets Home Foundation from June through August 2010. Announcement of awards and funding will be immediate at the time of selection. If the grant is awarded, a budget amendment will be forwarded to the BCC for approval FISCAL IMPACT: The maximum grant request permitted is $10,000. The total project cost is expected to be $10,000. Domestic Animal Services will be requesting $10,000. If the grant is awarded, Domestic Animal Services will bring forward a budget amendment to the BCC. Each dog will receive a collar when it is selected as an adoption candidate, and the collar will go home with the new owner. Use of a dedicated martingale collar for each adoption dog will be healthier, safer, make the dog more adoptable, and help adopters be successful pet owners. Disease in the shelter is enemy number one. The common practice of using the same slip lead on each dog allows pathogens to spread from one animal to the next. When each dog has its own collar and the handler uses a lead with a snap hook, disease transmission via slip lead will significantly decrease. DAS will train staff and volunteers in a consistent manner of canine handling using the martingale collars. The collar is comfortable for the dog unless he pulls, offering an instant but mild correction. Even dogs whose heads are smaller than their necks cannot slip backward out of the collar, ensuring animal and handler safety by preventing escapes. Dogs are walked daily by volunteers. With the martingale, leash training will begin as soon as dogs are moved to the adoption kennel. Dogs that walk well on a leash are more adoptable than those without training. The collar will go home with the dog, giving the adopter a head-start on becoming a successful pet owner. DAS estimates it will adopt 960 dogs to new homes next year. Expenses for collars are 192 smalls @ $8 = $1536; 480 mediums @ $10 = $4800; 2881arges @ $12 = $ 3456; total cost = $9792. Remaining funds will be used for additional collars or to cover shipping costs. DAS will track and report to Bring Pets Home: 1. Any change in the rate of infectious disease in adoption dogs 2. Any change in the rate of dog escapes from handlers 3. Customer feedback from post adoption follow-up phone calls If assessment data proves positive, this program would be replicable for shelters nationwide.
