OBJECTIVE: That the Board award bid #10-5438R "Purchase and Delivery of Ultrasound System," to Phillips Healthcare in the amount of $74,720, which includes annual maintenance fees for four years after the one year warranty, to provide an ultrasound machine to Collier Health Services, Inc. under the Health Resources Grant accepted by the BCC on September 29, 2009 (Agenda item 1606) to assist with health care for the indigent population of Collier County. CONSIDERATIONS: ITB #10-5438R was posted by the Purchasing Department on March 25, 2010 and electronic notifications were sent to 307 registered. email addresses with 15 addresses downloading the bid document and 4 frrms submitting bid responses. Intenned Ultrasound Services, Inc., was the lowest bidder, however, the firm was not responsive in that it could not support the requirements of remote diagnostics or on-board system diagnostics. Therefore, the Purchasing and Housing and Human Services staff recommend that the ITB be awarded to Phillips Healthcare which was responsive to all support requirements and is the next lowest, responsive bidder. A County purchase order will be utilized as the fonn of contract to purchase the equipment. Staff recommends that the BCC fonnally reject ITB #10-5438; bidders were deemed non- responsive as they did not meet specifications or provide the proper grant forms with their submitted materials. FISCAL IMP ACT: This bid award has no impact on the approved budget as this is grant funded and no general funds are being used for this project. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this request. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. Agenda Item No. 16D5 June 8, 2010 Page 6 of 7 EXECUTIVE SUMMARY Recommendation to accept the Health Care and Other Facilities Special Congressional Initiative from the United States Department of Health and Human Services in the amount of $141,570.00 and approve the necessary budget amendment to recognize the revenue. OBJECTIVE: To accept the Health Care and Other Facilities Special Congressional Initiative from the United States Department of Health and Human Services and approve the required budget amendment. This grant application was approved by the Collier County Board of County Commissioners on May 26, 2009 Item 16 D 11. CONSIDERATIONS: The Housing and Human Services Department was recently awarded a Health Care and Other Facilities Special Congressional Initiative on behalf of the Physician Led Access Network and other agencies serving the uninsured population of Collier County with health care. In the fall of 2008, staff of the Housing and Human Services Department met with representatives of The Ferguson Group to discuss and present a project questionnaire on a proposed project for health care access for the uninsured in partnership with a local not for profit provider, the Physician Led Access Network (PLAN). A total of 20 county projects were originally submitted for consideration to The Ferguson Group representatives. The Ferguson Group professionally evaluated the funding potential of each project. Based on opportunities available, the PLAN project was one of nine (9) projects recommended for Collier County's Fiscal Year 2009 Federal Legislative Agenda. The Board of County Commissioners approved this project as one of their legislative priorities on February 12, 2008. PLAN is the community-based referral network that coordinates volunteer medical care for eligible low-income, uninsured adults in need of health services in Collier County. Led by our physicians, it is a cOlmnunity partnership that brings together our physicians, community clinics, hospitals, diagnostic and laboratory facilities, and other healthcare providers through an integrated delivery system of volunteer care. PLAN is an initiative launched by the Collier County Medical Society. This past year, PLAN coordinators facilitated over 900 patient encounters; these patients received over $1,700,000 in donated care. Collier County Government will purchase the equipment and software needed to implement a Health Infonnation Technology project. The goal of the project is the efficient electronic transfer of information linking data from the hospitals' systems, the community's clinics that serve as access to care for the poor and the private practice participating healthcare providers into PLAN. In addition, diagnostic equipment to help serve the low income population with health care will be purchased by the County for participating clinics. This appropriation was approved as part of the Omnibus Appropriations Bill for Fiscal Year 2009 (PL 111-8), signed into law on March 22, 2009. The Housing and Human Services Department received an official Notice of Grant Award for this program with an effective date of September 1, 2009 and end date of August 31, 2010. There is no match required and no general fund dollars will be expended. FISCAL IMPACT: Serving as the fiscal entity for the administration of this project will require a minimal amount of staff involvement. GROWTH MANAGEMENT IMP ACT: There is no growth management impact due to this request. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office.
