EXECUTIVE SUMMARY
Recommendation to approve grant related expenditures in excess of $50,000 under the
Disaster Recovery Initiative program to fund substantial rehabilitation activities for a
single family residential dwelling unit. Funding will ensure correction of current Code
Enforcement violations, compliance with Collier County building code regulations, grantor
agency requirements and further the goals and objectives of the Housing Element of the
Growth Management Plan.
OBJECTIVE: To approve grant related expenditures in excess of $50,000 under the Disaster
Recovery Initiative program to fund substantial rehabilitation activities for a single family
residential dwelling unit. Funding will ensure correction of current Code Enforcement
violations, compliance with Collier County building code regulations, grantor agency
requirements and further the goals and objectives of the Housing Element of the Growth
Management Plan.
CONSIDERA TIONS: Housing and Human Services perfonned a site inspection of a single
family residential dwelling unit eligible for assistance under the Disaster Recovery Initiative
program. The subject property was severely damaged by Hurricane Wilma and the owner has
been income qualified for assistance under the grant program. Following inspection, it was
determined that, although extensive damage had occurred, the property could be rehabilitated
without demolition and replacement.
The Disaster Recovery Initiative Administrative Plan, approved by the Board of County
Commissioners and recorded May 19, 2008 in Official Records Book 4361 Page 3103, states in
part, that the maximum deferred payment loan (DPL) is "$50,000 for rehabilitation and $175,000
for replacement". Due to the extent of damage, the scope of work on the proposed project is
more consistent with replacement than rehabilitation. However, in an abundance of caution staff
seeks Board approval of grant related expenditures in excess of $50,000 to complete work on the
subject property.
Housing and Human Services competitively procured firms to complete the rehabilitation to
ensure con'ection of current Code Enforcement violations, compliance with Collier County
building code regulations, grantor agency requirements and to further the goals and objectives of
the Housing Element of the Growth Management Plan. The wilming fim1 was A. Martinez
Construction with the lowest received quote of $75,060. Details of the quote are attached to this
item as back-up material.
Approval of this ~tem will authorize expenditures for this project of $75,060. Please note that it
is nonnal and customary during administration of construction-related projects to discover
additional work that was not readily apparent during initial inspection. As such, changes in
scope and project cost may be inevitable during this project. Any change orders will receive the
prior, written approval of Housing and Human Services and shall be documented in the
recipient's project file.

FISCAL IMPACT: Approval of this item will result in Disaster Recovery Initiative program
expenditures in excess of$50,000. No general funds are associated with this project.
GROWTH MANAGEMENT IMP ACT: Implementation of the Disaster Recovery Initiative
program will further the goals and objectives of the Housing Element of the Growth
Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office. It is legally sufficient for Board action. - CMG
