EXECUTIVE SUMMARY
Recommendation to approve and submit the attached Program of Projects for grant
applications for the Federal Transit Administration Sections 5307 FY 10 and 5309 FY
09/10 available grant funds.
OBJECTIVE: To obtain approval and submit the attached Program of Projects for grant
applications for the Federal Transit Administration Sections 5307 FY 10 and 5309 FY 09/1 0
available grant funds.
CONSIDERATION: Project Description for 5307 grant: The ATM Department has
received federal grant funds for the Collier Area Transit (CAT) System. The Federal Transit
Administration released the full appropriation for Fiscal Year 2010 Section 5307 Urbanized
Area Apportionment grant award for the amount of $ 2,882,441.00. The total amount
allocated to the Bonita SpringsINap1es Urbanized Area is $2,882,441.00. The portion of the
grant funds awarded to Collier County is estimated at $2,536,548.00; the difference of
$345,893.00 is the Bonita Springs/Lee County's portion.
FT A regulations require that proceeds generated by federal assets be reinvested into the
transit system's capital vehicle procurement program. Proceeds collected from disposal of
vehicles sold in auction ($15,320.00) coordinating through the Purchasing Department as
well as proceeds collected from insurance ($27,059.33), add up to the amount of $42,379.33.
This amount will be reinvested into the transit system translating into more funds being
allocated to our Program of Projects. In addition, FT A requires a one-time operating local
cash match of 50% for the operating funds. The total cash match amount is $477,477.00.
Projects proposed include, as funding permits: (1) transit enhancement amenities; (2)
provision of ADA Paratransit services; (3) service and preventative maintenance of the
rolling stock; (4) replacement of rolling stock (3 buses) that have exceeded their life
expectancy; and (5) security improvements at the CAT Operations Facility.

Project Description for 5309 grant: Collier County/ Collier Area Transit have received a
Federal Transit grant allocation for $274,000. This grant is programmed in the 2009/2010
Florida State Transit Improvement Plan (STIP) on page 183.
Projects proposed may include as funding permits: (1) bus support equipment such as a bus
wash machine and facilities renovation; and (2) the allocation of .5% for staff training.

FISCAL IMPACT: Section 5307: A budget amendment is required to recognize grant
revenue from the Federal Transit Administration (FTA) Section 5307 apportionment in the
amount of $2,536,548 to Fund 424, SAP Grants Module # TR-00000066 in FYI0. The
reinvestment of federal funds using proceeds from insurance and the sale of assets of
$42,379.33 will require a budget amendment in FYI 0 to Fund 425, TR-00000066. Current
budget considerations will utilize the operating assistance in FYll and FY12 towards fuel
and requires a 50% cash match available from Gas Tax (313). Budget amendments will be
required for $350,300 (FYll) and $127,177 (FYI2) respectively in Fund 425, Project TR-
00000065. Section 5309: A budget amendment is required to recognize grant revenue from
the Federal Transit Administration (FT A) Section 5309 apportionment in the amount of
$274,000 to Fund 424, Project TR-00000067 in FYI O.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
RECOMMENDATION: That the Board authorize Collier Area Transit to apply for the
Federal Transit Administration Title 49 D.S.C. S 5307 and 5309 available grant funds and to
accept the grants if awarded. In approving this item, the BCC is providing authorization to
approve all necessary budget amendments to receive and use these brrant dollars including
those incremental grant dollars received above or below the target grant award. By providing
this latitude, the BCC is authorizing the County Manager to recognize by budget amendment,
grant revenue received and as may be adjusted in the future and align expenses accordingly.
Any decision to terminate or otherwise not accept the Grant shall require this Board's prior
approval as an agenda item

Per your email of 4/21/20 1 0 you elected to keep the total loss vehicle.
We have reviewed all documents pertaining to your vehicle. At this time, we
are prepared to offer you our determination of the ACV (actual cash value) of
the vehicle, prior to the loss of$28,648.33.
You wished to retain the vehicle for PARTS ONLY, we have deducted
$1,589.00 representing the highest salvage value and entity's elected collision
deductible of$5,000.00. A check in the amount of $22,059.33 will be mailed.
A Bill of Sale, Power of Attorney and Odometer Disclosure will need to be
executed. The title must be signed over and surrendered to us. When the
Certificate of Destruction is received from the State of Florida, I will be able to
mail you the Certificate of Destruction along with a Bill of Sale.
