EXECUTIVE SUMMARY
Recommendation to award Bid #10-5408 - "Mitigation Credits" to Southwest Florida
Wetlands, Little Pine Island Mitigation Bank and the Wetlands Bank Group. Projected
Annual Expenditures: $1 Million.
OBJECTIVE: To award an annual contract to provide wetland and wildlife mitigation credits.
Certain County Capital Projects cause unavoidable impacts to the environment. As part of the
permitting process both State and Federal Regulatory Agencies require these impacts to be
mitigated, Mitigation Banks are one method ofproviding this mitigation.
CONSIDERATIONS: The Bid No. 10-5408 was submitted for advertisement on January 19,
2010. Notices were sent to 86 and a total of33 firms requested bid packages of which seven (7)
returned bids on February 2, 2010 (one bid was deemed non-qualified). Separate bids were
requested for wetland mitigation credits and panther habitat units. Firms were awarded per line
item as follows: Southwest Florida Wetlands d/b/a Panther Island Mitigation Bank and Little
Pine Island Mitigation Bank submitted the lowest bids for wetland mitigation credits, and the
Wetlands Bank Group offering credits from Panther Passage Conservation was the lowest bid for
panther habitat units.
FISCAL IMPACT: There is no fiscal impact. Mitigation will be purchased on a project by
project basis and the funding will come from individual projects.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMPACT: Mitigation credits will not impact growth
management.
RECOMMENDATION: That the Board of County Commissioner approve the Annual
Contract for Mitigation Credits to Southwest Florida Wetlands, and Little Pine Island Mitigation
Bank for Wetland Mitigation Credits and the Wetlands Bank Group for Panther Habitat Units,
and authorize the Chairman to execute the standard contract after review by the County
Attorney's Office.
