EXECUTIVE SUMMARY
Recommendation to approve an amended plan and approach to recruit a replacement for the
Executive Director - Airport Authority.
OBJECTIVE: To establish the process and criteria for selecting a highly qualified candidate to fill the
position of Airport Executive Director.
CONSIDERATIONS: At its regular meeting of March 9, 2010, the Board adopted an ordinance
amending Ordinance No. 2004-03, the Collier County Airport Authority Ordinance, for the purpose of
designating the Board of County Commissioners as the governing body of the Airport Authority.
Additionally, at its regular meeting of February 9, 2010 the Board approved the recruitment plan for
the vacant Airport Executive Director position. The position was posted and advertised from January
1, 2010 through February 8, 2010 on the County's website as well as through the American
Association of Airport Executives (AME) and the Florida Airport Council websites. Due to a
procedural error during the recruitment process, it is necessary to re-advertise this position. To
ensure the selection of a highly qualified individual in a timely manner, staff recommends approval of
the attached amended position description and following the approach and timeline beiow:
1. Individuals who responded to the original solicitation will be notified and, unless a candidate
notifies the County of their intent to withdraw their application from consideration, will have
their applications reconsidered without having to reapply.
2. Re-advertise the position through Collier County's Website (which includes
Governmentjobs.com) for two weeks commencing Wednesday, May 12, 2010.
3. A five member selection committee consisting of representatives from the foliowing interests
will be empanelled by May 18, 2010.

4. Candidates screened, short-listed and selected for interview by June 11,2010.

final selection at the July 27, 2010 meeting.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office and is legally sufficient-JBW.
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board approves staff's recommended position description, seiection
committee appointees, timeline and approach for filling the Airport Executive Director position.

CLASSIFICATION TITLE:
EXECUTIVE DIRECTOR - AIRPORT AUTHORITY
PURPOSE OF CLASSIFICATION
The purpose of this classification is to administer, plan, direct and oversee all matters pertaining to the safe and
efficient operation, maintenance, and development of the Marco Island, Immokalee and Everglades City Airports; to
provide professional, effective and efficient public service a'isistance to the general public; to manage a Foreign Trade
Zone for Collier County; and to manage an Airport Industrial Park at Immokalee Regional Airport.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties roa)' be required and assigned.
Selects, supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work,
counseling, disciplining, and completing employee performance appraisals; develops and oversees staff scheduling
requirements.
Conceives and prepares recommendations regarding policies, rules and regulations, directives, programs, agreements,
leases and contracts and other documents, v./hich may require the consideration, action or approval of the Airport
Authority (the Authority).
Implements the directives of the Authority with regard to all matters concerning the operations and functions of the
Authority.
Develops the annual budget for all airports; oversees and administers budgetary expenditures. Determines airport
capital improvement needs and oversees project,,>.
Prepares and administers the Five-Year Master Plan, Annual Work Program, and Annual Report for the consideration,
amendment and approval of the Authority. Develops and implements the Airport Development Program and grant
funding program. Formulates and implements the Foreign Trade Zone for Collier County.
Direct" staff to research funding opportunities provided by all federal, state and local grant agencies related to airport
functions.
Ensures compliance with all Federal Aviation Administration (FAA) and Florida Department of Transportation
(FDOT) airport safety policies and regulations; oversees compliance with all Environmental Protection Agency,
Department of Environmental Protection (DEP), and County regulations regarding fuel storage and fueling operations.
Gathers information on new trends in the field of aviation.
Manages the Authority's relationships \vith all regulating agencies such as FAA, FDOT, U.S. Fish & \Vildlife,
Environmental Protection Agency (EP A), Florida Game and Freshwater Fish Commission, Army Corp of Engineers,
Economic Development Administration (EDA), and United States Dep3ltment of Agriculture (USDA).
Develops and implements airport marketing plans and promotional programs to the aviation community and citizens of
Collier County.

Ensures that the terms of all tenant leases are adhered to by the lessees.
Maintains accurate financial airport files and financial records for all Authority activities.
Conducts presentations and briefings for civic groups and the Board of County Commissioners.
Operates a computer, printer, adding machine, aircraft., aircraft tug/tow bars, painting machine, tractor bush hog, or
other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet,
database, or other system software.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
In the event of a declared state of emergency, employees in this classification may be called to work during days or
hours other than those for which they are regularly scheduled.
MINIMUM QUALIFICATIONS
Bachelor's degree in Airport Administration, Business Administration, Aviation or closely related field; supplemented
by seven (7) years of progressively responsible experience in airport functions and operations including operational,
maintenance, supervisory and administrative experience; two (2) years of Foreign Trade Zone operations, Airport
Industrial Park development and management and an Accredited Airport Executive (AAE) is preferred; or any
equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and
abilities for this job. Must obtain and maintain a valid Florida driver's license; must obtain and maintain the designation
of Certified Member (CM) of the American Association of Airport Executives (AAAE) within 6 months of hire.
Fingerprinting required.

determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision

significant internal and external interaction.
