EXECUTIVE SUMMARY
Recommendation that the Community Redevelopment Agency approve the Bayshore
Gateway Triangle Local CRA Advisory Board's request to co-host a "Bayshore Festival of
the Arts" event at Sugden Regional Park, approve up to $15,000 from the Bayshore
Gateway Triangle Trust Fund (Fund 187) FYll Marketing & Promotions budget to
financially support event costs, and declare that the event serves a valid public purpose
OBJECTIVE: To receive CRA approval for the Bayshore Gateway Triangle Local CRA
Advisory Board to co-host a "Bayshore Festival ofthe Arts" event on January 29-30,2011 with
the Bayshore Cultural and Performing Arts, Inc. (CAP A); approve up to $15,000 from the
Bayshore Gateway Triangle Trust Fund FYIO Marketing & Promotions budget to fmancially
support CRA event costs, and declare that the event serves a valid public pwpose.
BACKGROUND: Florida Statutes 163.400(1)(c) - Cooperation by public bodies states: For the
purpose of aiding in the planning, undertaking, or carrying out of community redevelopment and
related activities authorized by this part, any public body may, upon such terms, with or without
consideration, as it may determine do any and all things necessary to aid or cooperate in the
planning or carrying out of a community redevelopment plan and related activities.
The Bayshore Gateway Triangle Redevelopment Plan details four strategies to eliminate slum
and blight (pages 1-7 and IV-19):
1. Improve Private Investment Climate
2. Move Ahead With Catalyst Projects
3. Promotion. To overcome some aspects of East Naples' image, promotion initiatives will be
required. Components of this strategy include:
a. Chamber, County, and Council co-sponsorship of one or more ethnic festivals
annually in the area.
b. There is a need to host promotional activities both indoors. when encouraged to do
so by the weather, and outdoors.
Over the last six (6) years, past public support by the Bayshore Gateway Triangle CRA for
events included:
1. In December 2003, funded $2,000 of the Bayshore Alis Association's "Bay shore
Christmas Walk Art Festival".
2. In November 2004, in cooperation with the City of Naples based Naples Art Association,
the CRA supported the inaugural "Haldeman Creek Festival" through a one-time $5,000
sponsorship from Bayshore Gateway Triangle Trust Funds as seed money for the event.
3. In February 2006, the Bayshore Cultural Arts, Inc hosted their inaugural "Hearts in the
Garden" event at the Naples Botanical Garden. Subsequently, the CRA Board provided a
monetary of sponsorship of$5,000 each of the following years in 2007 and 2008.
4. In January 2010, The CRA hosted the "Bayshore Cultural Festival of the Arts" on CRA-
owned land at the cost of$14,000.

CONSIDERATIONS: At their regularly scheduled meeting on April 6, 2010 the Local
Advisory Board unanimously approved to proceed with event planning for an event to be held at
Sugden Regional Park on January 29-30,2011 that will be co-hosted by the CAPA group. CRA
staff has coordinated the event date with Co llier County Parks and Recreation event staff, and
has estimated that the event budget will not exceed $15,000 of CRA Marketing & Promotion
funds to cover event expenses not covered by event revenues or sponsorships. The propo sed
event budget is attached as Exhibit A.
PUBLIC PURPOSE: To assist and facilitate the growth and development of the CRA area
through a CRA co-hosted event to market and advertise the area's potential, future development
projects and proposed art/cultural district.
FISCAL JMP ACT: If approved, the proposed FY2011 Bayshore Gateway Triangle Fund (Fund
187) will allocate $15,000 for Marketing and Promotions for this event. There are ample FY2011
TlF revenues to budget for this activity.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's OfIice
and is legally sufficient for Board action. (STW)

Dear Collier County Board of Commissioners,
Bayshore Cultural and Performing Arts Center, Inc. (CAPA) wishes to co-sponsor The Bayshore
Festival of the Arts in partnership with the Bayshore CRA on January 29th and 30th at Sugden
Park. We have commitments from 12 local performing organizations (200+musicians) to
participate in the festival, which include:
Naples Concert Band
Paradise Coastmen Barbershop Chorus
Naples Daily News Jazz Band
Frontline Bluegrass
Monroe Station
Frank Corso Trio
Stu Shelton Trio/ Rebecca Richardson Soloist
The Trio!
Bob Zottola's Expandable Jazz Band
2 High School Jazz Bands
Opera Naples Young Artists
There will also be Visual Artists, food, beverage and beer booths, and children's activities. This
festival is within Bayshore CAP A's Mission that supports local visual and performing artists and
offers affordable, accessible cultural enrichment to the community. On Wednesday, April 21st,
2010. the Collier County Parks and Recreation unanimously approved a recommendation to the
Board of County Commissioners to permit the Bayshore CAPA/CRA Festival of the Arts to be
held at Sugden Park and that the sale of beer and wine be allowed. This is a free event. The CRA
and CAPA are working together to improve the quality of life of the community as the
redevelopment of Bayshore continues to progress. Through combined efforts we have created
the Cultural District, and with continued collaboration, we will see its growth.
