EXECUTIVE SUMMARY
Recommendation for the Community Redevelopment Agency to authorize the creation and
funding of a Full Time Employee (FTE) position (Bayshore Beautification MSTU Project
Manager - Pay Grade 22) for the Bayshore/Gateway Triangle area in FY10; approve a
Fund 187 and Fund 163 FY10 Budget Amendment for the position; and authorize the
Executive Director to advertise the position as an internal transfer for applicants from the
County Manager agency and hire a qualified applicant. (Fiscal Impact: $32,820 FY10)
OBJECTIVE: To receive authorization to create a Full Time Employee for the Bayshore
Gateway Triangle CRA to serve as a Bayshore Beautification MSTU Project Manager (BCC Pay
Grade 22) under the direct supervision of the Bayshore/Gateway Triangle CRA's Executive
Director; authorize the Executive Director to advertise the position as an internal transfer and
hire a qualified applicant; and approve all necessary budget amendments.
CONSIDERATIONS: BCC Ordinance No. 97-82 created the Bayshore Beautification MSTU,
and the BCC assigned the administrative duties to the CRA staff on March 10, 2009.
The Bayshore Beautification MSTU Advisory Committee has considered funding a full-time
employee (FTE) for a period of five years to perform essential project management functions. In
discussions between the CRA Advisory Board and MSTU Advisory Committee, it was agreed
that a full-time position could be maintained in the CRA for MSTU work, provided the MSTU
agreed to fully fund the position from their revenues.
The FTE for MSTU project management has been discussed with the County Manager's office,
Human Resources Department and Office of Management & Budget. All concur with this action.
On February 2,2010 at a publically advertised meeting, the MSTU Advisory Committee voted to
augment the current CRA staff beginning in FYI 0 to provide full-time administrative support for
the anticipated work load and planned projects.
On March 2,2010, the Local CRA Advisory Board recommended that the CRA Board accept the
additional MSTU FTE position (Project Manager - BCC Pay Grade 22) under the CRA
Executive Director, to be fully funded in FYIO from MSTU Fund 163. The BCC Classification
Specifications for Project Manager is attached as Exhibit A.
Attached as backup to document the projects and programs currently underway are the Bayshore
Beautification MSTU FYIO Goals and Project List as Exhibit B, and the CRA Staff Project
Assignment List as Exhibit C.
The MSTU completed a transportation corridor study in FY09 and currently is completing
construction documents for a major streetscape project on Bayshore Drive south of Thomasson
Drive. The project will be bid in FYl1. The MSTU also has conceptual plans in work to improve
Thomasson Drive and Hamilton Avenue. Their goal is to design improvements and fund a 3-mile
street/beautification improvement project by FYI2. Also the Advisory Committee is considering
funding a walkable streets survey, a complete major improvement to existing landscape features
and installing side street (residential) lighting.
LEGAL CONSIDERTIONS: This item has been reviewed and approved by the County
Attorney's Office, and is legally sufficient for Board action. (HF AC)

FISCAL IMPACT: Sufficient Bayshore Beautification MSTU (Fund 163) annual revenues and
reserves are available to effect the terms of the FTE if approved. The fiscal impact of salary and
benefits for the remainder ofFY10 is approximately $32,820 plus benefits and the annual impact
for FY11 will be approximately $65,641 plus benefits. A Budget Amendment transferring funds
from Fund 163 to Fund 187 will be necessary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the BCC authorize creation of a Full Time Employee for the
Bayshore Gateway Triangle CRA as a MSTU Project Manager (BCC Pay Grade 22) under the
direct supervision of the Bayshore/Gateway Triangle CRA's Executive Director; authorize the
Executive Director to advertise the position as an internal transfer and hire a qualified applicant;
and approve all necessary budget amendments.

PROJECT MANAGER
PURPOSE OF CLASSIFICA TION
The purpose of this classification is to manage and coordinate activities of construction projects for
an assigned department.
ESSENTIAL FUNCTIONS
The following duties are normal for this position~ The omission of specific statements of the
duties does not exclude them from the classification ifthe work is similar, related, or a logical
assignment for this classification. Other duties may be required and assigned.
Provides direction, guidance and assistance to contractors and work crews; coordinates daily work
activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects
completed work; confers with contractors and work crews, assists with complex/problem situations, and
provides technical expertise.
Ensures compliance with all applicable codes, Imvs, rules, regulations, standards, policies and procedures;
ensures adherence to established safety procedures; monitors work environment and use of safety equipment
to ensure safety of employees and other individuals; interprets construction plans and specifications;
researches code books as needed; initiates any actions necessary to correct deviations or violations.
Consults with department management or other officials to review status of department prqjects,
review/resolve problems, receive advice/direction, and provide recommendations.
Reviews construction plans, designs, and specifications pertaining to projects; develops designs, drawings,
or maps associated with proposed or approved projects; makes recommendations concerning improvements,
modifications, design strategies, structural systems, or other aspects ofproject development.
Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures
to ensure compliance with approved budget.
Prepares project schedules; monitors progress of project in meeting established schedule.
Coordinates process for bidding and contracting of services; prepares Requests For Proposal (RFPs) for

MINIMUM QUALIFICATIONS
Bachelor's degree in Civil Engineering, Construction Management, Landscape Architecture, Environmental
Engineering, Architecture, or a related field; supplemented by six (6) years previous experience and/or
training that includes project management, construction supervision, budget administration, contract
administration, and experience in specific area of assignment, which may include utilities engineering,
transportation engineering, tratlic engineering, landscape design/management, environmental program
administration, stonnwater management, facilities management, solid waste engineering project
management (solid waste processing, disposal, transfer, and recycling facilities) or other area ofassignmem;
or any equivalent combination of education, training, and experience which provides the requisite
knowledge, skills, and abilities for this job. Must possess and maintain a valid Florida driver's license.
