EXECUTIVE SUMMARY
Recommendation to approve the merger of the Transportation Services Division and the
Community Development and Environmental Services Division into the Growth
Management Division.
OBJECTIVE: To obtain approval from the Board of County Commissioners for the merger of
the Transportation Services Division and the Community Development and Environmental
Services Division into the Growth Management Division.
CONSIDERATIONS: The economic downturn and corresponding reduction of revenues and
shift in demand have forced the public and private sectors to reevaluate business processes,
services and expenses. An effective method to improve service levels while reducing
expenditures is to consolidate resources, share job responsibilities and refine business processes.
On January 4th 2010, Community Development initiated a reorganization and reduction in force
with 13 positions eliminated from various departments. As part of that reorganization, the
Transportation Planning Department was relocated from the Transportation Division along with
the Right of Way Permitting front end process shortly thereafter. The goal was to provide a
seamless "one stop shop" approach focusing on better serving the customer and cross training the
remaining employees in order to increase productivity. These teams have successfully integrated
their staffs to form a unified planning and permitting business unit.
As a result of the success in the initial phase, a second phase was developed that would merge
two divisions and take complete advantage of the established cooperative working relationship
and closely aligned functional responsibilities. Upon completion, the new Growth Management
Division will reduce recurring operating expenses by approximately $2.5 million in FY 2011.
These savings will be achieved through streamlined business processes, combined financial
services and the consolidation of funded positions. It is anticipated that the restructuring and
merger will reduce the workforce in the combined organization by 34 positions in FY 2010
through employee attrition, elimination of vacant funded positions, voluntary retirements and a
further reduction in force affecting eight employees.

The divisions would be combined to form a unified approach to managing growth and achieving
sustainability. This would follow the natural process that exists today by using the production
line approach to growth management where the new division would maintain the progression of
planning, regulatory controls, mobility capital construction, operations and maintenance under
the common vision of the "Growth Management Division".

FISCAL IMPACT: The proposed merger will save approximately $2.5 million dollars in
recurring annual personnel expenses in FY2011.
LEGAL CONSIDERATIONS: The proposed staff reductions are subject to final review by
the Human Resources Department and County Attorney's Office for procedural compliance prior
to implementation.

GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approves the merger of the
Transportation Services Division and the Community Development and Environmental Services
Division into the Growth Management Division as outlined herein.
