EXECUTIVE SUMMARY
Approve a work order to Douglas N. Higgins, Inc. in the amount of $245,840 for
construction of the Master Pump Station (MPS) 104 Reclaimed Water Supply, Project
72549.
OBJECTIVE: The public purpose is to provide a source of reclaimed water to be used to flush
wastewater from the force mains connecting to MPS 104 when they are not being used to cany
wastewater between the north and south wastewater systems.
CONSIDERA TIONS:
MPS 104 will be used to partially redirect flows between the north and south wastewater systems
in the case of emergency or to facilitate plant or lift station maintenance or repairs. Following
each use, the reclaimed water supply will be used to flush wastewater from MPS 104 and the
force mains that connect to it. If wastewater is allowed to remain in the force mains between
periods of use it will become septic and generate odor complaints.
On June 24, 2008, Agenda Item 100; the Board of County Commissioners (Board) adopted the
2008 Wastewater Master Plan Update. The proposed scope of work is consistent with the 2008
Wastewater Master Plan Update, Section 8, Table 8-2, page 4 of 5, line 119, Project 2008-25,
"LS Mechanical Improvements."
On March 5, 2010, staff issued a Request for Quotes (RFQ) to construct the MPS Reclaimed
Water Supply to the five contractors under Contract 08-5011, "Annual Contract for Underground
Utility Contracting Services."
Proposals were received from the five contractors by the deadline stated in the RFQ of 4:00 PM
on March 22, 2010, as follows.

Kyle Construction, Inc.
Quality Enterprises USA, Inc.

Staff seeks the Board's approval of a work order in the amount of $245,840 to Douglas N.
Higgins, Inc., the provider of the lowest responsive quote, to construct MPS 104 Reclaimed
Water Supply. The engineer's estimate was $277,530.
FISCAL IMPACT: Funding is available in and is consistent with the FYlO Capital Budget
approved by the Board on September 24, 2009. The source of funding is the Wastewater User
Fee Fund (414).

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management
Plan standards to insure the viability of public facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio the
Governing Board of the Collier County Water-Sewer District:
1. Approve a work order to Douglas N. Higgins, Inc. in the amount of $245,840 for construction
of the Master Pump Station (MPS) 104 Reclaimed Water Supply, Project 72549.
2. Authorize the Chairman to sign the work order after review and approval by the County
Attorney's Office.

WORK ORDER
"ANNUAL CONTRACT FOR UNDERGROUND UTILITY CONTRACTING SERVICES"
Contract 08-5011, Dated March 11, 2008
This Work Order is for general contracting services, subject to the terms and conditions of the Contract
referenced above, for Work known as:
Master Pump Station 104 Reclaimed Water Supply
The work is specified in the proposal dated March 22, 2010 from Douglas N. Higgins, Inc" which is
attached hereto and made a part of this Work Order. In accordance with Terms and Conditions of the
Agreement referenced above, this Work Order is assigned to Douglas N. Higgins. Inc.
Scope of Work: Provide all services called for in the plans and specifications to construct the Master
Pump Station 104 Reclaimed Water Supply.
Schedule of Work: Substantially complete work within 180 calendar days from Notice to Proceed.
Liquidated damages will be assessed at $1,180.00 per day for each day this time is exceeded, Finally
complete work within 210 calendar days from Notice to Proceed. Liquidated damages will be assessed
at $1,180.00 per day for each day this time is exceeded.
Compensation: In accordance with Item 4 of the Agreement, the County will compensate the Firm in
accordance with the unit prices provided in the proposal.
TOTAL PRICE:
$245,840.00
Any change made subsequent to final department approval will be considered an additional service
and charged according to an executed Change Order as enumerated in Exhibit D of the Agreement.
