Re: Public Petition Request regarding work being done by the Early Learning Coalition
Dear Ms. Reynolds:
Please be advised that you are scheduled to appear before the Collier County Board of
Commissioners at the meeting of April 27, 2010, regarding the above referenced
subject.
Your petition to the Board of County Commissioners will be limited to ten minutes.
Please be advised that the Board will take no action on your petition at this meeting.
However, your petition may be placed on a future agenda for consideration at the
Board's discretion. If the subject matter is currently under litigation or is an on-going
Code Enforcement case, the Board will hear the item but will not discuss the item after it
has been presented. Therefore, your petition to the Board should be to advise them of
your concern and the need for action by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W.
Harmon Turner Building (Building "F") of the government complex. Please arrange to be
present at this meeting and to respond to inquiries by Board members.

I am requesting to speak on behalf of the Early Learning Coalition of Southwest Florida. In
.December of 2008, I appeared before the Commissioners, and was directed to seek support tor
early leaming / early care from local employers. I followed up on the direction given to me by
the COmmissioners, and now wish to report on the work since that appearance. I also wish to
raise awareness of the worlc of the Early Learning Coalition of Southwest Ronda, induding
awareness of the approximately $10,000,000 invested annually in the economy of Collier County
by ELC funds.

The action that I am asking the Commission to take is to establish a process tor long term
planning for how high qualit)' early learning will be addressed In the economic development
plans for Collier County. While there are initiatives under way to secure higher paying, higher
sldlIed jobs lor Collier County, there must also be corol/ary initiatives to provide a skilled
workforce. As identified by the Florida Council of 100, the Florida Chamber, and others,
planning for the creation of a workforce capable of the level of employment presently sought for
Collier, begins with quality early learning / early cafe. Many counties incorporate initiatives for
raising the quality of early learning services into their economic development plans. My request
and the request of the Board of Directors of the Early l.l!aming Coalition of Southwest Florida is
that the County Commissioners consider incorporating plans Jor higher quality services for
young children into their economic development plans as well.
