EXECUTIVE SUMMARY
Recommendation to authorize the chairman to approve a budget amendment
and the transfer of funds from the General Fund, upon receipt of auction
proceeds from the sale of the Self Contained Breathing Apparatus and
accessories, into the Ochopee Fire Control District fund 146.
OBJECTIVE: To obtain Board of County Commissioners approval to transfer
the funds deposited in General Fund that are received from the auction of the
Self Contained Breathing Apparatus and accessories into the Ochopee Fire
Control District fund 146.
CONSIDERATIONS: Ochopee Fire Control District is going to auction the Self
Contained Breathing Apparatus and accessories for the purpose of replacing the
equipment with up to date NFPA approved gear that will be interchangeable with
other agencies in Collier County. Ochopee Fire Control District will be using
borrowed equipment once the sale is finalized and new equipment can be
purchased. The funds received from the sale of this equipment will allow
Ochopee Fire Control District to replace the gear. This is necessary equipment
for daily operations; therefore, this equipment must be replaced to meet new
standards and interoperation ability.
FISCAL IMPACT: The total cost to replace the equipment is $79,909 and the
auction sale will have a reserve of $62,000. If the reserve is met the funds will be
placed in the Ochopee Fire Control District Fund 146. Capital outlay currently has
available funds in the amount of $24,482 which will make up the balance needed
to purchase the replacement safety equipment.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATION: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient. - JBW

Ochopee Fire Control SCBA Upgrade Project

The Self Contained Breathing Apparatus presently used by the Ochopee Fire Control District no longer
meets NFPA 2007 compliance. Presently there are 20 units we are proposing to buy 15 units for
replacement. Present units are five years old and are 2002 compliant. New NFPA standards have been
in place since 2007 for SCBA compliance. The type/manufacturer of the SCBA presently used is not
interoperable with other SCBA used by the Bureau of Emergency Services or other fire department
within Collier County, Interoperablllty is a key factor in operational compliance. Proposed purchase will
make Ochopee interoperabley compliant with other BES and County Fire Departments.
Puroose/Fiscallmpact
The Ochopee Fire Control District proposes to put out to bid to sell, via the purchasing department, their
present SCBA inventory. This sell will have a minimum reserve of $62,000 If the reserve Is met we will
place the funds Into capital outlay. Presently there is $24,484 In capital outlay line item budget for
FY2010. The replacement SCBA units proposed would be 2007 compliant and match present SCBA in use
by the Isles of Capri Fire Department Isles of Capri Fire Department and other Collier County Fire
Departments. The total cost of the replacement system would be $79,908,12 and funded from a
combination of the received revenue from sale of the assets at or above the reserve minimum of
$62,000 and a portion of the $24,484 of the present capital budget.
Time Line
The asset's revenue will be encumbered into the Ochopee fire Control District capital outlay and the
purchase process will proceed. We will purchase from an existing Orange County contract and
piggyback their bid. We will not require a bid process. From time of order to implementation is 50 days.
Ordering and receiving 45 days. Training and mounting 5 days.
Notes:
Rhonda Tibbett's has approved the auction bid of these assets.
Randy Greenwall has reviewed this project and has no budget related objections.
No authorization to sell from the Clerk will be needed per Rhonda as the sale is under $5,000 for each
asset and will not require BCC approval to request the sale. Karen will place the info on the quarter
report to the BCC.
Scott Johnson is the purchasing agent who I will coordinate the purchase with.

I Spoke with Scott he has no problems In purchase as we will use a piggyback bid presently in place.
Scott has reviewed the Orange County bid and has approved purchase from the bid,
During the interim period from sale to implementation I have requested a loan of 6 SCBA from EMS.
