EXECUTIVE SUMMARY
Recommendation to award RFP 10-5393 for Exotic Vegetation Removal, with an
estimated annual cost of $350,000, to four firms: EarthBalance, Environmental
Restoration Consultants, Aquagenix, and Walker Exotic Tree Eradication in no
particular order and authorize the Chairman to execute a standard County
contract.
OBJECTIVE: To maintain qualified firms under contract for exotic vegetation removal
throughout Collier County,
CONSIDERATIONS: Various County Departments have a need for exotic vegetation
removal services within County owned natural resource areas.
In November 2009, the Purchasing Department met with a number of Department
representatives from Facilities, Parks and Recreation and Transportation to outline
requirements and specifications.
The Purchasing Department contacted the Contractor Licensing staff to review and
confirm the licensing requirements for the mechanical and chemical removal of exotic
vegetation in Collier County. Subsequently, the Purchasing Department issued an RFP
on December 7,2009, Notices were sent to 414 vendors; 127 suppliers requested RFP
packages. Thirteen (13) proposals were submitted by vendors.
A selection committee ranked, and through consensus, selected the following four firms
(in no particular order):
. EarthBalance;
. Environmental Restoration Consultants;
. Aquagenix; and
. Walker Exotic Tree Eradiation,
Each of the recommended firms meets the licensing requirements specified in the
solicitation documents,
The County spends approximately $350,000 annually on these services and will issue
purchase orders associated with the contracts, Departments may use the contract firms
in the following manner:
. For work less than $50,000: the department may select one of the vendor(s) on
contract, quote out the work among all vendor(s) on contract, or competitively
solicit for new quotes,
. For work greater than $50,000 and less than $200,000: the department may
quote out work among the vendor(s) on contract, or may conduct a separate new
solicitation,

. For work that may exceed $200,000: the department may quote out work among
the vendor(s) on contract and obtain approval from the Board of County
commissioners, or conduct a separate new solicitation,
FISCAL IMPACT: Departments have budgeted for exotic vegetation removal services
in FY 2010 budgets; there is no new budget impact
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and is legally sufficient for Board action, - CMG
RECOMMENDATIONS: That the Board of County Commissioners Awards RFP 10-
5393 for Exotic Vegetation Removal to four firms: EarthBalance, Environmental
Restoration Consultants, Aquagenix, and Walker Exotic Tree Eradication in no
particular order and Authorizes the Chairman to sign a standard County contract after
County Attorney review,
