EXECUTIVE SUMMARY
Recommendation to authorize the County Manager, or his designee,
to approve Change Order #4 in the amount of $36,616.64 to Johnson
Engineering design consultant for the Goodland Boat Park Project
#80611.1 under Contract #05.3842 to provide additional construction
observation services due to unforeseen site conditions.
OBJECTIVE: Request that the County Manager, or his designee, approve Change
Order #4 in the amount of $36,616,64 to Johnson Engineering design consultant for the
Goodland Boat Park Project #80611,1,
CONSIDERATIONS: On April 26, 2006, Contract #05-3842 was awarded to Johnson
Engineering for the professional design and permitting engineering services for the
development of the Goodland Boat Park Project Since the commencement of the
construction phase of the project the contractor (BCBE) encountered unforeseen site
conditions with unsuitable soil material. As the result of these unforeseen conditions the
design engineer of record had to allocate additional site observations beyond what was
initially projected in the original scope of services, The additional scope of services
includes 268 hours of professional ongoing site construction observations at the
prevailing contractual rates, The total cost associated with the additional scope of work
is $36,616,64; which represents a 14,37% increase over the original Board approved
contract amount Staff has thoroughly evaluated and reviewed the cost associated with
this change order and have determined that the rates are consistent with the approved
rate sheet of the original contract prices.
FISCAL IMPACT: There is adequate funding available in the Goodland Boat Park
Project 80611,1 Parks and Recreation Impact Fee Fund 346,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient for Board action, - CMG
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth
Management Plan Objective 1,3, Policy 1,3,2, to ensure that access to waterways
remains available to the general public, '

This change order is required to provide addttional professional construction
observational engineering services in excess of what was included in
consuttant's origInal scope of services. This request for additional construction
observation services is the direct reB.ult of unforeseen site conditions associated
with unsuitable soils on the upland portion of the site, settlement of underground
utility structures, and unsUitable soil condtlions at the boat ramp. The services
will provide the continual review process of aU related Shop drawings &
submittals associated with change orders, site assessments and any required
revised construction throughout the duration of the project. The construction
observational servIces will be e)(ecuted on a Time & Material Basis and wm
increase task item #10 In the amount of $36.616.64. This change order will also
increase the time duration of the contract by 183 days (See Attached proposal
made part of agreement)

Dear Mr. Perryman:
This letter is submitted as a formal request to proce$S a change ordCf to increase the scope of
work for the above~mentioned project. The additional scope of work is as follows:
Phase 8: Our original construction observation service was based on a nine-month OO1llltrucUon
schedule. Due 10 unforeseen soil conditions and some construction issues, OUl' construction time
bas been extended. The amount of time and effort needed in construction observation and
engineering review has increased. These soil conditions were unforeseeable and have resulted in
construction cost increases and time increases on the overall project. Additional construction
observation and engineering services continue 10 be provided to address changeonfers and
assessment of soils and other reports to address these conditions and accommodate the revised
construction.
Issues regarding failing construction facilities have also increased thc overall amount of time and
effort required in order tollCCommodate construction observation.
Estimated T&M Fee: $36,616.64
