EXECUTIVE SUMMARY
Recommendation to approve Purchase Order No. 4500114261 in the amount of $417,625.90
to D.N. Higgins, Inc. to replace three large deteriorated and leaking influent sewage force
mains at the Master Pumping Station 302 site. Project 72549.
OBJECTIVE: The public purpose of this project is to achieve full compliance with all laws,
ordinances, and codes and to restore and provide safe, reliable, and sustainable wastewater
service to our customers,
CONSIDERATIONS: On Thursday, December 3, 2009 at approximately noon, construction
contractor D,N. Higgins, Inc. (DNH) who was working on the Master Pumping Station 302
Upgrades project and County staff noticed a four inch diameter hole and a second hole with a
bubbling liquid coming out from it that had developed under the temporary bypass pumps and
piping system. DNH was instructed to remove the bypass pump that was installed over the top of
the holes and to excavate both areas to determine the cause. Once excavated, it was discovered
that the liquid was raw sewage and that sewer gas attacked the tops of the two 20 inch and one
30 inch piping so badly that there were large soft holes on the tops of all the three pipes,
Given that DNH was already mobilized and working at the site and is an emergency on call
underground utilities contractor, County staff determined that DNH could perform the repairs
and replacement on this emergency at less cost and risk than any other contractor. An
emergency time and materials purchase order was opened on December 3. 2009 under the annual
underground utilities contracting services contract (08-50] I). in accordance with current
Purchasing Policies, Proccdures, and directives,
The emergency work commenced on December 3,2009 and completed January 26,2010, The
scope of the work included removal of the bypass pumps and piping system, deep excavation,
removal of approximately 120 feet and 90 feet of 20 inch and 30 inch ductile iron piping,
respectively, installation of like lengths of 20 inch and 30 inch polyvinyl chloride (PVe) piping,
valves, fittings, back fill at proper densities, flowable fill in the affected portion of the roadway,
and reassembly of the temporary bypass systenl to resume the MPS 302 Upgrades work.
The work was closely monitored on a daily basis, The final breakdown of costs was received the
week of March 15, 2010 and was closely scrutinized and verified, The final invoice is
anticipated to be received no later than April 15, 2010,
FISCAL IMPACT: Funding in the amount of $417,625,90 is available in Lift Station
Mechanical Improvements, Project 72549, The source of funding is Wastewater User Fees
(414),
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT,

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management
Plan standards to ensure the adequacy and availability of viable public facilities,
RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio the
Governing Board of the Collier County Water-Sewer District, approve Purchase Order No,
4500114261 in the amount of $417,625,90 to D,N, Higgins, Inc, to replace three large
deteriorated and leaking influent sewage force mains at the Master Pumping Station 302 site,

Inspector's Report for December 3, 2009
At 12:00 noon I was contacted by Higgins that a sink hole had open under By-pass pump #1.
I arrived back on site at 12:15 pm and found a hole about 4' in diameter under By-pass #1 (see photo),
I instructed the contractor to remove By-pass pump #1 and to excavate and find the problem, I notified
the Project PM of my findings at 12:30 pm,
At 3:30 pm I returned to the site and found that the 30" DI force/gravity main had a 3" hole on top of
the bell connection, While determining a resolution I noticed that another area about 8' south showed
bubbles coming out of the ground, I requested that the contractor investigate this issue and found that
a 24" DI spool piece of pipe connecting a 30" plug valve to a tee had also rotted away from raw sewage
gases,
I notified the Project PM of these new findings at 3:45, I remained on site until the contractor
temporarily sealed both holes,
