EXECUTIVE SUMMARY
Recommendation to award bid number 10-5441, "Isles of Capri Water Main
Replacement Phase I" in the amount of $1,074,097.00 to Douglas N. Higgins,
Incorporated, to complete the rehabilitation of the potable water distribution system
that services the Isles of Capri, Project No 71010.7
OBJECTIVE: The public purpose is to provide compliant and reliable potable water
services to the Collier County Water-Sewer District (CCWSD) rate payers at Isles of
Capri,
CONSIDERATIONS: This project is consistent with the 2008 Water Master Plan
Update adopted by the Board of County Commissioners (BCC) on June 24, 2008 (table
8-2, page 3 of 5, line 91), The design of this project is under a separate work order to Q.
Grady Minor Engineering, under the Fixed Term Professional Engineering Services
Contract Number 06-3969.
The Isles of Capri potable water distribution system is approximately thirty years old,
The distribution system was originally installed by the Isles of Capri Water Works
System. The system became part of the CCWSD in the 1980s, The number of service
line and water main breaks has recently incrcased and, as a result, the CCWSD has given
the highest priority to the Isles of Capri Potable Water Distribution System Rehabilitation
Project as part of its overall system rehabilitation schedule,
The Isles of Capri potable watcr distribution system will be replaced, including all water
mains, valves, and service lines. Cross connection control devices will be added to each
service connection, The new water distribution system will provide a reliable source of
potable water, and will help sustain a compliant level of water quality, Several additional
frre hydrants at new locations will be added, ensuring sufficient tire flows and improving
the coverage for fire fighting, All roadways will be resurfaced at the completion of the
underground work
To minimize the impact of the construction, the work is planned to be completed in two
phases, Phase I will include all assets from the entrance to the Isles of Capri, to
approximately 110 feet south of the Isles of Capri Fire Station on Capri Boulevard, Phase
II will include the remainder of thc Isles of Capri and is scheduled to be released for bid
in late FYIO.
Bid number 10-5441 was advertised on February 5, 2010 with 1,208 vendors notified that
provide these services, There were 112 bidders that downloaded full packages, Bids were
publicly opened on March 5, 2010, The 12 bids reccived are summarized in the
following table:

Higgins, Incorporated, The design professional's recommendation letter, dated March
15,2010, is attached recommending award to Douglas N, Higgins, Incorporated,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, and is legally sufficient- JBW,
FISCAL IMPACT: The source of funds is Water User Fees, fund 412, water capital
projects, Funding is available under the Distribution Renewal & Replacement Project,
Project Number 71010.4, and is consistent wjth the FYlO budget as approved by the BCC
on September 24,2009,
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the viability of public facilities,
RECOMMENDA TIONS: That the Board of County Commissioners, as Ex-officio the
Governing Board of the Collier County Water-Sewer District, award Bid Number 10-

ISLES OF CAPRI POTABLE WATER DISTRIBUTION SYSTEM

The Isles of Capri potable water distribution system is approximately 30 years old, The distribution
system was originally installed by the Isles of Capri Water Works System, and in the 1980s the system
became part of the CCWSD. The number of service line (the water line connecting an individual property
to the water main) and water main breaks has recently increased, and as a result, the CCWSD has given
the highest priority to the Isles of Capri Potable Water Distribution System Rehabilitation Project
The Isles of Capri potable water distribution system will be replaced, The new water distribution system
will provide greater reliability, will help sustain water quality, and will improve fire flows, The work is
planned to be completed in two phases; Phase I will include all locations from the entrance to the Isles
of Capri to approximately 110 feet south of the Isles of Capri Fire Station on Capri Boulevard, Phase I is
estimated to cost $1,600,000, and will include lS0 service locations, The project will be completed at no
cost to the individual customers, Phase II will include the remainder of the Isles of Capri and is scheduled
to be released for bid in late FYlO,
As part of the rehabilitation project, all potable water mains and service lines will be replaced, Cross
connection control devices will be installed at each service location, Several additional fire hydrants at
new locations will be added, improving the coverage for fire fighting on the Isles of Capri. All roadways
that are part of Phase I will be resurfaced at the completion of the underground work,
The schedule for Phase I of the project is as follows:
February S to March S, 2010 - Phase I of the Project out for bid,
March S to April 13, 2010 - Review and evaluation of bids,
April 13, 2010 - Presentation of bid results to the Board of County Commissioners,
May 17,2010 - Pending Board approval (above), issue Notice to Proceed to contractor.
June 1, 2010 - Onsite work begins,
June 1 to December is, 2010 - Construction,
