Please be advised that you are scheduled to appear before the Collier County Board of
Commissioners at the meeting of April 13, 2010, regarding the above referenced
subject.
Your petition to the Board of County Commissioners will be limited to ten minutes.
Please be advised that the Board will take no action on your petition at this meeting.
However, your petition may be placed on a future agenda for consideration at the
Board's discretion. If the subject matter is currently under litigation or is an on-going
Code Enforcement case, the Board will hear the item but will not discuss the item after it
has been presented. Therefore, your petition to the Board should be to advise them of
your concern and the need for action by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W.

Dear Port of the Islands Property Owners,
My name is Mike Motwani and I own the Port of the Islands hotel. I bought this property approximately
8 years ago. As you mayor may not be aware, the community improvement district (ClD) has been
milking money from you and I at a rate of approximately $ 1000/ per condo owner, $1500/ per home
owner and I have already paid over 1.4 million to the ClD for the improvement of the community, This
rate has been gradually increasing over the last 4 years yet there has been no improvements made to
enhance the entire community during this time, COlLIER COUNTY COMMISSIONERS ARE CONSIDERING
ABOliSHING CID SINCE THEY HAVE ALREADY FULFILLED THEIR REQUIREMENTS FOR DEVElOPMENT,
Infrastructure or development of the community must be completed within a 20 year span, This
community's development began in 1990 and we are now in 2010, CID borrowed $ 7,000,000 (7 million
dollars) in 1990 for the purpose of development, We paid this money and they are now asking once
again for more money to build a larger water treatment plant, This bond will cost the community
$5,000,000 (5 million dollars), This roughly works out to an additional $10.000-$15,000 per condo/home
owner, If the bond Is approved on January 15'" 2010 you will ensure that the ClD will stay and cost each
property OWfl<!f' a minimtlm of $10,000-$15,000 over the next 10-15 years,
At a town meeting, Mr Holecek another major property owner in the community stated "I have excess
ERe's and I believe Mr. Motwani may also have extra ERe's, I believe our combined extra ERe's are
adequate to take care of Orchid Cove and the hotel project without building new plants, or involving
new board decisions." I do agree with Mr. Hole<:ek in that we do not Reed it Rew water plant,
If the community allows a reissue of the bond on January 15'" 2010, each home, condo owner and
property owner will be forced into paying more money, Do you really want to pay more during the
RECESSION? I have created a petition against the expansion of the water plant, If we all come together
and sign this petition it can be used as leverage to object to the building of a plant this communitv does
not need. lET US JOIN TOGETHER.
If you are still not convinced let me give you one more reason, There is a new High Rise Hotel coming
into the community. The bond will only be used to help build the water treatment plant to support that
hotel. We have already paid for our phase of development. To be fair, we should make the new hotel
owner and their clients pay for the rise in the mill factor considering they are the reason for the
expansion of the plant, Normally when a community enters a second phase, the prices of that new
phase should be paid by the new owners, Why are we paying for the second phase when we have
already paid out' share?
If a constant mill factor is used, everyone in the old phase will pay 8 ~/$lO,OO value and all new
owners will pay 12 ~I $10.00 value. (See attached appendix) If this happens, then CID will get the
same amount of money from us as they have always been getting plus what they will now gain from the
new hotel. let us join together so that they do not DESTROY our community,
