EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments to allocate $223,700 in
Immokalee Infrastructure Fund 497 to permitting the next phase of development
at the Immokalee Regional Airport.
OBJECTIVE: That the Board of County Commissioners (BCG) authorize Budget
Amendments to allocate $223,700 in lmmokalee Infrastructure Fund 497 to permitting
for the next phase of development at the Immokalee Regional Airport.
CONSIDERATIONS: Currently there are approximately 6-7 non-contiguous acres
available for "Iandside" development in the already permitted Phase 1 area at the
lmmokalee Regional Airport,
Environmental permitting for the next phase of development will take approximately 18
months. In order to be prepared to take advantage of future development opportunities
at the Airport, the Collier County Airport Authority (Authority) unanimously approved
work orders for this permitting, pending BCC approval, on February 8, 2010.
The area identified for the next phase of development is divided into two phases, Phase
2 and Phase 2A, which is consistent with the Immokalee Regional Airport Master Plan
approved by the Federal Aviation Administration on April 15, 2009 and by Board of
County Commissioners on June 23,2009, Agenda Item 16(G)3, and with the U.S. Army
Corps of Engineers Permit No. SAJ-2004-554 (IP-MN) issued March 22, 2006.
Phase 2 encompasses approximately 127 acres to the north of the Phase 1 permitted
area, and Phase 2A, approximately 51 acres to the west of the Phase 1 permitted area.
The cost to permit Phase 2 through Collier County, South Florida Water Management
District (SFWMD), Immokalee Water and Sewer District (IWSD), the Florida Department
of Environmental Protection (FDEP), and the U.S. Army Corps of Engineers (COE), and
to revise the current Environmental Resource Permit (ERP) is $165,520.

The cost to permit Phase 2A through Collier County, South Florida Water Management
District (SFWMD), lmmokalee Water and Sewer District (IWSD), the Florida Department
of Environmental Protection (FDEP), and the U.S. Army Corps of Engineers (COE), and
to revise the Environmental Resource Permit (ERP) is $58,180.

FISCAL IMPACT: Budget Amendments are needed to allocate $223,700 in
lmmokalee Infrastructure Fund 497 to permitting for the next phase of development at
the Immokalee Regional Airport, $165,520 to IMM Phase 2 Permitting, and $58,180 to
IMM Phase 2A Permitting.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient-JBW.

PAS-FT-4168-1O-02 in the amount of $9,700 for environmental services necessary to modify
the ERP as required for Phase 2A development at the Immokalee Regional Airport, pending
BCC approval.

RE: Proposal for Engineering Services
Immokalee Regional Airport Phase 2
Dear Ms. Brueggeman:
We have prepared this proposal for professional engineering services for the design and
permitting of Phase 2 at the 1mmokalee Regional Airport as shown in the attached exhibit. Phase
2 encompasses approximately 127 acres.
Under this proposal we would design the backbone infrastructure including the extension of
Airpark Boulevard to allow development of aircraft hangers airside of Airpark Boulevard and
development sites along the land side of Airpark Boulevard. We would work with your
environmental consultant to pel1nit the proposed infrastructure and hangerslbuilding thru the
South Florida Water Management District (SFWMD) and Army Corps of Engineers (ACOE).
We would also prepare construction documents and permit thru the County (SOP) the extension
of Airpark Boulevard and supporting infrastructure.
We propose the following services:
Task No.1 - Plan Preparation: Prepare permit leval plans for phase 2 and construction level
plans for Airpark Boulevard as shown in the attached exhibil, inclusive of paving, grading,
drainage, water, sewer, landscaping, irrigation and lighting improvements. Facilities will be
designed in conformance with Collier County, the South Florida Water Management District
(SFWMD), the Immokalee Water & Sewer District (lWSD), the Florida Department of
Environmental Protection (FDEp) and FAA Standards.
Task No.2 - County Permittinl!: Schedule and attend Collier County SOP pre-application
meeting. Complete SDp application, compile documents, authorizations, monitoring reports,
engineering reports and calculation required for submittal. Assemble the application paekage and
submit 10 Collier County for review of the Site Development Plan, work with Collier County to
address questions and comments lhroughout the review process and follow through to approval.
Task No.3 - Modification of Existinl! Environmental Resource Permit throul!h SFWMD:
Prepare engineering report and water management calculations to add additional impervious area
and water treatment facilities. Prepare applications, reports, and plans for submittal to SFWMD,
including responding to comments and following through to approval.

Deliverables: Deliver to the AirpOlt Authority and Collier County Environmental Resource

Environmental Protection Permit for Airpark Boulevard and associated infrastructure.
Time to Completion: Deliver to the County the aforesaid documents 360 days from the Notice
to Proceed.
This Proposal only includes those items specifically identified above and is intended to be all
inclusive of engineering services to design and permit this projeet through Collier County,
SFWMD, IWSD and FDEP.
All application fees shall be paid directly by Collicr County.
This Proposal is subject to the Standard Provisions ofthe Collier County Fixed Term Engineering
Services Contract (FT-06-3969).
This Proposal is void if no Task Authorization or Irchase Order is issued within 90 days of this
date.

Time to Completion: Deliver to the County the aforesaid documents 270 days from the Notice
to Proceed.
This Proposal only includes those items specifically identified above and is intended to be all
inclusive of engineering services to design and permit this project through Collier County,
SFWMD, lWSD and FDEP.
All application fees shall be paid directly by Collier County.
This Proposal is subject to the Standard Provisions of the Collier County Fixed Term Engineering
Services Contract (FT-06-3969).
This Proposal is void if no Task Authorization or Purchase Order is issued within 90 days of this
date.
