Agenda 03/23/2010 Item #16E 7 Agenda Item No. 16E7 March 23, 2010 Page 1 of 79 EXECUTIVE SUMMARY Recommendation to authorize the chairman to sign a $250,000 Florida Department of Environmental Protection (FDEP) Office of Greenways and Trails Recreational Trails Program (RTP) Grant Application to partially fund the construction of the Gordon River Greenway Park boardwalk and pedestrian bridge. OBJECTIVE: To increase the usability of the Gordon Greenway Park through construction of a boardwalk and pedestrian bridge that connects the western and eastern portions of the park and provides greater recreational opportunities to the public. CONSIDERATIONS: The purpose of the RTP is to provide funds for projects that provide or maintain recreational trails. Collier County is requesting RTP funds to assist with the construction of the Greenway Park's southern boardwalk system and a pedestrian bridge that will span the Gordon River and connect the western and eastern portions of the Gordon River Greenway. The bridge and boardwalk will accommodate multiple modes of non-motorized pedestrian activities such as: bicycling, day hiking, jogging or similar fitness activities, roller skating and in-line skating. If RTP funding is received, staff will return to the Board for formal acceptance of the grant award and execution of a project agreement. If the grant is accepted, Collier County will have up to two years from the effective date of the project agreement to complete construction of the pedestrian bridge and boardwalk. The bridge and boardwalk, when completed, must be a usable recreational trail or a trail facility along a usable recreational trail. FISCAL IMPACT: The total cost of the bridge and boardwalk is estimated to be $1,269,OOO, Collier County is requesting $250,000 in assistance from FDEP. The County is able to provide a $1,019,000 cash match towards the project, but additional grant funding will also be sought. County cash match is available within the Conservation Collier Management Fund 174 budget, subject to Board approval. GROWTH MANAGEMENT IMPACT: This proposal supports Objective 7.3 of the Conservation and Coastal Management Element of the County Growth Management Plan, which requires the County to continue to implement programs that conserve and protect endangered and threatened wildlife species. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office and is legally sufficient-JBW. "- Florida Department of Environmental Protection Office of Greenways and Trails Funding provided through U.S. Department of Transportation Federal Highway Administration Agenda Item No. 16E7 March 23. 2010 Page 4 of 79 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION RECREA TIONAL TRAILS PROGRAM GRANT PROGRAM GRANT APPLICATION PACKAGE INTRODUCTION The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 included the National Recreational Trails Fund Act (NRFTA) establishing the National Recreational Trails Funding Program. The National Highway System Designation Act of 1995 (NHS Act) amended and revived the NRTFA. The Transportation Equity Act for the 21 st Century amended and provided assured funding for the program and changed the program name to Recreational Trails Program (RTP). The purpose of RTP is to provide funds for projects that provide or maintain recreational trails. A recreational trail means: A thoroughfare or track across land or water, used for recreational purposes such as bicycling, day hiking, equestrian activities, jogging or similar fitness activities, trail biking, overnight and long distance backpacking, roller skating, in-line skating, running, aquatic or water activity and vehicular travel by motorcycle, four-wheel drive, all terrain off-road vehicles, or dune buggies. The RTP is administered by the Florida Department of Environmental Protection (DEP) in coordination with the U.S. Department of Transportation, Federal Highway Administration (FHWA). Grant application proposals are evaluated according to policies and procedures described in Chapter 62S-2, Florida Administrative Code (FAC.). This is commonly known as the Rec Trails Rule. Applicants should familiarize themselves with these policies and procedures. This packet will assist all applicants in preparing and presenting the information needed for DEP to evaluate proposed RTP applications. GENERAL APPLICATION INFORMATION Please submit the application in a SOFT COVER three prong binder (please, no HARD 3-ring binders). To facilitate the review and scoring process, label or tab all support documents or attachments. We appreciate your cooperation. A request for financial assistance under RTP may be for development or maintenance of recreational trails; purchase of trail construction or maintenance equipment; and if funds are available, for trail education projects. Project proposals may address the following recreational trail interests: . motorized recreation; . non motorized recreation; · mixed-use projects (either motorized or nonmotorized); or projects that provide for innovative corridor sharing with motorized and non motorized recreation; · construction and maintenance equipment. Grantees shall have up to two (2) years from the effective date of the project agreement to complete the development project. A development project, when completed, must be a usable recreational trail or a trail facility along a usable recreational trail. Grantees requesting funds to purchase equipment should be prepared to provide proof of insurance, be capable of properly storing and maintaining the equipment, and be familiar with Federal Highway Administration's Recreational Trails Program Interim Guidance, and DEP's Directive 320 as they relate to equipment and surplus property. All equipment purchased with RTP grant funds will be receive a DEP property number. NOTE: Only non- expendable equipment, as set forth in the Rec Trails Rule and part of an approved application, is eligible to be purchased with RTP grant funds. Grantees may use RTP funds to develop trails, trailhead and trailside facilities and related support facilities including parking, rest rooms, access to drinking water, etc. Development projects may also renovate existing trails and facilities in order to provide access for persons with disabilities. MAXIMUM GRANTS FUNDS AN APPLICANT MAY REQUEST FOR Year 2010: Non- Motorized = $250,000 Mixed-Use = $250,000 Motorized = $307,199 RTP program requires that the grantee provide matching funds. Please refer to Chapter 628-2.071 (3) for complete information on match requirements and match types. EVALUATION PROCESS Following DEP staff review of the applications, DEP will notify applicants of any deficiencies. Missing or incomplete documentation will usually constitute a deficiency. Applicants must submit requested deficiency information within fifteen (15) working days from date of deficiency notification. After the deficiency period, the Recreational Trails Advisory Committee ranks all eligible applications in accordance with the evaluation criteria set forth in the Rec Trails Rule. APPLICATION SUBMISSION INFORMATION Applicants must submit proposals for RTP grants on application form OGT-1 O. Applications are evaluated on the basis of the information provided by the applicants, except where such data is superseded by official DEP information. Failure by an applicant to present all required application information and documentation may result in the application being declared ineligible for funding consideration. Failure by an applicant to provide accurate information and documentation relating to the evaluation criteria for the proposed project set forth in the RTP Rule may result in a loss of points for the applicant's competitive score. PROJECT DESCRIPTION Briefly describe the proposed project. TEXT MUST FIT IN SPACE PROVIDED. The Gordon River Greenway Park is one part of the larger "Gordon River Greenway Project", which, when complete, will be a 2-mile ecological and trail corridor centrally located within the Naples-Collier urban area. The Park itself is comprised of a northern 80 acre portion - owned by Collier County's Parks and Recreation Department - and a southern 43.5 acre portion - owned by Collier County's Conservation Collier Program. Once constructed, the entire Park will contain over 4,500 linear feet of paved trail and 4,500 linear feet of raised boardwalk: however, this grant application project includes only construction of improvements within the southern portion of the Greenway Park - a 150 foot long pedestrian bridge across the Gordon River and 1,500 linear feet of boardwalk trails. The project area consists primarily of undeveloped mangrove swamp wetlands, These wetlands serve as a buffer to the Gordon River for water quality and flood control. The site provides habitat for listed wading birds, fish, and other wildlife, and a rookery island is present within the project boundary. Development of the boardwalks will take place entirely within the mangrove wetlands, with the pedestrian bridge spanning the Gordon River - connecting western boardwalk to eastern stabilized trail. (Stabilized trails will be developed within upland areas of the Park outside the scope of this grant application). The pedestrian bridge will be composed of a pre-fabricated super- structure and an in-situ contructed sub-structure. The bridge wi II be designed to conform to federal laws regarding both height and distance to mean high water, due to it's proximity to Naples airport and it's location within the Gordon River - a navigeable waterway with Gulf of Mexico access. To reduce future maintenance costs, boardwalks will be constructed of a long lasting sustainably harvested hardwood. An archaeological site of prehistoric redeposited shell scatter exists along the southeastern section of the project and has been recorded with the State. The project will provide pedestrians with a transportation connection from Golden Gate Parkway to Goodlette Road South. The pedestrian bridge will be 12 feet wide. Parking lots within the northern portion of the Greenway Park will be linked to the Greenway trail and will contain ADA compliant parking spaces and ADA compliant restrooms. A sidewalk along Enterprise Ave. will connect to the project site in the future. The existing portion of the Greenway provides access to Airport Pulling Road and will also eventually connect up to the project site. (D) Residential populated areas. The project site is within an undeveloped area of Naples that is surrounded by residential and commercial uses. River Reach, a condominium community just north of the project site, has plans to connect its existing recreational trail to the southern portion of the Gordon River Greenway Park trai I. Other partner agencies involved with the Gordon River Greenway include: Big Cypress Basin/South Florida Water Management District, The Conservancy of Southwest Florida, City of Naples and Naples Airport Authority. ChaDter 6-1, Goal 2: This project will "improve coordination, communication and cooperation between land managing agencies" by providing a link to future Collier County Parks and Recreation managed trails within the northern portion of the Gordon River Greenway Park and by providing a link to existing and future City of Naples managed Greenway Trails. The boardwalks and bridge within this project will provide a vital connection within the entire trail system and allow for coordinated management of all sections of the Gordon River Greenway owned and managed by different agencies. Chapter 6-1. Goal 3: This project will "support conservation and recreation land acquisition programs" by providing funding assistance to Conservation Collier, a Collier County conservation land acquisition program. Chapter 6-1. Goal 4: The project will "provide... opportunities for... resource-based outdoor recreation in [an] urban area". The Greenway Park will serve as both an ecological/wildlife corridor and a public access area for passive recreation such as hiking, biking, skating, nature photography, and bird-watching within an urban area of Collier County. Chapter 6-1, Goal 5: The project will "support special programs to broaden public participation in outdoor recreation, improve recreational access for those with physical or mental disabilities, promote a stewardship ethic, ... and increase public understanding of the value and importance of Florida's natural and cultural resources". Content for programming will include: The Importance of Preserving Wetlands, Wetland Plants and their Medicinal Uses, Birding in the Wetlands, and Dr. Nehrling and Exotic Species. Dr. Nehrling settled in the lands surrounding the Gordon River Greenway Park in the early 1900's. He developed a botanical garden, some specimens of which are still present in the area today. The boardwalk and bridge will create a recreational trail that will be accessible to people with physical and mental disabilities through natural ecosystems that are currently only accessible by boat and by those that can maneuver through thick vegetation. Three interpretive signs will be located along the boardwalk: one with information regarding the importance of the mangrove ecosystem, one with information regarding the importance of the estuary, and one identifying and discussing the life history of the yellow-crowned night heron. Chapter 6-1, Goal 6: This project will "increase funding and revenue generating capabilities for outdoor recreation". Construction of the southern boardwalks and pedestrian bridge within Gordon River Greenway Park will encourage other agencies involved with the Gordon River Greenway - City of Naples, Naples Airport Authority, Southwest Florida Land Trust - to follow through with construction of their undeveloped portions of the Greenway. The pedestrian bridge within this project is the link between the northern section of the Greenway owned by Collier County and the southern section of the Greenway owned by others. Completion of this section of the Greenway will garner community support for completion of the entire Greenway and will improve opportunities for future grant awards within the entire Greenway. "Strategy 5: Encourage developers to include green ways and bicycle, equestrian and pedestrian trails within large developments and to link internal trail systems with the larger state greenways and trails system. " River Reach, a condominium community just north of the project site, has plans to connect its existing recreational trail to the southern portion of the Gordon River Greenway Park trail. "Strategy 6: Encourage government agencies at all levels to include greenways and trails in their planning processes. " There is a City of Naples and County commitment to complete this project, which was conceived over 10 years ago accepted and adopted through several Master Plans and the Collier County Growth Management Plan. There is clear overall vision for the Greenway Plan. The Gordon River Greenway is identified as a Tier 1 Off-Road Facility within the Collier County Comprehensive Pathways Plan. The plan was adopted by the Collier Metropolitan Planning Organization on January 12, 2006. The Comprehensive Pathways Plan is incorporated by reference in the Collier County Growth Management Plan, in the Transportation Element, Objective 4. Agenda Item No. 16E7 March 23, 2010 Page 54 of 79 "Strategy 7: Expand the green ways and trails system by using existing greenways and trails as models for developing new components. " The proposed project is north of existing portions of the Gordon River Greenway constructed by the Southwest Florida Preservation Trust. Members of the Southwest Florida Preservation are currently involved with the design of the Gordon River Greenway Park. Easements secured by the Southwest Florida Preservation Trust within City of Naples property adjacent to both the proposed project site and existing portions of the Greenway will ensure future connections of the Greenway. "Recommendation Four: Provide additional resources for local. reQional. state and federal aQencies and private landowners to acquire, protect and develop lands for Qreenwavs and trails." "Strategy 2: Communities should pursue a combination offunding sources and other tools at the federal, state, regional and local level to support green ways and trails initiatives. " Collier County received a Florida Communties' Trust Grant Award for acquisition of the northern portion of the Greenway Park. Funds received from the state through the FCT program will be used to develop trails and facilities within this section of the Park. The Southwest Florida Preservation Trust has been actively pursuing private donors to support the overall Greenway Project, and will continue to pursue grant funds for construction of unfunded sections of the Greenway. Collier County Government funds set aside specifically for land management activities and public access amenities within Conservation Collier preserves will be provided as match for this proposed project should it receive RTP funding. "Recommendation Seven: Educate and inform Florida's residents and visitors about the value of the state's Qreenwavs and trails svstem." "Strategy 1: Promote awareness, understanding, and recreational use of Florida's green ways and trails, and make eco-tourism and heritagetourism profitable and sustainable industries in Florida. All educational programs will be developed by the Senior Park Naturalist/Program Supervisor. Programs will include: The Importance of Preserving Wetlands, Wetland Plants and their Medicinal Uses, Birding in the Wetlands, and Dr. Nehrling and Exotic Species. Programs will be presented twice a month, on Wednesday and Saturday mornings. Programs will be advertised in the Collier County Parks and Recreation Program Guide and the Park Ranger To Go Menu of Programs that is distributed to Collier County Public Schools each August. Target audience to include: general public. professionals, tourists, and elementary and secondary school children. The proposed project will aiso meet the State's Greenways and Trails Plan benchmark to "maintain or restore natural, recreational, cultural and historic resources on greenways and trails to the extent necessary for the areas to continue to be suitable for designation". The proposed project site will be maintained as conservation land in-perpetuity, as required by Collier County Ordinance 2003-63, as amended. Approximately 8.9 acres of the site is covered with dense invasive exotic vegetation. All invasive exotic plants within the entire site will be controlled and their eradication monitored as part of the project. Additionally, design and construction of all improvements will avoid disturbance of State archaeological site 8CR978 located within the project boundary.
