EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a sub-recipient agreement
between Collier County and The City of Naples for Community Development Block Grant-
Recovery (CDBG-R) funding providing American Recovery and Reinvestment Act (ARRA)
funds for a landscaping improvements project to assist low and moderate income citizens in
the Anthony Park Community located within the City of Naples in the amount of $30,365.00
OBJECTIVE: To approve and authorize the Chairman to sign a sub-recipient agreement between
Collier County and The City of Naples for Community Development Block Grant-Recovery
(CDBG-R) funding providing American Recovery and Reinvestment Act (ARRA) funds for a
landscaping improvements project to assist low and moderate income citizens in the Anthony Park
Community located within the City of Nllples.
CONSIDERATIONS: On April 22, 2008 the Board of County Commissioners (BCC) adopted
Resolution No. 2008-121 approving the submission of the One-Year Action Plan for FY 2008-
2009 to HUD. This Action Plan provided a summary of the projects to be funded between July 1,
2008 and June 30, 2009. On February 17, 2009, Congress passed the American Recovery and
Reinvestment Act of 2009 (ARRA) and appropriated one billion dollars in CDBG funds to carry
out eligible activities under the CDBG program to assist in the nation's economic recovery. On
May 5, 2009, HUD announced the availability of CDBG-R funding. In order to receive these
funds Collier County had to make a substantial amendment to the One Year Action Plan for
FY2008-2009, and submit the amendment to the Department of Housing and Urban Development
no later than June 5, 2009. On June 23, 2009, the BCC provided after the fact approval (Item
16D7) for the Collier County CDBG-R submission. On August 19, 2009, the Collier County
Housing and Human Services Department received notice of HUD's CDBG-R funding in the
amount of$631,283 and the BCC approved the receipt of the CDBG-R funding on September IS,
2009 (Item 16DI3). On March 9, 2010 (Item 16D6) the BCC approved the template used for the
subrecipient agreements with participating agencies along with 5 ( five) projects presented. Due to
approval from the Naples City Council, which will occur on March 17, 2010 this project was
delayed and was not presented with the other projects on March 9, 2010.

The Project scope describing the individual funding amount, program description, and the project
milestones is included as an attachment to this executive summary.
SPECIAL CONSIDERATIONS RELATED TO THE AMERICAN RECOVERY AND
REINVESTMENT ACT OF 2009: Grantees are required to ensure that public funds are
expended responsibly and in a transparent manner to further the job creation, economic recovery,
and other purposes of the Recovery Act. The grant program guidelines and subsequent grant
agreement template make reference to identifY and ensure all additional compliance
requirements related to the ARRA terms and conditions will be met, however the attached
document highlights the major requirements and how Collier County will maintain compliance.
FISCAL IMPACT: No general funds are associated with these CDBG-R subrecipient
agreements. ARRA Grant Fund (125) for FY09, received $631,283.00 of which $30,365.00 will
be passed through to the City of Naples. No match funds are required.
GROWTH MANAGEMENT IMPACT: The CDBG-R project associated with this
subrecipient agreement will help meet the goals, objectives and policies set forth in the Housing
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This agreement has been reviewed and approved by the
County Attorney's Office and is legally sufficient for Board action. - CMG

SCOPE OF SERVICES

ANTHONY PARK IMPROVEMENTS
THE SUBRECIPIENT AGREES TO:
A. PROJECT SCOPE:
The City of Naples proposes to provide irrigation to support community landscaping
improvements to a City owned vacant parcel located adjacent and contiguous to Anthony
Community Park within the River Park Community. Anthony Community Park serves
the River Park community as well as the George Washington Carver Section 8
Apartment complex. The parcel is located at 15 5th Avenue, North, Naples, FL (Folio #
181635200008), on the south side of Anthony Park and on the west side of 5th Avenue
North. This project will expand the use of the existing developed park. It is estimated
this project will retain .28 of full-time equivalent employees (FTE's) which was
determined by OMB formula. This project will only support the retention ofFTE's, by
using the CDBG-R funds award to the City of Naples for payment.
Collier County Department of Housing and Human Services is funding THIRTY
THOUSAND TIIREE HUNDRED SIXTY-FIVE DOLLARS ($30,365) with CDBG-R
funds to provide irrigation to support community landscaping improvements to a City
owned vacant parcel.
In addition to documents requested pursuant to the agreement, the Subrecipient will be
responsible for submitting the following to HHS:
a. Monthly submission of completed person hours to for the FTE's with the monthly
report which is due by the lOth of each month. The documentation submitted must
indicate the amount oftime the retained employee's have spent on the CDBG-Rjob-
site.

NOTE: Performance milestones are in effect for program monitoring reqlliremLnts
only, and as such, are used by HUD and other grantor agencies as general target goals
rather than strict performance requirements.
This agreemLnt shall allow reimbursement of expenses for all eligible costs associated

Special Considerations Related to the American Recovery and Reinvestment Act (ARRA) of 2009
Community Development Block Grant- Recovery Program

Since the source of funds for this program is the American Recovery and Reinvestment Act (ARRA),
additional considerations are necessary to ensure the use of funds properly implements the purpose of the
