THE SHERIFF AS THE OFFICIAL APPLICANT, AND THE SHERIFF'S OFFICE
STAFF AS GRANT PROGRAM AND FINANCIAL MANAGERS TO ACCEPT,
RECEIVE AND EXPEND GRANT FUNDS, AND APPROVE AND SUBMIT
APPLICABLE BUDGET AND PROGRAM MODIFICATIONS.
OBJECTIVE: To obtain approval from the Collier County Board of County Commissioners of the
Sheriffs application for Homeland Security Fiscal Year 2010 Operation Stonegarden and designate the
Sheriff as the official applicant, and the sheriff's office staff as grant program and financial
managers, and to accept. receive and expend grant funds, and approve and submit applicable budget and
program modifications.
CONSIDERATION:
I.
The Collier County Sheriffs Office has participated in a wide range of public safety,
including homeland security. grant programs for over 20 years.
Operation Stonegarden is intended to increase coordination and local agency capacity in
support of the U.S. Department of Homeland Security goals including initiatives involving
U.S. Customs and Border Patrol.
Operation Stone garden (OPSG) grant will focus on increased border surveillance and
collaborative partnerships with local, state and federal law enforcement agencies. This grant
provides funding to support operational response and increase technology that will strengthen
the agency's ability to prevent, protect and secure area borders.
The OPSG request for a three-year award is $794,132.05 which will be used for operations
overtime and equipment.
There is no required cost sharing or match.
The State Administrative Agency for this Department of Homeland Security grant will be the
Florida Department of Emergency Management.

EXECUTIVE SUMMARY
Operation Stonegarden -2010 will increase the Collier County Sheriff's Office's ability to
support the U.S. Border Patrol as it secures the borders of the U.S. by increasing the
number and frequency of marine patrols and strengthening existing partnerships with
other regional law enforcement agencies. Operation Stonegarden-2010 will provide for
increased manpower and equipment to more effectively patrol Southwest Florida
borders and assist in the tracking, apprehension and deterrent of smugglers, iIIegals and
potential terrorists as they attempt to illegally enter the U.S. along Florida coastal waters.
The Collier County Sheriff's Office (CCSO) Aviation/Marine Bureau, Special Operations
Group, will be responsible for the implementation of Operation Stonegarden-2010 with
assistance from the Organized Crime Bureau, Strategic Investigations Section.
Implementation and coordination of this Operations Order (00) will be the responsibility
of Lt. Mark Cherney, Aviation/Marine Bureau and Cap!. Chris Roberts, head of Special
Investigations Division.
Funding for Operation Stonegarden-2010 will allow the Collier County Sheriff's Office to
strengthen its collaborative partnerships with CBP Border Patrol, U.S. Coast Guard, ICE,
Fiorida Fish & Wildlife Conservation Commission (FWC) and area law enforcement
agencies in Southwest Florida during this three-year joint venture to secure the
international maritime border between South Florida, Mexico and the Caribbean basin.
This Operations Order will enhance cooperation and coordination among multiple
federal, state and local agencies through increased patrols and manpower to more
effectively patrol and intercept illegal activity occurring along the porous water borders of
Southwest Florida. The primary focus of this Operations Order is aggressive
enforcement of border security thereby preventing unauthorized and undocumented
border crossings.
Collier County will coordinate OPSG through the Dania Beach Border Patrol Station to
ensure consistency with CBP/BP strategies. In addition, CCSO will continue to
participate and collaborate with local law enforcement agencies participating in the
Region 6 Southwest Florida Regional Domestic Security Task Force and the Tier 1
Waterborne Response Team.

launch facility camera systems, license plate recognition surveillance systems and
overtime hours for marine and investigations deputies.
Smart Border Technology will be enhanced through the deployment and use of license
plate recognition systems and remote camera surveillance monitoring of local boat
launch facilities. In order to develop a viable coastal sensing system between ports of
entries, it is vital to monitor public launch facilities to ascertain valuable intelligence
information which will drive and guide CCSO operations. These systems will act as a
technological force multiplier that would otherwise require hundreds of hours of human
visual monitoring to develop the same level of intelligence information.
In order to interdict illegal border crossings at sea before landing events occur, rapid
response capability is imperative. With more than 1,350 linear miles of Florida shoreline
to protect, and the U.S. border twelve miles off the coast of Collier County, it is critical
that the maritime fleet include a high speed intercept vessel. The CCSO intercept vessel
will operate in cooperation with the regional Tier 1 Waterborne Response Team and will
be available for deployment 24/7 to intercept inbound threats.
I.
SITUATION
A. General Situation: Maritime human smuggling groups are currently
operating as organized criminal enterprises whose objective is to support and
maintain illegal transportation of foreign nationals. These criminal organizations
utilize highly sophisticated infrastructures to conduct maritime smuggling along
sea routes which allow for a high degree of success in landing their illicit cargo
along the porous water borders and isolated, remote coastline of Southwest
Florida. If left unchecked, these established sea lanes, primarily between Cuba,
Mexico, and the remote, wilderness areas of the southwestern coast of Florida,
could easily provide a porous border for terrorist ceils attempting access into the
country.

Known Organized Crime (OC) groups travel major south Florida highways and
launch vessels in Collier County. Inteiligence information continues to confirm
that smuggling organizations operate throughout Southwest Florida using
highways and vessel launching facilities in and around Collier, Monroe, and Lee
counties. With increased funding, local law enforcement can increase the number
of well qualified personnel operating in directed patrols in Southwest Florida
which will likely result in increased detection of illegal activities. The use of
focused intelligence efforts, coupled with task force investigations, should help
uncover and defeat organized smuggling operations. Through this 00, CCSO
Marine Bureau will coordinate patrols of area water bodies, highways and other
access points to identify watercraft and vehicles with the intent of disrupting and
deterring organized smugglers from entering the country.
Local law enforcement agencies, including CCSO, City of Naples PD, City of
Marco Island PD, and FWC have been working jointly with CBP-Border Patrol,
U.S. Coast Guard and other DHS partners since 1998 to provide an invaluable
second line of defense in the deterrence of organized, crime-driven maritime
hurnan smuggling activities.

B. Terrain/Weather: Collier, Lee & Monroe counties are located in the
southwest quarter of Florida and encompass over 3,825 square miles of land
mass and 6,975 square miles including water bodies. The bulk of the area is
coastal lowlands with extensive coastline and waterways. The coastline of
Southwest Florida includes areas of intense development and conversely,
remote areas in a wild and natural state. The tri-county area includes over 2150
square miles of territorial seas with 780 square miles adjacent to Collier County.
Many areas of south Florida's coastline provide miles of unhindered access from
Mexico, Cuba, Central America and the Caribbean. There is a modern and well
rnaintained system of public boat launching facilities in these southwestern
counties. Major road conduits include Interstate 75, U.S. 41, and S.R. 29. In
addition, there are miles of wild and natural coastal access points in the 10,000
Islands and the Everglades from Florida Bay north to U.S. 41.
The subtropical climate of South Florida provides wet, hot summers and dry, cool
winters. Tropical storm/hurricane season begins in June and lasts through
November. During this period law enforcement's ability to effectively patrol the
maritime border areas can be hindered by periods of inclement weather. During
the winter season, cold fronts bring strong northerly winds that, on occasion,
inhibit maritime operations in the open waters of the Gulf of Mexico.
C. Criminal Element: The most serious threat is the likelihood of
encountering persons with terrorist intentions being smuggled into the United
States.
There are three separate organized groups that are involved in smuggling
operations currently based from Collier County. Over 25 members of these OC
groups, their vessels, residences and vehicles have been identified by CCSO
and other law enforcement partners. These 25 known members do not include
other OC members based out of Lee, Monroe and Miami-Dade counties.
In addition to organized human smuggling, Operation Stonegarden-2010 will
likely encounter other illegal activities including boat theft, outboard engine theft,
illegal transportation of fuel, credit card fraud, vehicle theft, and marijuana
cultivation. These activities directly support maritime human smuggling and are
interspersed with drug and firearm offenses, wanted persons and traffic related
offenses.
D. Friendly Forces: A wide range of friendly forces work cooperatively to
protect Florida borders. Some of the agencies working on this joint initiative with
CCSO will include: U.S. Customs and Border Protection (CBP)-Border Patrol,
U.S. Immigration and Customs Enforcement (ICE), United States Coast Guard,
Florida Department of Law Enforcement, Florida Fish and Wildlife, Lee County
Sheriff's Office, Monroe County Sheriff's Office and Miami-Dade County Sheriff's
Office. Many of these organizations currently work in partnership through
existing task forces including the Southwest Florida Organized Smuggling
intelligence Group (SOSIG) and Region 6 Southwest Florida Regional Domestic
Security Task Force (RDSTF).

II. MISSION
To increase border security in Southwest Florida through an effective partnership
involving increased surveillance, tracking and apprehension of individuals
attempting to illegally enter the country through porous Florida coastal waters.
This mission will focus on maritime human smuggling involving primarily
Organized Crime (OC) groups operating in the region. This mission will involve a
three-pronged approach:
1 . Utilize directed intelligence to identify suspects, develop
informants, leads, and information.
2. Intelligence-driven ground and marine operations focused on the
disruption of OC smuggling and apprehension of OC members.
3. Focused investigations to develop physical evidence and critical
testimony for successful prosecutions under applicable state and
federal law with an emphasis on RICO and CCE prosecution.
Through this 00, in partnership with multiple law enforcement agencies, CCSO
will embark on a mission to eradicate the identified Organized Crime (OC) groups
now operating in Southwest Florida. Through this multipronged, collaborative
effort, partnering agencies will significantly reduce the likelihood of the Southwest
Florida coast being utilized as a conduit for those intent on smuggling, trafficking
and committing domestic terrorism in Florida and the United States.
III. EXECUTION
A. Management/Supervisor Intent: It is the intent of the CCSO
Aviation/Marine Bureau and Special Investigations Division to increase border
security through coordination, collaboration and cooperation with state and local
law enforcement agencies under the provisions of Operation Stonegarden-2010.
CCSO will work in partnership with CBP-Border Patrol, ICE, U.S. Coast Guard
and local law enforcement agencies to protect, prevent and respond to border
security threats.
B. General Concept: CCSO will work to strengthen border security, in
coordination with Dania Beach Border Patrol Station and other partner agencies,
through an increase in patrols of regional waterways and highways, Gulf of
Mexico coastal waters, marinas, and isolated coastal backwaters in an effort to
significantly reduce the ability of criminal organizations to operate in this region.

C. Specific Responsibilities: Local activities supporting this Operations
Order will be coordinated with the Dania Beach Border Patrol Station, Southwest
Florida Smuggling Intelligence Group (SOSIG), and the U.S. Coast Guard, SI.
Petersburg.
1. CCSO Marine deputies will patrol waterways, Gulf of Mexico coastal
waters and boat launching facilities for OC members in transit with vessels
intended for smuggling missions. CCSO will employ tactics and procedures
necessary to deter illicit border crossing and associated criminal activities on
local highways and in area waterways of Collier, including the contiguous
Gulf of Mexico coastal waters, Interstate 74, U.S. 41, S.R. 29, marinas, and
back waters of the southern coastline.
2. CCSO will conduct surveillance of targets of interest identified by the
Southwest Florida Smuggling Intelligence Group (SOSIG). CCSO initiatives

will be coordinated to support DHS efforts including Operation Southeast
Watch and Operation Vigilant Sentry. Smart border technology will be
enhanced through the deployment and use of license plate recognition
systems and remote camera surveillance monitoring of our local boat launch
facilities. These systems will be a technological force multiplier to help gather
intelligence information.
3. Aviation/Marine Bureau will coordinate the utilization of an intercept
vessel with the regional Tier 1 Waterborne Response Team, CBP, U.S. Coast
Guard and other partners. This high speed intercept vessel will be a major
asset to the regional maritime fleet and will be available for deployment 24/7
to intercept inbound threats.
4. At regular intervals, CCSO will meet with USBP, USCG, FDLE,
SOSIG, and other agencies including Lee, Monroe. and Miami-Dade, to
discuss operational orders, share intelligence trends, and plan for joint
operational times and locations.

V. COMMAND/CONTROL/COMMUNICATION
A. Chain of Command: Collier County Sheriff's Office (CCSO) in coordination
with Miami Sector Border Patrol.
B. Unit Command: Lt. Mark Cherney, 1 marine sergeant and 7 marine deputies
C. Communications Detail: Primary communications will be accomplished
through the agency's vehicle or hand-held radios. For join! operations, each
participating agency's communications division will coordinate communications
with other agencies that are not on common frequencies. State and local
agencies in Collier, Lee and Charlotte counties are being programmed to host
common mutual aid radio frequencies. In the event of a multi-agency joint
operation, the host agency will coordinate with central dispatch to select the most
effective channel with minimal interference.
