EXECUTIVE SUMMARY
Recommendation to authorize the County Manager or his designee to execute
change order #2 to work order 4500101030 to Johnson Engineering in the amount
of $117,857 and permitting fees estimated at $13,000 to complete the engineering
and permitting for the Bayview Park Expansion.
OBJECTIVE: To approve funding for engineering and permitting for the revised
conceptual site plan of the Bayview Boat Park Expansion project that will maximize
onsite parking.
CONSIDERATIONS: Concurrent with the approval of the conceptual site plan for the
Bayview Park, engineering funds will be needed to:
1. Modify the existing permit for the boat ramp expansion, seawall
replacement and new dock installation to show project phasing; the
construction observation; the project certification upon completion;
construction stakeout and record drawings for a proposed engineering
cost of $28,020 and permit fees estimated at $2,500 for a combined
engineering and permitting cost of Phase one of $30,522.
2. Design and permit the 59 onsite trailer parking spots, the 9 trailer spots
on Danford Street along with the overall site design including the storm
water system, roadways, utilities and landscaping for a engineering cost
of $89,835. Permit fees are estimated at $9,000 for an engineering and
permitting cost of $98,835 for this activity. This item includes all the
engineering and permitting activity for phases two and three.
3. Provide $1,500 for permit fees for the 9 offsite trailer parking spots on
Danford Street. This work must be completed after the construction of
phase two to maximize the existing parking capacity during construction.
The total cost for the engineering and permit fees to execute the Bayview Master Plan
will be $130,857. Construction funding is not included in this request.
FISCAL IMPACT: Sufficient budget exists within Fund 346 to approve this Change
Order.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attomey's Office and is legally sufficient for Board action. - CMG
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth
Management Plan Objective 1.3, Policy 1.3.2, to ensure that access to watelWays
remains available to the general public.

This letter is submitted to provide an outline of the scope and fee associated with adding phased
permit to the existing proje~t. Specifically, we will modify the permit applications to
accommodate waterward work phasing and the additional of sea wall replacement element to the
scope and fee.
2. SITE DESIGN
Johnson Engineering will revise the site plans and documents to note phasing and waterward
change to incorporate the sea wall replacement, This will include minor adjustments to the plans
and pennil documents. This task is primarily coordinating the design drawing revisions.
Estimatcd T&M Fcc: $1,520
4. STATE AND FEDERAL PERMITTING
Johnson Engineering and the structural consultant will update and supplement the existing permit
drawings to provide plans, details and technical specifications in order to support the sea wall
reconstruction. This will include correspondence and meetings with state and federal pelmitting
agencies in pursuit of permit exemptions for the sea wall replacement. This budget and scope is
based on this being processed with no objections. Should this not be accepted as an exemption,
additional pelmitting scope and budget may be required.
Estimated T&M Fee: $2,960
5. CITY SITE PLAN PERMITTING
Johnson Engineering will provide updated drawings and phasing documents to the City of

7. CONSTRUCTIONADMINISTRATION
Johnson Engineering and subcontractor will attend periodic site visits and meetings with the
owner and contractor to monitor the progress of construction. This will include review of
pay requests, change order requests and other issues to assist in the processing of the biHing
payment and c1ose-out of the project.
Please see attached Exhibit C for detailed Construction Observation.
Estimated T&M Fee: $11,700
9. SEA WALL STRUCTURAL SUBCONSULTANT
Johnson Engineering's structural subconsultant will work to develop plans, quantities and
technical specifications for sea wall replacement and provide drawings for bidding and
contractor selection.
This is an accelerated process and will be going to bid within one month of authorization.
Estimated T&M Fee: $4,500
10. CONSTRUCTION STAKE-OUT / RECORD DRA WINGS
Johnson Engineering will stake out and off-sel the sea wall replacement construction and set
benchmarks for LIse in setting the pilings, docks, ramp and sea wall work. This will include an
initial staking and one set of re-staking to assist the contractor in construction. At the conclusion
of construction, Johnson Engineering will prepare record drawings based on survey verification
for final close-out, certification and execllling of submerged land lease documents.
Estimated T&M Fee: $4,250
REIMBURSABLES
Reimbursables are actual expenses incurred by Johnson Engineering, Inc., or its independent
professional associates or consultants directly or indirectly in connection with the work
requested. These additional charges are billed to the client.

Dear Mr. Perryman:
During several neighborhood information meetings and discussions, it was determined that the
Master Site Plan for the project would be revised to maximize on-site and Danford Street
parking. In order 10 support this, we would revise our existing contract to accommodate design
revisions, pernlit modifications and development of bid doclllUents through close-out. Based on

these revisions to accommodate Phases 2 and 3, we have prepared the attached scope and fee
estimate:

2. SITE DESIGN
Jolmson EngineeJing will refine the revised master plan for the project based on the previously
prepared 69-space parking aliglUnent. This will include development of the Danford Road off-
site parking. This will then be refined based on the neighborhood infornlational meetings and be
converled into updated permitting and construction drawings, This master planning task will
include the development of drawings and documents in support of these changes for review with
the public and permitting agencies.
Johnson Engineering will develop a drainage design study to confirnl the water management
calculations in negotiations with the FDEP and City of Naples. This is done in order to address
porous pavement and water quality requirements. It is the intention to keep the water
management facilities as minimal as possible by reducing the impervious area and providing for
porous and pavement water quality credits throughout. This will provide updated pla.ns and
specifications for the project.
This will include the development of phased construc:tion drawings so that the ramp, docks and
waterward work can all be completed in Phase 1 of con~1;ruction. This phased constmction
approach should allow the initial construction be done as pemlits are revised

4. STATE AND FEDERAL PERMITTING
A. U.S. ARMY CORPS OF ENGINEERS (COE)
It is anticipated that we will modify the existing drawing set to show the Danford Road and on-
site upland changes associated with the project. These changes do increase the parking capacity
on site and will need to be accounted for in the Manatee Protection Plan. Although the site has
more than adequate can)'ing capacity based on the existing studies, it is important that we
provide the drawings and documentation to the Corps of Engineers and Federal Wildlife Service
to address their concerns as part of the permit modification process. Based on previous site
visits, it is not expected that a Dredge and Fill permit or additional impass will be required in
order to accommodate Danford Road parallel parking. If a Dredge and Fill permit is required for
this construction, additional fee and scope will be added to the contract.
B. FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP)
The FDEP application for this accommodates the water management system and the other items,
These drawings will need to be revised with appropriate drainage calculations done. It is our
understanding that we want to consider pervious pavements. This is new technology, This new
tecJmology may take some additional time to process through the environmental permitting
process. Once again, we will need to check for consistency with the Manatee Protection Plan
and the Florida Game & Fresh Water Fish Commission as part of this revised process. These
changes will need to be confirmed for water quality, stoml attenuation and other ERP-related
items.
Estimated T&M Fee: $11,500
5. CITY SITE PLAN PERMITTING
We currently have a City of Naples permit for the plan. The modified plan will need to be
processed with the City for additional review and comment. The City's primal)' concerns will be
regarding buffering and water management. We will need to make sure the water management
improvements are adequate to meet their water quality requirement of ]" of treatment prior to
discharge. The change to pervious pavements may reduce this and will need to be negotiated.
Estimated T &M Fee: $6,480
7. C. BID DOCUMENTS - PHASE llAND PHASE 1lI
Bid documents for each phase will be prepared for submission to Collier County Purchasing.
These documents will acconullodate the revised project plans. There are no proposed changes
for the waterward improvements (Phase I). The updating of the pla.ns, specifications, quantities
and coordination with the subcoll.'mltants to address this will need to be accommodated in order
to have bid-ready documents available with the appropriate plans, specifications and modified
perTIllts.
