EXECUTIVE SUMMARY
Recommendation to: (1) Award Bid #10-5388, "Intelligent Transportation System (ITS)
Components" to multiple vendors (category basis), and (2) to standardize the purchase of
ITS components in the Video Detection, Remote Pager System, Vehicle Pre-Emption and
Wireless Vehicle Detection categories. Annual expenditure estimated $50,000.
OBJECTIVE: To obtain the Board of County Commissioners approval to award Bid # I 0-5388,
"Intelligent Transportation Systems (ITS) Components", in order to supply the necessary
hardware to maintain and expand Collier County's intelligent transportation system modules,
which comprise the County's Advanced Traffic Management System (ATMS), and to obtain
Board approval to standardize the purchase of certain categories of components,
CONSIDERATIONS: The Collier County Purchasing Department posted Bid #10-5388,
"Intelligent Transportation Systems (ITS) Components," on December 8, 2009. Notice of the
bid was sent to 265 vendors, and bid specifications were downloaded by 55 vendors from the
County's online bidding system. Five vendors submitted bids by the bid opening date of January
7,2010, which were deemed responsive to the bid requirements,
As outlined in the bid docwnents, the method of award for this bid is by category and
primary/secondary basis to the lowest qualified and responsive bidder. Staff recommends that
the Board of County Commissioners award the following categories of bid items to the vendors
as described below:

The equipment on the bid list constitutes all of the components necessary to fully integrate a
signalized intersection into the County's intelligent transportation network. Due to
interoperability and maintenance requirements, staff seeks approval from the Board of County
Commissioners to standardize the purchase of equipment in four of the bid categories: Video
Detection, Remote Pager System, Vehicle Pre-Emption, and Wireless Vehicle Detection.
The reason for requesting standardization is as follows:
· Video Detection: The Iteris system, which is in use at over 60 intersections, is comprised
of a modular set of components which are not interchangeable with those of another
manufacturer. In order to continue to maintain the detection system in-house, it is critical
that video detection system components be available for future purchase.

. Remote Pager Svstem: The RTC remote pager system is in use at over 30 school sites,
The purpose of the system is to remotely operate school traffic signals and flashing
beacons for school zones. The pager system operates in a closed architecture, alongside
but separate from the traffic signal system, and is controlled via software that was
purchased in a prior fiscal year.
. Vehicle Pre-Emotion: The Opticom emergency vehicle pre-emption system is installed
at 80 intersections countywide. It is an infrared emitter system which makes it possible
for an emergency vehicle equipped with a special transmitter device to flush traffic
through an intersection on a safe green signal, which is a safety benefit both to the
travelling public and to the emergency responders, The North Naples Fire District, East
Naples Fire District, Golden Gate Fire District and Collier County EMS Department have
invested in equipping their emergency vehicles with the manufacturer's specified
transmitter device in order to make use of this technology. It is critical that the system be
maintained in its present form to continue to provide the service that public safety
agencies rely upon and have invested in.
· Wireless Vehicle Detection: The Sensys wireless vehicle detection system is used
primarily for constructing permanent vehicle count stations. Over 25 such stations have
already been put into operation. A wireless system has several advantages over a wired
(inductive loop) system; chief among these are the fact that it is less destructive to the
pavement surface, engineers have more flexibility in placement of zones, and they can be
quickly deployed by in-house forces without the need to close traffic lanes for prolonged
periods oftime. The system components are not interchangeable with those of any other
manufacturer.
FISCAL IMP ACT: Funds for the annual purchase of ITS components are budgeted in Traffic
Operations Operating Fund 101-163630.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action,-SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners (I) award Bid #10-5388,
"Intelligent Transportation System (ITS) Components," to South Atlantic Traffic Corporation,
Cohu, Inc., Temple, Inc., and Transportation Control Systems on a category and
primary/secondary basis, and (2) approve staffs request to standardize purchase of components
in the Video Detection, Remote Pager System, Vehicle Pre-Emption, and Wireless Vehicle
Detection categories for future expansion and continued maintenance of the Intelligent
Transportation system.
