EXECUTIVE SUMMARY
Recommendation to approve the after-the-fact submittal of the attached Community
Development Block Grant (CDBG) Home Investment Partnership (HOME) grant
application to Collier County Housing & Human Services for a Naples Manor sidewalks
project, in the amount of $750,000.00 with matching funds of $750,000.00 from Project No.
690811.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to
submit a CDBG HOME grant application to Collier County Housing & Human Services to fund
the Naples Manor sidewalks project.
CONSIDERATIONS: A CDBG HOME grant was submitted by the Transportation Planning
department on December 30, 2009. The CDBG and HOME programs are funded by the U.S.
Department of Housing and Urban Development (HUD) to fund a variety of projects which aid
in the development of viable communities by providing decent housing, a suitable living
environment and expanding economic opportunities, primarily for persons of low and moderate
income. The proposed project for this grant application is a five foot sidewalk on Broward
Street from US 41 to Texas Avenue, a five foot sidewalk on Trammel Street from Floridan
Avenue to Texas Avenue, a five foot sidewalk on Fleming Street from Floridan Avenue to Texas
Avenue, and a five foot sidewalk on Gilchrist Street from Floridan Avenue to Texas Avenue.
These routes are used by school children attending both Parkside Elementary School, and Lely
High School. This area also has a large population of low income individuals who will use this
sidewalk to get to the bus stop. The grant request was for $750,000.00 with matching funds of
$750,000.00 from Project No. 6908 I I. The total project cost is estimated at $1,500,000.00. The
grant is currently under review, and an award notification is expected in February. The project
has sufficient funds identified and allocated from the sidewalk payment in lieu program to match
the CDBG HOME grant funds. The payment in lieu funding was previously approved in the
amount of $585,500.00 on December 16, 2008 by the BCC as Item 16B12. The additional
$164,500.00 is available in the payment in lieu program. The previous executive sunnnary is
attached for reference. The proposed project is economically feasible and would commence
between July 1,2010 through June 30, 2011. Upon notification of award, the agreement will
come back to the BCC for final approval.

FISCAL IMPACT: The total project cost is expected to be $1,500,000.00. The Transportation
Planning Department will be requesting $750,000.00 in grant funds and $750,000.00 is required
as the local match. The local match will come from Project 690811.

Executive Summarv
Introduction
Collier County Transportation Planning (CCTP) staff have worked with the Collier Metro-
politan Planning Organization (MPO) and residents of Collier County to explore bicycle and
pedestrian mobility issues and overall waIkability of our communities. A waIkable
neighborhood is defined as a neighborhood that has compact residential development, a mix
ofIand uses, and a well connected street network. This study will help in the enhancement
of our bicycle and pedestrian programs by creating an inventory of all of the bicycle and pe-
destrian facilities in the neighborhood. This study will also analyze the layout and design of
Naples Manor as a walkable community.
Study Context
The walkable community study results are intended to be an included in the comprehensive
pathways plan as a tiered and phased system based on the neighborhood needs.
Study Results
The finding of this study is that Naples Manor has an overall level of service, as defmed by
the report, ofD. The highest priorities in need of bicycle and pedestrian facilities are Bro-
ward Street, and Carolina Avenue. This is due to there close proximity to LeIy High School
and Parks ide Elementary School.

Introduction
Collier County Transportation Planning (CCTP) staff were tasked in 2008 to complete the
Collier Metropolitan Planning Organization's (MPO) 2008/2009-2009/2010 walkable com-
munity studies in two neighborhoods in Collier County per sub-task 4.7 ofthe Unified Plan-
ning Work Program (UPWP). The objective ofthe UPWP subtask was to conduct an assess-
ment of the pedestrian needs oflocal roads in walkable communities, the results of which
will be incorporated into the Comprehensive Pathways Plan. One of the goals of the Com-
prehensive Pathways Plan is to provide a safe, connected, and convenient on-road network
throughout Collier County accommodating bicyclists and pedestrians. The Pathways Advi- _
sory Committee (PAC) ofthe Collier MPO advises the MPO Board on issues relating to bi.
cycle and pedestrian mobility.
Understanding that a walkable communities assessment of all local roads in a neighborhood
was a large undertaking, the PAC recommended that the MPO the walkable communities as-
sessments to two evaluations per year. The PAC recommended that the 2008/09 Walkable
Communities Needs Assessment will include Immokalee and Naples Manor.
CCTP has worked with the MPO, The Pathways Advisory Committee (PAC) and residents to
explore bicycle and pedestrian mobility issues and overall walkability of our communities.
This study will help in the enhancement of our bicycle and pedestrian programs. This study
is an attempt to understand how the layout and design of our neighborhoods is associated
with the walkability of the community. A walkable neighborhood is defined as a neighbor-
hood that has compact residential development, a mix of land uses, and a well connected
street network.

Many people are too young to drive, have a permanent or temporary disability which pre-
vents their driving, have no access to a car, or choose not to drive. According to the 2000
census 25 percent of the workers in Collier County get to work via other means then driving
a car alone.
Even those who don't walk or ride a bicycle benefit from living in a walkable community.
Approximately 40 percent of all trips are less than two miles in distance, an easy walk or
bike ride in an area with safe pedestrian and bicycling facilities. More people walking and
bicycling can help reduce overall levels of congestion, air pollution, and walkable communi-
ties maintain higher property values and greater sales in commercial areas.
Purpose
The MPO funded the study for the primary purpose of improving the bicycle and pedestrian
plans/programs that are developed by the MPO, CCTP, and PAC and ultimately used by the
residents of Collier County. The MPO realizes the important role pedestrian and bike access
contributes to the quality of life. The Walkable Community study evaluated the existing
conditions of the road network. The study identifies opportunities for improving the walk-
ability of the neighborhood. The study allowed for a prioritization of possible improvements
with regards to walkability.

Methodology
In order to determine the current walkability and which pedestrian improvements
might be needed to improve walkability for Naples Manor, it becomes necessary
to recognize methods for evaluating both the current pedestrian network and the
demand for the pedestrian network.
Our method for determining walkability considers five basic pedestrian levels of
service (LOS) measurements. LOS is a measurement used in transportation to
depict how well the transportation mode operates. Conventionally, vehicular
LOS is a measurement of volume to capacity and delay ranging from A to F
where A is excellent and F is failure. The five pedestrian LOS measures that are
most applicable when evaluating a neighborhood are as follows directness, conti-
nuity, street crossings, visual interests and amenities, and security.

Directness - A measure based on how well the network provides the shortest
possible route for a bicyclist or pedestrian while keeping them on sidewalks,
bike lanes, or pathways.
Continuity - The amount of continuous and uniform sidewalks, bike lanes, or
pathways in the network form an overall community LOS. While the individ-
ual street LOS is based on the street being free from gaps, barriers, and
changes to the sidewalk, bike lane, or pathways quality.

For this study, a neighborhood level assessment for evaluating the five pedestrian
levels of service elements was established. At this level the day-to-day needs
and desires of the community come into play.
Because of this, field reviews were conducted of all roads and points of interest
in the study area. The field data was collected from January 2009 to Apri12009.
The data was reviewed by Collier County Transportation Planning staff to deter-
mine the walkability of the roadways.
A "Neighborhood Traffic Assessment" was developed for residents and business
owners to evaluate their pedestrian needs and the environment in which they
live.
The "Neighborhood Traffic Assessment" was intended to take only a few min-
utes to complete. This would allow individuals and business owners to do the
assessment quickly without disrupting their normal day to day routine.

There were 187 surveys returned out of 400 given out. Most of the surveys re-
turned were from the students and staff at Parks ide Elementary School. This
school has no busing, and most of the children walk to school daily.

Naples Manor
Area Background
Naples Manor, a census-designated place (CDP) in Collier County, was selected
for the 2009 Walkable Community Study by the Pathways Advisory Committee
of the Metropolitan Planning Organization. The population was 5,186 at the
2000 census. There were 1,140 households out of which 55.7% had children un-
der the age of 18 living with them. The average household size was 4.55 and the
average family size was 4.30. The median income for a family was $37,065.
About 23.6% offamilies and 26.5% of the population were below the poverty
line. Naples Manor has a total area of 0.7 square miles. Naples Manor is home
to both Lely High School and Parkside Elementary School.

of Naples Manor. Including the lack of an overall sidewalk network.
. Directness - B - A grid is provided. This allows many opportunities for dif-
ferent and direct routes.
. Continuity - D - There are some sidewalks in the community, but they are
not in any way uniform in their design, type, or location. Sidewalks range in
size from 4 feet to 6 feet. Sidewalks are made of both concrete and asphalt.
Clear zones range from 2 feet to 3 feet.
. Street Crossings - D - There is a large distance between crossings in some
locations as much as 1500 feet. There are streets in Naples Manor ranging in
size from 12 feet to 22 lh feet. The street crossings are not uniform and are
showing signs of wear. There are street signs and flashing beacons for the
school zones.
. Visual Interest and Amenities - F - There is very little landscape associated
with the roads in this neighborhood. There are few benches, trash cans, or
other pedestrian features in the neighborhood.
. Security - D - The pedestrian does not have adequate space between the
walking facility and the vehicular traffic. There are not enough street lights
for this area. There are known drug houses in the neighborhood. There is a
sheriff substation in the neighborhood.

. Clear zone-is an area beyond the edge of the traveled way that allows a
driver to stop safely or regain control of a vehicle that leaves the traveled
way.
. Street furniture-is a collective term for objects and pieces of equipment
installed on streets and roads for various purposes, including traffic bar-
rier, benches, bollards, post boxes, streetlamps, street lighting, traffic
lights, traffic signs, bus stops, fountains, and various other items.
. Directness-the walking distance to and between key destinations such a~
transit stops, schools, parks, commercial areas or activity areas.
. Continuity- the bicycle and pedestrian paths are continuous in both
quality and material.
. Street Crossings- the correct layout of pedestrian elements including in-
formation (signs, accessible pedestrian /traffic signals, markings), turning
radius, visible crosswalks, adequate crossing time, medians, curb ramps
with detectable warnings, and other amenities.
. Visual Interest and Amenity-any thing that would make the environ-
ment a more pleasant place to walk such as street furniture, store fronts,
well maintained sidewalks, parks, etc.
. Security-the level of personal or public perceived safety on a street or
road based on the current roadway conditions. i.e. a road with no street
lighting would not have a high security rating because people are less
likely to use it as a preferred route at night.

. Naples Manor had an overall score of D in the Walkable Community Study that was recently
completed for the Metropolitan Planning Organization, All of the sidewalk sections that are
proposed as part of this request are listed as the highest tier of projects for this area, The study
showed that Naples Manor is a low income neighborhood with a need for bicycle and pedestrian
facilities.

. According to the Naples Manor Walkable Community 5tudy the sidewalks requested are all Tier
1 priorities, and are school routes for children going to both the elementary and high schools.
They also lead to the County CAT bus stop, There are currently no sidewalks on these streets,
and the children are walking in the road next to the vehicles to get to school.

. The goal is to build 1.7 miles of sidewalk in Naples Manor. This is a total square footage of
44,550. The expected outcome is an increase is safety.

EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve a budget amendment
to recognize carryforward in the amount of $3,583.99 and to recognize additional revenue
for the Collier County Transportation Pathways Program in the amount of $23,550.08 for
Project No. 690811 and to direct staff to proceed with the design and construction phase of

OBJECTIVE: To obtain approval from the Board of County Commissioners to approve a
budget amendment 10 recognize carryforward in the amount of $3,583.99 and additional revenue
for the Collier County Transportation Pathways Program Project No. 690811 in the amount of
$23,550.08 and direct staff to proceed with the design and construc1ion phase of the proposed
projects.
CONSIDERATIONS: Funds were received from various Developers/Developments in lieu of
building a sidewalk/pathway as part of their Site Development Plan. These were funds in lieu of
constructing required sidewalks in areas where planned right-of-way improvements scheduled in
the Capital Improvement Program would cause the removal of sidewalk/pathways or in areas
where no connec1ivity is currently planned. The funds for the construction of sidewalks/bike
paths and bike lanes were to be placed into a fund for future cons1ruction of required
sidewalkslbike paths and bike lanes by the County. Funds were received from the following for
