EXECUTIVE SUMMARY
Report to the Board of County Commissioners for ratification of a purchase order exceeding
$50,000 for continued expert litigation support services for right-way-acquisition along Santa
Barbara Blvd. Project #62081.
OBJECTIVE: That the Board of County Commissioners ratiry the increase of Purchase Order No.
4500101810 to RWA Consulting, Inc. for expert litigation support services for right-way-
acquisition along Santa Barbara Boulevard Project No. 62081.
CONSIDERATIONS: Collier County has condemned several parcels along Santa Barbara
Boulevard for road right-of-way improvements. Eminent domain cases are pending and RWA
Consulting, Inc. has been hired to assist the County as an expert consultant for this project.
A purchase order for RW A Consulting, Inc. has been increased by $30,700 for continued expert
litigation support services on the project. The increase of the purchase order has been considered by
staff to be necessary to facilitate the required expert consultant services as the cases continue
through litigation. Specifically, to develop and gain approval by the County of a post take cure plan
to mitigate and/or eliminate the negative and potentially costly impacts of the unsafe condition
found by fire code officials resulting from the closure of an access driveway. As required by
Section VII. H. of the Collier County Purchasing Policy, acquisitions for services of experts or
consultants exceeding $50,000 may be authorized by the County Attorney and the Purchasing
Department, but will be reported at a regular meeting of the Board for Ratification.
FISCAL IMPACT: Funds for the increase of the purchase order in the amount of $30,700 are
available in Gas Taxes and/or Impact Fees. These increased funds have been encwnbered out of the
budget.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. RNZ
RECOMMENDATION: That the Board of County Commissioners ratiry Purchase Order No.
4500101810 to RWA Consulting, Inc.
