EXECUTIVE SUMMARY
RECOMMEND THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE
UNRESTRICTING $23.907 OF FUNDS PREVIOUSLY APPROPRIATED TO THE
NATIONAL CENTER FOR MISSING AND EXPLOITED CHILDREN
OBJECTIVE: To seek Board approval to allow NCMEC to use the $23,907 allocated in June, 2009 in
the manner that will most assist their office in maintaining operations
CONSIDERATION: On June 23, 2009. the Board approved an appropriation from the Confiscated Trust
Fund of $23,907 to fund equipment and staff support costs to benefit Collier County's missing/abducted
children and their families on agenda item] 6 J 2. Funds were disbursed on July 30, 2009.
Economic conditions have caused the local office to re-prioriti7.e expenses toward the direct services
element and away from equipment. Staffing needs have become the most critical.
FISCAL IMPACT: None, funds have been appropriated.
GROWTH MANAGEMENT: No recurring costs for subsequent years.
RECOMMENDATION: That the Board of County Commissioners approves the request for the
unrestricted use of previously appropriated funds by the National Center for Missing and Exploited
Children.

This request is a legitimate expenditure of Confiscated Trust Funds under Section 932.7055 (5) (c) I,
Florida Statutes, drug abuse education and prevention.

Dear Chief Smith:
We at the Naples, Florida office of the National Center for Missing and
Exploited Children again thank both the Sheriffs Office and the Collier
County Board of County Commissioners for the generous grant of funding
to the Naples' office.
Our original intent was to acquire additional much needed child
identification equipment and some limited staff time to operate the new
machine, This equipment is used to create biometrics on Collier County
youth that would be used in the event of a tragic loss of a child, such as in
the recent case of young Adji Desir's disappearance.
Economic conditions at the time suggested that we could acquire and
operate the equipment with the grant funds provided. However, due to
the economic downturn, our local office has been suffering much like your
own office, with personal service restrictions and a hiring freeze. Our
staff is our direct services element and staffing needs have become pre-
imminent to the extent that we have had to refocus our expenditures,
This request is forwarded to obtain approval to utilize the previously
provided funding in a manner that will most assist our office in
maintaining operations; specifically, we are asking that the Sheriff's Office
and Board of County Commissioners permit the Naples' Office of the
National Center to utilize the funds without restriction.
