EXECUTIVE SUMMARY
Recommendation to reject Bid #10-5403, Forest Lakes MSTU Project F-63 Barrier Wall.
OBJECTIVE: Recommendation that the Board reject Bid #10-5403, Forest Lakes MSTU
Project F-63 Barrier Wall.
CONSIDERATIONS:
. On December 07, 2009, the Purchasing Department sent out 925 notices for Bid #10-
5403, "Forest Lakes MSTU Project F-63 Barrier Wall."
. On December 16, 2009, a "Mandatory" Pre-bid Meeting held. During pre-bid, it was
noted that the markings for the Property Line encroached upon the existing Woodshire
Ditch. The question was raised to Engineer Consultant Malcohn Pirnie regarding
technical issues involved with the proposed wall installation in relation to 'stabilization of
required footers.'
. On January 11, 2010, bids were opened and four (4) bids were received; one bidder was
deemed non-responsive.
. On January 13, 2010, Engineering Consultant Malcolm Pirnie made a recommendation
not to proceed with installation of the proposed wall due to technical issues related to the
location of footers in close proximity to both the existing ditch and existing roadway
(Woodshire Lane).
. On January 13, 2010, per the recommendation of Engineering Consultant and staff, the
Forest Lakes MSTV Committee made a motion that 'all bids be rejected' (motion carried
unanimously 3-0). Staff concurs with the advisory committee's position and recommends
that this project be postponed indefinitely.
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMP ACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDA TION: That the Board reject Bid #10-5403, Forest Lakes MSTU Project F-
63 Barrier Wall.
