EXECUTIVE SUMMARY
Recommendation to award Contract No. 10-5198 - Lely Area Stormwater
Improvement Project (LASIP) Lely Main Canal to Haskins, Inc. in the amount of
$814,184 plus a ten (10) percent contingency of$81,418 totaling $895,602 and award
contract 10-5198 - Lely Manor Canal West Outfall (North & South Sections) in the
amount of $1,915,829 plus a ten (10) percent contingency of $191,582 totaling
$2,107,411 to Guymann Construction Company, Inc., Project Number 51101.
OBJECTIVE: The purpose of the overall LASIP project is to provide a comprehensive
stormwater outfall system for the area of East Naples, which has experienced an
increasing level of drainage related problems as growth has continued in the area. Three
construction projects are being awarded to two contractors so that simultaneous work can
be accomplished.
CONSIDERATION: The bid was advertised on December 18, 2009 in the Naples Daily
News and 1468 packages were requested by various interested parties. On January 7,
2010 a non-mandatory pre-bid meeting was held to explain the contract specifications
and answer any questions that the prospective bidders may have. Ten (10) bids were
received by the due date of January 20, 2010. These were reviewed by the Stormwater
Management Section's staff and the Project's Design Professional in conjunction with the
Purchasing Department. The following bids were received:

The lowest qualified, responsible bidder for the Lely Main Canal is Guymann
Construction Company. Guymann Construction Company is also the lowest bidder for
the Lely Manor Canal West Outfall. Staff is recommending awarding the Lely Manor
Canal West Outfall to Guymann Construction Company and awarding the Lely Main
Canal to Haskins, Inc., the second lowest bidder for the Lely Main Canal work. Staff
recommends awarding the work to two vendors - the lowest bidder on the Lely Manor
Canal West Outfall and the second lowest bidder on the Lely Main Canal because two
vendors working simultaneously at the different sites will insure completion of all

projects on time. The difference in cost between the lowest bidder (Guymann $771,504)
and the second lowest bidder (Haskins $8] 4, 184) for the Lely Main Canal work is
$42,680 (5.5%). The possibility of awarding the segments to two different vendors was
clearly stated in the pre-bid meeting. The decision to recommend award to two different
vendors was made jointly between Transportation and Purchasing staff The following
factors were considered when evaluating benefits of the two-vendor, simultaneous work
option:
· Segregating the Lely Main Canal work from the Lely Manor Canal work will
minimize disruption to the surrounding communities by eliminating the need for
equipment and personnel transfer between proj ects;
· Coordination of work activities during specific timeframes with the Hibiscus Golf
Course property owner (Lely Main Canal) is necessary to minimize impact to the golf
course business operations;
· Very limited space for construction staging and material storage (Lely Main Canal)
created the need for work to be completed at specific locations during specific time
frames providing safe adequate access to the construction areas;
· Coordination with Royal Palm Country Club of Naples (Lely Main Canal) requires
tight limits of construction activity with very specific timeframes to minimize
interference with golf course operations on two affected fairways. Per the approved
temporary construction easement agreement, compensation of $ I ,200 per day could
be assessed if specified work is not completed within a 21 day window;
· These are canal reconstruction projects which will require placement of temporary
earthen dams blocking flow and dewatering of the canals. The majority of the work
must be completed during the dry season when there is no flow in the canal. Any
delay which pushes canal excavation work into late June or July could result in costly
project changes necessary to accommodate t1ow, control erosion and prevent
discharges of turbid water into sensitive receiving waters.
These projects are the next component of the overall regional stormwater program. It is
critical to the construction schedule that the work is completed in sequence and within the
dry season. Since the projects need to be completed within a short time frame, it is in the
County's best interest to award the contracts to two companies.
Staff recommends that the bid for the Lely Main Canal be awarded for the base amount
of $814,184 to Haskins, Inc. The base bid cost is 34% below the engineer's estimate.
Staff recommends that the base bid plus alternates for Lely Manor Canal West Outfall (N
& S Sections) be awarded to Guymann Construction Company, Inc., totaling $1,915,829.
The base bid plus bid alternate cost is 12% below the engineer's estimate.
It is important to have this element of LASIP approved to continue the progress that the
Stormwater Management Section has achieved over the past three years. Many portions
including the larger, downstream outfall canals have been successfully constructed. The
Environmental Resource Permit to construct LASIP, which was issued jointly by the US
Army Corps of Engineers and the South Florida Water Management District, will expire
on July 25, 2015. If the entire LASIP project is not completed by that date, modified

permit requirements, if allowed, could require additional costs, mitigation, and delays.
The projects are identified as segments numbered 10, 13 and 16 in the attached LASIP
construction plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is legally sufficient for Board action-SRT.
FISCAL IMPACT: Funds in the amount of $3,003,014 are currently available within
the Stormwater Management CIP Fund (325).
Source of funds is a grant in the amount of $1,000,000 from the South Florida Water
Management District and ad valorem taxes.
GROWTH MANAGEMENT IMPACT: The project is in accordance with the goals
and objectives of the Drainage Sub-element of the Growth Management Plan for Collier
County Stormwater Management.
RECOMMENDATION: That the Board of County Commissioners award Contract No.
10-5198 - LASIP Lely Main Canal to Haskins, Inc. in the amount of $814,184 plus a ten
(10) percent contingency of $81,418 totaling $895,602 and Lely Manor West Outfall
(North & South Sections) to Guyrnann Construction Company, Inc. in the amount of
$1,915,829 plus a ten (10) percent contingency of $191,582 totaling $2,107,411 and
authorize the Chairman to sign the standard Board approved contracts after legal review
by the Office of the County Attorney.
