Early in 2008, the .Immokolm CRA onlee was created and staffed and the CRA
contracted with RWA, Ina to finalirx the fillmokalcom Area Master Plan (IAMP). The
plan wiis submitted ill December of 2008 to the Collier County Community
Development and linvimninental Services Department (CDUS') for review as r
Comprehensive Pion Amendment.
Status of the Plan
On. June 24, 2009,: the Collier County Board of Couuty Qmunissionery
memorialized a schedule of hearings ror the TAMP toward submittal to the Florida
DepArtment of Community Affairs (I)CA).
CDES staff has reviewed the IAMP twice for suftcienoy as a Comprehensive Plan
Amendment. The revieNvg were detailed and meticttlouy as CDRS slalT Innde every
effort to ensure the droll 1AMP meets all state requirements and will be consistent with
the Collier County Comprehensive Plan. Although the IAMP tills undergone three
major revisions since December of 20.08, the community's vision as represented by the
goals in the LAMP have not <lintinished,

<hr November 16, 2009, the Collier County Planning Commission held a public
workshop in Immokalce to discuss the LAMP and to heat from citizeirs. Immnkalco

hobos for green industries. For this purpose, a collateral brochure has been
developed to quickly iinfornt potemlfa) businesses about Vederal, Slate, Counly

Another iAMp objective under Economic Development is to provide financial
incentives to businesses in Immokalee. '1'ltc CRA implemented the Commercial
Fagade Grant ProgtNm in October of 2008. Since that lima, ten ragadc grants

request and an appeal process began.

light and bcautification in order to use the fronds of both the CkA and the MSTU

Conumiltee agreed (Io tite partnership, the BCC expanded their boundary and
amended the Ordintn ce to include the expanded responsibilities.
Landscape architects from both regencies got together with the CRA .0multamrl,
Land Design Innovation, Inc. (LDT) and interim and long range landscaping
plane for Ininiokaleo were completed, it. was the joint gold of the Ckk1aid the
MST(.1 to create landscaping to build upon the many years of work the MSTU
has put into the landscaping of Alain Street, compliment the new Public Realm

design for Immoktdee. CRA staff has worked diligently to deliver that desiga.

vision of Iimnokalee in rho 21st. Century were presented the CRA Advisory
Board and the. IMPVC by Lund Design Innovation. This Public Runlmll'own

plan for the landscaping on Minn Street, a design for the downtolNi commercial

EXECUTIVE SUMMARY
Recommendation to the Community Redevelopment Agency (CRA) to complete
the 2009 annual performance evaluation for the Immokalee CRA Executive
Director.
OBJECTIVE: To complete the 2009 annual performance evaluation for the Immokalee
CRA Executive Director.
BACKGROUND: The Immokalee CRA Executive Director is a CRA contract employee
that reports directly to the CRA Board and manages two CRA employees. She routinely
meets with the CRA Board's appointed Immokalee Local Redevelopment Advisory
Board to plan and execute the current CRA Immokalee Area Master Plan (IAMP) and
Redevelopment Plan while working with the Immokalee Master Plan and Visioning
Committee (IMPVC) to develop the new Draft IAMP, the Enterprise Zone Agency, and
meets collectively and individually (when required) with CRA Board members to conduct
CRA business and budgetary matters. The Local Advisory Board meets annually to
determine the Immokalee CRA annual Operational Plan and the CRA Board in January
to review and recommend approval of the Plan.
CONSIDERATIONS: The Executive Director has enclosed a self - evaluation document
that includes 2009 CRA objectives and accomplishments as well as goals for the
upcoming two years. Enclosed also are the Local CRA Advisory Committee and
IMPVC member's completed evaluation package as backup. Exhibit A is the Executive
Director's self - evaluation, Exhibit B is the appraisal of the Executive Director completed
by Commissioner Coletta, with comments, Exhibit C is the spreadsheet compilation and
summary of all CRA Advisory Board and IMPVC scores and Exhibit D are the
evaluations completed by the Advisory Board and the IMPVC.
FISCAL IMPACT: Sufficient funds exist in the FY2010 Budget to fund the Executive
Director's contract. No compensation adjustment is planned.
GROWTH MANAGEMENT IMPACT: There is no growth management impact with this
item.
ADVISORY BOARD RECOMMENDATION: By unanimous vote, during the regular
meeting of the Immokalee Local Redevelopment Advisory Board and the IMPVC on
November 11, 2009, the Advisory Board voted to recommend to the CRA approval of
the Immokalee Executive Director's evaluation.
RECOMMENDATION: That the CRA Board complete the annual performance appraisal
for the Immokalee CRA Executive Director.
