EXECUTIVE SUMMARY
Recommendation for the CRA Board to approve an after-the-fact submission of the
Community Development Block Grant (CDBG) Disaster Recovery Initiative (DRI) grant
application in the amount of $2,877,945.00 to the Collier County Department of Housing
and Human Services to fund the implementation of the Tertiary Stormwater System
Improvement Project for the Gateway Triangle Residential Area.
OBJECTIVE: For the CRA Board to approve an after-the-fact submission of the Community
Development Block Grant (CDBG) Disaster Recovery Initiative (DRI) grant application in the
amount of $2,877,945.00 to the Collier County Department of Housing and Human Services to
fund the implementation of the Tertiary Stormwater System Improvement Project for the
Gateway Triangle Residential Area.
CONSIDERATIONS: On November 10, 2009, the Board of County Commissioners accepted
the Tertiary Stormwater System Improvement Plan for the Gateway Triangle Residential Area as
presented by the Collier County Community Redevelopment Agency (CRA), Item l6Gl, and
approved CRA staffs priorities in identifying funding sources to implement the Plan. The
CDBG DRI grant, if approved, will cover costs for implementing the Plan. Engineering design
costs (approximately $250,000) will come from CRA budget, Fund] 87.

FISCAL IMPACT: This grant application will not impact ad valorem tax dollars. The
expenditure of any awarded grant funds will be in strict conformance with the County's SAP
grants management procedures. This will include deposit of any grant proceeds into a separate
grants management fund consistent with direction from the Finance Department.. Management
and oversight of the project would remain with the Bayshore Gateway CRA staff. Engineering
and design costs will be funded through the Bayshore Gateway CRA Trust Fund (187).
GROWTH MANAGEMENT IMPACT: The Tertiary Stormwater System Improvement Plan
for the Gateway Triangle Residential Area is in accordance with the goals and objectives of the
Drainage Sub-element of the Growth Management Plan for Collier County Stormwater
Management.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. (CMG)

1. Provide an explanation of the process by which the proposed activity was determined to
be a priority for the Collier County disaster recovery initiative.
In 2006 the CRA partnered with the Collier County Stormwater Department for the
construction of the 3.6 acre stormwater pond in the Gateway Triangle (Phase I completed in
Spring, 2008) by acquiring $804,000 worth ofland and donating it for pond construction. In the
wake of Tropical Storm Fay, the commercial areas of the Gateway Triangle drained quickly due to
the new pond; however, residential areas in the Gateway Triangle saw no benefit because there is
no fully-connected, in-tact neighborhood-level drainage system (i.e. yard swales and culverts )--in
some areas, the flooding may have been exasperated by the pond due to its elevated walls which
changed the sheet flow of the stormwater runoff. (See attached newspaper article for residential
reaction to the pond in the wake of Tropical Storm Fay in "Documentation of Storm Related
Damage," No.3 in Attachment I,) The CRA responded to residents' complaints about the flooding
by hiring a local engineering firm to (1) evaluate existing drainage in the residential section of the .
Gateway Triangle, (2) recommend improvements to the system to alleviate flooding in the area, (3)
develop a stormwater management plan and (4) provide budget cost estimates. The Tertiary
Stormwater System Improvement Project for the Gateway Triangle Residential Area ("Project")
was recommended from this effort and has the support of the Collier County StOlIDwater
Department, the South Florida Water Management District (SFWMD), the Local Mitigation
Working Group, and the Collier County Board of Commissioners.
The CRA has reached out to public stakeholders through public meetings and will continue
to reach out to the residents as the project is implemented. The CRA has worked closely with
SFWMD and the County Stormwater Department to ensure that the Project would be conceptually
acceptable. All entities recognize that a conceptual permit, already in existence, conditionally
allows the implementation of the Project. The Collier County Board of Commissioners adopted the
plan which recommends the Project on November 10, 2009 and charged the CRA with
implementation (see executive summary in Attachment 2). Thus, the Project has been prioritized
for the Collier County Disaster Recovery Initiative.
2. How will successful completion of the proposed activity benefit Collier County and its
resid ents?
The successful completion of the Tertiary Stormwater System Improvement Project for the
Gateway Triangle Residential Area ("Project") will benefit Collier County and its residents by
decreasing street flooding and flooding of structures; thus reducing insurance claims and

displacement ofresidents from damaged homes, and eliminating mold and mildew occurrences
that would threaten the health and welfare of this low- to moderate-income neighborhood. During
heavy rain events many streets in the Gateway Triangle are impassable, In more severe rain events
the flooding is severe enough that built structures are damaged-a total of fifty-nine flood
insurance claims were filed from July 1985 through Jlme 30, 2007 with a total of$507,622 paid
claims in the Gateway Triangle Area alone. Successful completion of the Project will improve
drainage and decrease flooding by establishing a fully-connected swale and culvert system with
outfalls to Naples Bay and the stormwater pond. The general benefits derived from the Project
include better access to the area for emergency service vehicles during times of heavy rain, ability
for regional traffic to pass through if necessary, fewer missed days of business for businesses
located in the area, and fewer missed days of business or school for residents who might otherwise
be flooded in their homes. An additional benefit from this project will be a decrease in flood-
related damages to personal property.
3. Explain why the proposed activity in need in Collier County.

The need for this activity is rooted in the fact that the Gateway Triangle Area suffers from
a gap in govemment services related to public right-of-way stonnwater drainage. "Secondary" and
"Primary" stormwater management systems, such as canals, stormwater ponds, etc., do have local
funding through the South Florida Water Management District and the Collier County Stormwater
Department. However, Collier County policy toward "Tertiary" systems relegates oversight
responsibilities of these systems to private citizens. That local policy creates a gap in government
services for Tertiary projects-such as yard swale and driveway culvert construction-because
such projects are not entitled to local funding (there is only funding for maintenance to existing
swales in the public right-of-way and driveway culverts are always the responsibilities of private
property owners). This policy is fairly effective in Southwest FIOlida where the many gated
communities and neighborhood associations assume these financial responsibilities. However, the
Gateway Triangle community has no neighborhood association and the residents are econornically
distressed-90.7 percent of the students enrolled at Shadowlawn Elementary (iocated in the center
of the Gateway TIiangle) receive free or reduced-rate lunches due to economic hardship (Collier
County School District, November 5, 2009). This community has neither the private resources nor
the economic capacity to fill the gap in services created by Collier County stormwater policy;
therefore, local policies regarding stormwater drainage, the economic distress of this community,
and the vulnerability of the area to flooding have converged to create a tremendous need for
funding for the Tertiary Stormwater System Improvement Project.

REASON FOR CDBG/DRI FUNDING
1. Describe why CDBG/DRI funding is needed to implement and complete the proposed
project.

The CRA lacks sufficient funding to implement and complete the entire project as proposed. In
discussions about the Project with the Collier County Stonnwater Department and SFWMD, it has
been indicated that these agencies (as a policy) do not fund the construction of Tertiary drainage
systems (but it is Collier County policy to maintain Tertiary drainage improvements in the public

right-of-way, such as swales, once constructed). Therefore, no funding exists at the CRA or at
local agencies to implement and complete the Project.
2. How does the proposed activity relate to Tropical Storm Fay? Provide documentation as

The Gateway Triangle is well-lmown to be an area that suffers from frequent flooding. In
2008, the Collier County Stormwater Department completed Phase I construction of a stormwater
drainage pond between the commercial and residential sections of the Gateway Triangle Area,
When Tropical Storm Fay hit Collier County, the commercial area drained and there was little
known damage there. However, the residential area had heavy flooding for up to three days in
areas. See photos in Attachment 3. This incidcnt moved the CRA to engage a local engineering
firm, Q. Grady Minor, to study the area and mal(e recommendations to improve drainage for future
storms, The Tertiary Stormwater System Improvement Project for the Gateway Triangle
Residential Area is the project recommended from this post-Fay study.

PROJECT DESCRIPTION

The purpose of this project is to alleviate residential flooding and improve the health and
welfare of the community by constructing swales and culverts in the public right-of-way in the
residential section of the Gateway Triangle Area. This swale-cuIvert system will connect to the
stormwater drainage pond and an outfall at US-41 into Naples Bay. This Project will create a
single, holistic, fully-connected stormwater drainage system to alleviate flooding problems in
the Gateway Triangle Area.

"Gateway Triangle" because it is bounded by US-4 I on the South, Airport-Pulling Road on the
East, and Davis Boulevard on the North, forming a triangle, and is a "gateway" between the
city of Naples and the unincorporated county. See map in Attachment 4.

1. Each non-profit/contractor of federal financial and non-financial assistance that equals or
exceeds $100,000 in federal monies must sign this debarment certification prior to
agreement execution. Independent auditors who audit federal programs regardless of the
dollar amount are required to sign a debarment certification form. Neither Collier County
Housing and Human Services nor its agreement non-profit/contractors can contract with
subcontractors if they are debarred or suspended by the federal government.
2. This certification is a material representation of fact upon which reliance is placed when this
contract is entered into. If it is later determined that the signed knowingly rendered an
erroneous certification, the Federal Government may pursue available remedies, including
suspension and/or debarment.
3. The non-profit/contractor shall provide immediate written notice to the grant manager at any
time the non-profit/contractor learns that its certification was erroneous when submitted or

2. With Jegard to the request for reports, such as FEMA, Damage Assessment, insurance, police,
etc., to document damage caused by Tropical Storm Fay, no such reports were uncovered by the
CRA's investigation. Local authorities did document damage and that will be reflected in other
areas of this application. The CRA did witness one resident dry-vaccing her home but was unable
to contact her to ask if she filed an insurance claim. A photo of her dry vaccing her house can be

NAPLES - Neighbors thought the retention pond off Lee Street in East Naples would
ease their area's flooding woes,
Now in the aftermath ofTropical Storm Fay, some are clamoring that instead of
helping, the pond has made the problem worse.
"It should not have happened at all," said resident Kirk Sanders, 42, Wednesday after
assessing the damage caused by the foot of water that overtook his property off Pelton
Street. "The (Collier County) Board of County Commissioners is responsible for this."
However, county officials said Wednesday that with only the first portion of the
Gateway Triangle Retention Pond project completed, the pond did what it was
designed to do - in spite of a lot of forces working against it.
"Even though it was bad here yesterday, I've seen worse," Jerry Kurtz, principal project
manager for Collier's Gateway Triangle pond project, said Wednesday. Fay made
landfall in Collier on Tuesday morning. "I would seriously disagree with anyone that
said the pond made (the flooding) worse, We're really happy with what we're seeing
today."
Over the years, streets in the East Naples Gateway Triangle neighborhood have
become notorious for turning into small rivers during rainstorms and the occasional
tropical storm,
The flooding is due, in part, to several portions of the neighborhood being at or below
sea level.
So to help ease the flooding problem in the neighborhood, Collier County began
working on the possibility of building a retention pond in 1999.
The dual purpose of the project would be to divert the stormwater runoff from
neighbors' yards and helping purify the water before it reaches area waterways.
Construction on the two-part project, which will ultimately house a 5.44-acre pond and

passive park within 6,29 acres, began earlier this year.
Phase I, which involves digging out the first portion of the 5.44-acre pond, is being
done by Triangle-based D.N. Higgins and cost $1.1 million.
Kurtz said the retention pond is about 7 feet deep during normal weather, and could.
hold up to three more feet of water in a hurricane or tropical storm.
In addition, any excess water would be able to drain into a canal through an access
point at the end of the pond.
But Fay had other plans Tuesday, which didn't surprise Chuck Gunther, a long-time
resident and the Gateway Triangle representative on the Bayshore/Gateway Triangle
Community Redevelopment Agency's Advisory Board.
"The problem was the Gulf (tide) coming back," said Gunther. "That's been the problem
from 35 years."
Gunther said that even he was surprised with the effect Fay had on the area.
"I've never seen water this high," Gunther said Wednesday.

Dave Jackson, the executive director for the Bayshore/Gateway Triangle Community
Redevelopment Agency, agreed with Kurtz, Jackson also pointed out that the main
reason residents saw more water ultimately came down to one word - hydrology.
Kurtz said the problem would be eliminated once Phase II is done.
"The tide was restricting the outflow (on Tuesday)," said Kurtz.

The second part of the project includes the installation of pipes and pumps to remove
excess water from the pond, with the most costly portions requiring pipes to be placed
underneath both U.S. 41 and Davis Boulevard.
Kurtz said once that phase is done, the pumps will be able to overcome the tide.
And in spite of the county's budget tightening, Kurtz said, the Gateway pond would
remain a top priority, but that it may take up to three years to finish the project 100
percent and $3.6 million,
Nevertheless, Kurtz said, even after the project is done, drainage could still be an
Issue.

"It's still a low lying area," said Kurtz, "Drainage is never going to be superb or great."

OBJECTIV:&: For the Board of County Commissioners to accept the Tertiary Stormwater
System Improvement Plan for Gateway Triangle Residential Area as presented by the Collier

BACKGROUND: Working together with the Collier County Community Redevelopment
Agency (CRA), the County Stormwater Section of the Transportation Division has been
designing and constructing the Gateway Triangle Area secondary system improvements to
include a stormwater treatment pond with storm water discharge facility improvements. The
partially completed pond is located between the commercial and residential areas of the Triangle
just south of Linwood Avenue.
The first section of the stormwater treatment pond was completed in November of 2007.
Construction bids are currently being solicited by the County for the remainder of this project
with contract award anticipated in December of this year with a 2010 dry-season construction
schedule. The project will include expansion of the treatment pond and construction of a
stormwater pumping station with installation of underground collection and discharge pipes.
This facility will function as the main stormwater receiving area and treatment pond for the
Gateway Triangle with both gravity flow and pumped stormwater discharge.

Moving upstream and supplementing this effort, the CRA commissioned a study of the adjacent
residential area's roadside system of stormwater swales. The study referred to as the Tertiary
Stormwater System Improvement Plan for Gateway Triangle Residential Area (Exhibit A - the
Plan's executive summary), recommends a planned approach to reconstructing the
neighborhood's tertiary water management system. With the anticipated completion of the
downstream receiving pond and outfall improvements, initiation of improvements to the
upstream roadside neighborhood swale system can begin. This work will improve the
conveyance and storage capacity of the tertiary stormwater system in the residential area
improving flooding attenuation and runoff conveyance efficiency.
CONS;IDERATIONS: The plan for the residential area documents the existing tertiary swale
system in the Triangle, recommending improvements to alleviate neighborhood flooding,
providing cost estimates (Exhibit B) to complete the work in phases, and discusses various
funding sources. Proposed work includes swale reconstruction and installation of new driveway
culverts and roadway cross drains.

The first phase of work is recommended at the following locations:

. Shadowlawn Drive North of Elementaty School

The Budget Estimate of costs for these improvements is approximately $1,000,000,00 to
$1,100,000.00.

The Budget Estimate of costs for these improvements is approximately $1,500,000.00 to
$1,600,000.00.
The CRA's acquisition of funding and completion of the Plan's tertiary system improvement
recommendations will go far in alleviating flooding within the residential portion of the Gateway
Triangle by conveying stormwater runoff to the secondary system being completed by the
county. During unusual or long-duration storm events there may be some flooding, but these
improvements will reduce flooding and its duration.

FISCAL IMPACT: There is no fiscal impact to the County General Fund associated with
accepting this Plan, The tertiary improvements will be funded by the Bayshore Gateway Triangle
Redevelopment Agency with CRA TlF funds, plus any grants the CRA receives. Routine
infrastructure maintenance of the existing system or completed improvements within road ROW
will be performed by the County Transportation Division. If available grant funding is secured

and approved by the Board of County Commissioners sitting as the CRA Board, then
construction plan preparation should occur for the portion of the system that is funded.
;LEGAL CONSIDERATIONS,: This item has been reviewed and approved by the County
Attorney's Office, and is legally sufficient for Board action. (STW)
GROWTH MANAGEMENT IMPACT: The Tertiary Stormwater System Improvement Plan
for Gateway Triangle Residential Are8 is in accordance with the goals and objectives of the
Drainage Sub-element of the Growth Management Plan for Collier County Stormwater
Management.
RECOMMENDATION: For the Board of County Commissioners to accept the Tertiary
Stormwater System Improvement Plan for Gateway Triangle Residential Area as presented by
the Collier County Community Redevelopment Agency; authorize the County Manager, or his
designee, to provide support to the CRA where needed; and approve CRA staff's priorities and
pursuit of funding sources.

The Collier County Community Redevelopment Agency (CRA) is applying for a Community
Developrnent Block Grant (CDBG) Disaster Rccovcry Initiative (DR!) to fund the
implementation of the Tertiary Stormwater System Improvement Project for the Gateway
Triangle Residential Area,
The purpose of CDBG DR! program is to assist in recovery from federally declared natural
disaster Tropical Storm Faye by funding projects that meet one of the three CDBG national
objectives (primarily benefit low/moderate income people, aid in prevention of slum & blight,
address an urgent community developmcnt need).
The grant application is due to the Department of Housing and Human Services by 2:00 on
December 21, 2009. TIle final version of the application was released by the Department of
Housing and Human Services on Friday, December 11, 2009, preventing this agency enough
time to prepare the application for the December 15, 2009 BCC meeting; therefore, your review
and approval is requested, to be followed by after-the-fact approval at the BCC's January 12,
2010 meeting.

~ 5330-1. Purpose.
The purpose of this procedure is to ensure that County Departments coordinate grant
application efforts; to provide a mechanism for assisting Departments in grant preparation and
submission; to review all' applications for compliance, consistency and appropriateness prior
to submittal to the grantor; to track and monitor grants for financial auditing and budget
purposes; and to ensure that more than one department does not submit for the same grant
program at the same time if the grantor permits only one application per applicant.

~ 5330-2. Concept.
Collier County continually strives to increase and enhance the quality and quantity of public
services, facilities and infrastructure by maximizing the use of federal, state and local grants.
The role of the Grants Coordinator is to coordinate and assist departments in these grant
efforts, and to monitor and track existing and future grants. Recommendations provided by the
Grants Coordinator are advisory in nature and shall not be construed to restrict any
Administrator. All recommendations are provided solely to improve the chances of successful
grant applications and proper management of awarded grant funds. A separate Grant Manual
is being prepared to guide all County Departments through the grant process. Check the grants
Web site regularly for updates. These procedures are not subject to nor to be amended by any
current or future contradictory resolutions with the exception of specific resolutions delegating
specific authority at the request or requiremeut of the grantor.
~ 5330-3. Procedure.
A. Preparation of Grant Applications: The Grants Coordinator is available to help with every
stage of grant preparation, including locating, researching, writing, assembling, arranging

for desktop publishing and printing, and submittal. Each department submitting an
application must assign a project manager to work closely with the Grauts Coordinator
and provide appropriate data and project information throughout the grant application,
approval and management process.
B. Grant Review Process: The Grants Coordinator, or designee, will review all grant
applications prior to submission to the grantor, A copy of the application, with required
review sheet and all grant guidelines, must be fOlwarded to the Grants Coordinator prior
to the grant being added to the automated agenda system for approval by the Board of
County Commissioners,
(I) If a grantor limits the number of applications that can be submitted at one time or
requires that multiple applications be prioritized, it is the responsibility of the
Administrators of the respective divisions, with assistance from the County
Manager and Grants Coordinator if necessary, to select the proposal to be
submitted or to prioritize the proposals. If, however, the grantor specifically
requires such decision to be made by the elected body, the Board of County
Commissioners will make that dccision.
C. Approval and Submittal:
(I) The Board of County Commissioners must approve all grant applications,
including applications that do not require a signature, are submitted online or allow
an individual other than the Chairman of the Board to sign.
(2) The Grants Coordinator, or designee, will approve each Executive Summary in the
automated agenda system. Guidelines for preparation of the executive summary
and example executive summaries are available on the grants Web site,
(3) All grant applications that require signature of the Chairman of the Board of
County Commissioners also require review by the County Attorney's office, A
special Request for Legal Services form is available on the grants Web .site for this
purpose.
(4) In the event that the grant deadline is prior to the deadline for items to be
submitted for a scheduled Board of County Commissioners meeting or the deadline
is prior to the next Board of County Commissioners meeting, the project manager
must contact the Grants Coordinator to discuss options for emergency submittals or
after-the-fact approval. If emergency submittal is not possible, these policies, to the
greatest extent then allowed by law, rule or regulation, delegate to the County
Manager, or designee, authority to sign the grant application; however, the project
manager must submit an executive summary for the next Board of County
Commissioners for the required after-the-fact approval.
(5) Only the following reasons constitute justification for the after-the-fact proccss:
(a) The grant is announced and the application is due within one month or less
and the deadline has been missed for the next available Board of County
Commissioners meeting;

(6) Over usage or unjustifiable reliance on tbe after-the-fact process is not acceptable
and the County Manager has the right at any point to disapprove the snbmittal of
an application.
(7) The only exception to the requirement that the Board of County Commissioners
sign a grant application is when a grantor provides specific authority and requires
that the Board of County Commissioners delegate the authority to another
individual or if the application is to be submitted online. In these instances,
however, the Board of County Commissioners must by executive swnmary and, if
appropriate, resolution or other form of approval, delegate authority to that
individual for that specific grant application and such approval must be granted for
each and every application submitted.
D. Notice of Grant Awards: Notice of a grant award may come in a variety of forms,
including an award letter, an agreement, an e-mail or even a phone call. Regardless of
the form of notice, the Grants Coordinator must be notified and a "good news"
memorandum prepared by the project manager. The "good news" memo should be sent
to the Board of County Co=issioners and copied to the County Manager, the Grants
Coordinator, the Finance Department, the Co=unication and Customer Relations
Department, the appropriate Division Administrator and Department Director, and any
other individuals directly involved in the administration of the project or requiring notice
of the award. The timing of the "good news" memo is left to the discretion of the project
manager, but must be completed as soon as possible after execution of the grant
agreement.
E. Grant Award Documents.
(I) Most grants require execution of an agreement, contract or other document for
formal acceptance.
(2) The Grants Coordinator, or designee, will approve each executive swnmary in the
automated agenda system. Guidelines for preparation of the executive swnmary
and example Executive summaries are available on the grants Web site.
(3) The Board of County Co=issioners must approve acceptance ofthe grant, unless
the Board delegated this specific authority to the Division Administrator during
any stage of the application approval process (if allowed by the grantor).
Acceptance of each grant may require signature on an acceptance letter, grant
agreement/contract or other acceptance document.
(4) As is the case with the application process, in the event that the grant agreement
deadline is prior to the deadline for items to be submitted for a scheduled Board of
County Commissioners meeting or the deadline is prior to the next Board of

(a) The grantor requires execution of the agreement or contract within one month
or less and the deadline has been missed for the next available Board of
County Commissioners meeting; or
(b) The Board of County Commissioners is not in session for a few weeks at a
time (e.g. summer break).
(6) Over usage or unjustifiable reliance on the after-the-fact process is not acceptable
and tbe County Managcr has the right at any point to require that approval be
postponed until the next available Board of County Commissioners meeting for
approval of an agreement.
F. Amendments:
(I) Minor Amendments: Amendments to grant agrccments, sucb as time extensions,
movement of grant funds from line itcm to line item within the approved grant
agreement budget, and other changes that do not increasc the County's obligations,
require additional staffing, resources or negatively impact another planned or
programmcd project may be signed by the respective Division Administrator unless
prohibited by the grantor, grant agreement or any applicable federal, state, or local
laws, rule or regulation. All such amendments must be reported to the Grants
Coordinator and a copy of the amendment forwarded for the Central Grants File,
(2) Major/Significant Amendments: Amendments that incrcase or decrease grant
funds, change the scope of the program or otherwise obligate the County to expend
additional funds or resources are not considered minor. All major amendments
must be reviewed by the Grants Coordinator, approved by the Grants Coordinator
in the automated agcnda system and approved by the Board of County
Commissioners, The funding source for any increase in County funds or personnel,
such as the local match requiremcnt, must be idcntified and included in the backup
documentation to the Board.
(3) Budget Amendments: In accordance with the Office of Management and Budget
current procedures, the Board of County Commissioners must approve, via
executive summary, all budget amendments to recognize and appropriate new
revenue from grants. The amount and source of cash match must be identified. The

Office of Management and Budget is responsible for the currency of this part of
the procedure. All budget amendments are to be copied and forwarded to the
Grants Coordinator.
G. Documents Required in the Central Grants File:
(1) Prior to adding any document to the automated agenda system for Board of County
Commissioners approval, it should be submitted to the Grant Coordinator for
review. Documents that should be included for reference are:
(a) Notice of funding availability.
(b) Draft application.
(c) Draft executive summary in MS Word format (guidelines and example
executive summary provided on grants Web site) prior to adding it to the
automated agenda system.
(2) Following submittal of the grant application to the grantor, the project manager
must forward copies of the following to the Grants Coordinator for filing in the
Central Grants File:
(a) Complete and signed application.
(b) Fully signed executive summary.
H. Upon successful award of any grant, the project manager must forward copies of the
following documents to the Grants Coordinator review prior to adding them into the
automated agenda system for Board of Couoty Commissioners approval and for filing in
the Central Grants File:
(l) Award/rejection letter.
(2) Draft agreemcnt and executive summary in MS Word format prior to adding it to
the automated agenda system.
(3) Executed agreement.
(4) Budget amendments.
(5) "Good news" memo.
1. Throughout the term of the grant, the project manager must forward copies of the
following documents to the Grants Coordinator for filing in the Central Grants File:
(I) Correspondence related to time extensions.
(2) All amendments to the grant agreement.
(3) All financial, status, interim and final close out reports.
J. Coordination with Collier Couoty Clerk of Courts Finance Department: The project
