EXECUTIVE SUMMARY
Recommendation to authorize the County Manager, or his designee, to
approve Change Order #3 in the amount of $95,820.00 to Quality Enterprises
USA, Inc. contractor for the 951 Boat Ramp Parking Lot Expansion Project
#80071.1 under Contract #08-5136 to provide additional scope of work in
compliance with the FDOT (Right Of Way) permitting requirements and to
approve a necessary budget amendment for $95,820.00.
OBJECTIVE: Request that the County Manager, or his designee, approve Change Order #3 in
the amount of $95,820.00 to Quality Enterprises USA, Inc. contractor for the 951 Boat Ramp
Parking Lot Expansion Project #8007].] and to approve a necessary budget amendment for
$95,820.00.

CONSIDERATIONS: On December ]6, 2008, Contract #08-5136 was awarded to Quality
Enterprises USA, ]nc., to construct the 951 Boat Ramp Parking Lot Expansion Project. Since the
commencement of the project, it was discovered that additional scope of work is required for
compliance with the FDOT (Right of Way) permitting conditions. The additional scope of work
not included in the original contractual services includes installation of approx. ],120 If of
asphalt shoulder, installation of approx. I,] 20 If of bike lanes complete with milling, site prep,
excavation and sub-base materials, and additional line striping as required according to FDOT
standards. The total cost associated with the additional scope of work is $95,820.00; which
represents a ]4.95% increase ovcr the original Board approved project. Staff has thoroughly
evaluated and reviewed the cost associated with this change order and found that the unit cost is
consistent with the approved bid tab quantities of the original contract prices.
FISCAL IMPACT: A budget amendment is required moving $95,820.00 from Sugden Park
Lake Feature No. 800316 within the Park and Recreation/Coastal Zone Management Capital
Fund 346 into 95] Boat Ramp Project 80071.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action. - CMG
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth
Management Plan Objective 1.3, Policy 1.3.2, to ensure that access to waterways remains
available to the general public.

111is Change Order is necessalY and required to address the final issued Florida Departmcnt of
TranspOliation Permit conditions for modi fication and constmctioll of the new turn lanes and thc
return lane associated with thc expansion of the 951 Boat Ramp Parking Lot. The project \Vas
bid based upon the anticipated turn lane requirements (established in early project meetings with
FOOT). Since those initial meetings. additional requirements were added for construction within
the FOOT Right-of-Way. These included: the addition of a dcdicatcd bicycle lane adjacent to
the travel lane and north bound retUl11 lane; additional shoulder requirements in the nOlt11 bound
return lane; milling and overlay of a pOliion of the existing norl11bound pavement to
accommodate striping for the bicycle lane; adjustment of existing catch basin for final pavcment
grade; use of a friction course in lieu of SIll wearing surfacc and; other miscellaneous work. In
order to reduce costs. the cxisting h'Uardrail which is to be relocated and that is in current good
condition will be reused and a section of curbing will be eliminated. Additional cost detail is
provided on the enclosure.
