OB.JECT!VE: To reject Bid No. 09.SryS8 fQr the South County Water Reclamation Facility
(SCWRF) Odor Control Facilities Upgrades, Project No. 73969.
CONSIDERATIONS: After the original SCWRF Odor Control Upgrade design was completed,
the County experienced an equipment failure in the Headworks odor control equipment which
put the plant at risk of violating our "good neighbor" policy and Florida Administrative Code 62-
600.400 dealing with odor emissions in waste water plants. This experience emphasized the
urgency of expediting a second project addressing the need to improve the reliability of the
Headworks and the Equalization odor control systems. County staff decided to incorporate the
numerous changes rcquired by this second project into the original design. The original design
would have provided additional reliability to the Modified Ludzack-Ettinger (MLE) process odor
control system only. The new final design \vill provide additional reliahility to the MLE process
odor control system, the Equalization and the Headworks odor control systems. These changes
are substantial and change the scope of work considerably. It is more cost effective for the
County to reject this bid, incorporate the numerous changes into a final design, bid the final
design and proceed with the construction of onc larger project than breaking it up into two
separate, smaller projects each having mobilization costs.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action~SRT.
FISCAL IMPACT: This project is consistent with the 2008 Wastewater Master Plan Update as
adopted by the Board on June 24, 2008, as Agenda Item 1OG. Project No. 73969 is on page 3 of,
line 101.
Funding for this ohligation is available in the FY I 0 Capital Budget adopted hy the Board at a
special meeting on September 24,2009. Funds are available in Project 73969, SCWRF Technical
Support. The source of these funds is the Wastewater User Fee Fund 414.
GROWTH MANAGEMENT IMPACT: This project meets CUITent Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDA nONS: Recommendation that the Collier County Board of Commissioners,
as the Ex-officio governing Board of the Collier County Water-Sewer District, reject Bid No. 09-
5258 for Project No. 73969, the SCWRF Odor Control Facilities Upgrades.
