Recommendation to approve transfer fee waiver for Pnblic Transportation service
provided on Immokalee Road between Creekside and North Collier Hospital and to report
on minor route changes in preparation to the arrival of larger new 35' buses for Collier
Area Transit in March of 2010
OBJECTIVE: To obtain approval for transfer fee waiver for Public Transportation service
provided on Immokalee Road between Creekside and North Collier Hospital.
CONSIDERATIONS: Collier Area Transit (CAT) plans some minor modifications on several
of the existing routes effective January 2, 2010. This decision is due to the expected delivery of
newer and larger fuel efficient buses in March 2010. The new buses will be 35 foot Gilligs,
which are five feet larger than the current models in use thereby allowing for increased
passengers and cargo space capacity. Because the new larger buses also require more space for
turning around (turn radius), bus stop locations are being adapted to accommodate the bus
circujatio~. These modifications will improve our on-time performance and enhance safety.

The routes affected are Routes lA, lB, IC, 2A, 2B, 6, SA, and 8B and the modification are
moving the bus circulation away from parking lots. Routes lA, IB and IC wiII no longer enter
the North Collier Hospital parking lot but will still stop at the hospital main entrance on
Immokalee Road. Routes 2A and 2B will service the Naples Community Hospital on 8th Street
North. Route 6 wilJ no longer enter the parking lot of the Physicians Regional on Pine Ridge;
instead it wiII stop on Napa Blvd. in front of the hospital. Route SA and SB wiII no longer turn
around at South I" Street and Carvcr; instead it wiII go in east Delaware, School Drive and
Eustis Avenue.
As a result of the change being made on Immokalee Road, the distance between the stop at
Creekside for Route I B which connects with Route I C which travels east along Immokalee Road
and stops at the new bus stop at the main entrance of North Collier Hospital is approximately 0.2
miles (less than one block). Considering the short distance for this connection it is recommended
that the transfer fee of $0.75 be waived for passcngers transferring between Routes 1 B to Route
lC to travel to the North Collier Hospital destination eastbound on Immokalee Road.
FISCAL IMPACT: There will be no net fiscal impact as a result of these modifications. While
there may be no loss of revenue because prior routing did not require a transfer fee that is now
being waived, there should be some savings and operational efficiencies as the routes will no
longer be required to make tight and time consuming tunlS.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action--SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.

COLLIER AREA TRANSIT
Effective January 1, 2010, Collier Area Transit will be modifying several of the existing
routes along with adjusting several time points. Below is a brief description of how our
routes are being modified.
~ Route lA Route IA will drive past North Collier Hospital while traveling
West on 1mmokalee Road. This route will not be driving into the Creekside
Transfer Point. We will be placing a bus stop near North Collier Hospital to
serve any hospital passengers.
~ Route 18 This route will no longer service the North Collier Hospital and
will stop at Creekside to transfer with the Route I C. Anyone travelling on
Route I B can transfer to the Route 1 C and have a chance to be dropped off at
a bus stop near North Collier Hospital, eastbound on Immokalee Road.

~ Route lC This route will no longer enter North Collier Hospital, but will
transfer with the I B at Creekside. We will be placing a bus stop sign near
the North Collier Hospital heading west on lmmokalee Road enroute to the
Creekside Transfer Point.
~ Routes 2A and 28 These routes will service the Naples Community
Hospital on both the North- and South-bound lanes of 8th Street North.
Several bus stops will be placed along the Naples Community Hospital
vicinity for easier access to our buses for Hospital passengers.
~ Route 6 This route will enter Wal-Mart off of Davis when departing from
the Gov. Center. This route will no longer enter Physicians Regional Medical
Center on Pine Ridge Road. This route will travel on Vineyards Blvd and
Napa Blvd. and then hack onto Pine Ridge Road heading east.
~ Routes 8A and 88 (Immokalee City) We will be servicing an additional area
on East Delaware, School Drive and Eustis Avenue (Horizon Village). The
routes will no longer turn around at South I st Street and Carver.
This decision was made due to the expected delivery of newer, larger, fuel efficient
buses. We expect that these modifications will improve our on-time performance.
