EXECUTIVE SUMMARY
To provide an update on the Conservation Collier Program's feral hog
management activities at Pepper Ranch Preserve and recommend that the
Board direct the County Manager, or his designee, to continue with feral hog
management as outlined in the Pepper Ranch Preserve Interim Management
Plan.
OBJECTIVE: To provide an update on the Program's management activities regarding
control of the feral hog population at Pepper Ranch Preserve,

CONSIDERATION: Pepper Ranch Preserve was acquired by the Conservation Collier
Program on February 6, 2009, As required by Coliier County Ordinance No, 2002-63, as
amended, staff prepared an interim management plan for the ranch within 90 days of the
closing. The interim management plan outlines management goals and objectives for the
first 2 years of County ownership until a Final Management Plan is approved by the Board of
County Commissioners. After a lengthy hog trapping discussion, at their July 20, 2009
meeting, the Conservation Coliier Lands Evaluation and Management Subcommittee
unanimously recommended approval of the Pepper Ranch Interim Management Plan.
Subcommittee members agreed that hunting of hogs should be aliowed, but until a hunt
program could be put into place, U,S, Department of Agriculture (USDA) trapping should be
utilized to control the hog population while the County evaluates, on an ongoing basis, the
ability of private individuals to engage in trapping that is consistent with USDA guidelines,
Staff is currently coordinating with the Florida Fish and Wildlife Conservation Commission
(FWC) to coordinate a Youth Hunt possibly as soon as mid-March 2010 and to create a
Smali Game Hunt Area within Pepper Ranch that couid aliow publiC hog hunting as soon as
the Fali of 201 O.
At their September 14, 2009, CCLAAC meeting, the fuli CCLAAC voted 7-1 to recommend
the Pepper Ranch Preserve Interim Management Plan for Board approval, and on
September 29,2009, Agenda Item 16E4, the Board of County Commissioners approved the
Interim Plan. On Page 5 of the approved plan, Action Item 9C states that staff wili "work with
the USDA to curb feral hog damage in the interim until hunting program is developed." On
page 13 of the approved plan, it states that, "For the first year of this plan, the County wili
sign an agreement with the USDA Wildlife Services program to trap and remove feral hogs.
The County wili evaluate, on an ongoing basis, the ability of private individuals to engage in
trapping that is consistent with USDA guidelines."

Feral hogs are present at Pepper Ranch Preserve and are damaging the ecosystems that
exist there, A non-native species, feral hogs are trapped and hunted on both public and
private lands throughout Florida. Although hunting assists in hog population management, it
is often used in conjunction with trapping in order to control hog populations at manageable
levels. Hog populations escalate quickly and cannot be held in check by hunting alone.
Female hogs can reproduce as young as six months of age and can produce up to 2 litters of
13 piglets per year. Foliowing Board approval of the Pepper Ranch Preserve Interim
Management Plan on September 29, staff executed a contract with the USDA in compliance
with the interim plan. Other agencies throughout the state that have entered into similar
agreements with the USDA include: Palm Beach County, Lake County, SI. Johns Water
Management District, Estero Bay Buffer Preserve, and Columbia County.

As a matter of practice the USDA does not donate feral hog meat. Because feral hogs are
known disease vectors and a large percentage of the feral hog population within Florida is
known to car ry Pseudorabies and/or Brucellosis, the liability to agencies involved and the risk
of possible infection to humans from processing, preparing, and eating donated feral hog
meat is high, The USDA actively donates venison, but as a matter of practice does not
donate feral hog, Additionally, Lee County's Conservation 20/20 Program maintains a similar
practice of not donating feral hog meat trapped from their public preserve lands,
Despite the USDA's practice, staff researched the possibility of donating the meat to the
Harry Chapin Food Bank and several other area shelters. The Harry Chapin Food Bank can
only accept the meat if it is butchered by a licensed butcher and frozen. After contacting
several butchers in the area, none were able to butcher non-USDA inspected game meat.
FISCAL IMPACT: The fiscal impact of the USDA hog contract is $15,946, The contract is a
Cooperative Service Agreement in which the USDA will be reimbursed for services provided
not to exceed $15,946, The cost associated with the agreement has been encumbered in
Fund 174- Conservation Collier Land Maintenance Fund,
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. - CMG

WILDLIFE SERVICES (WS)
ARTICLE 1
The purpose of this Cooperative Service Agreement is to reduce the damage to the Pepper
Ranch Preserve by feral hogs. Feral hogs cause massive amounts of damage to critical and
native wildlife habitats and plant communities on the preserve. They are a nuisance and can
spread diseases to other lives10ck on the property. The main focus of this agreement is to
remove hogs on the property, and do maintenance when needed.
ARTICLE 2
APHIS WS has statutory authority under the Act of March 2, 1931 (46 Stat. 1468; 7
U,S.C.426-426b) as amended, and the Act of December 22,1987 (I 01 Stat. 1329-331,7
U.S,C. 426c), to cooperate with States, local jurisdictions, individuals, public and private
agencies, organizations, and institutions while conducting a program of Wildlife Services
involving mammal and bird species that are reservoirs for zoonotic diseases, or animal
species that are injurious and/or a nuisance to, among other things, agriculture, horticulture,
forestry, animal husbandry, wildlife, and human health and safety.

I. To meet as determined necessary by either party to discuss mutual prograun
interests, accomplishments, needs, technology, and procedures to maintain or
amend the Work Plan (Attachment A), which is attached hereto and incorporated
herein by reference in writing. Personnel authorized to attend meetings under this
Agreement shall be Ms. Segura or her designee, Mr, Constantin or his designee,
and/or those additional persons authorized and approved by Ms. Segura and Mr.
Constantin.
2. APHIS WS shall perform services more fully set forth in the Work Plan. The
parties may mutually agree in writing, at any time during the term of this
Agreement, to amend, modifY, add or delete services from the Work Plan.
ARTICLE 4
"
BCC (Cooperator):
1. The BCC will authorize APHIS WS to conduct direct control activities to property
damage associated with feral hogs. These activities are defmed in the Work Plan.
APHIS WS will be considered an invitee on the lands controlled by the BCC.
2. The BCC will be required to exercise reasonable care to warn APHIS- WS as to
dangerous conditions or activities in the project areas.
3. To reimburse APHIS WS for costs of services provided under this Agreement in the
lump sum amount of fifteen thousand nine hundred forty-six dollars ($15,946,00),
the amount specified in the Financial Plan (Attachment B) attached hereto and
incorporated herein by reference. Bce will begin processing for payment invoices
submitted by APHIS- WS in accordance with Chapter 218, Florida Statutes, also
known as the "Local Government Prompt Payment Act." The Cooperator ensures
and certifies that it is not currently debarred or suspended and is free of delinquent
Federal debt.
4, To designate to APHIS WS the BCC authorized individual whose responsibility
shall be the coordination and administration of activities conducted pursuant to this
Agreement.

6. To coordinate in writing with APHIS WS before responding to all media requests
pertaining to work performed under this Agreement.
7. To provide an indoor working space to complete necessary paperwork.
ARTICLE 5
APHIS WS Agrees:
1. To conduct activities at Pepper Ranch as described in the Work and Financial Plans.
Designate to the BCC the authorized APHIS WS individual who shall be
responsible for the joint administration of the activities conducted pursuant to this
Agreement.
2. To bill the BCC on a quarterly basis for actual costs incurred by APHIS WS during
the performance of services agreed upon and specified in the Work Plan. APHIS
WS shall keep records and submit receipts of all reimbursable expenditures
hereunder for a period of not less than one year from the date of completion of the
services provided under this Ah'Teement and the BCC shall have the right to inspect
and audit such records. Invoices submitted to the BCC shall be supported by
receipts or justification of the amount being invoiced.
3. To coordinate with the BCC staff before responding to all media requests pertaining
to work performed under this Agreement.
4. APHIS WS shall be responsible for administration and supervision of the program.
All equipment purchased for the program is and will remain the property of APHIS
WS.
ARTICLE 6
This Agreement is contingent upon the passage by Congress of an appropriation from
which expenditures may be legally me1 and shall not obligate APHIS WS upon failure
of Congress to so appropriate. This Agreement may also be reduced or terminated if
Congress only provides APHIS WS funds for a finite period under a Continuing
Resolution.

ARTICLE 7
APHIS WS assumes no liability for any actions or activities conducted under this
Cooperative Service Agreement except to the extent that recourse or remedies are
provided by Congress under the Federal Tort Claims Act (28 V.S.C. 1346(b),2401(b),
wid 2671-2680).
To the extent permitted by law, the BCC shall indemnify, defend and hold harmless
PHIS-WS against any actions, claims or damage arising out of the BCC's negligence in
connection with this Agreement, and PHIS-WS shall indemnify, defend and hold
hannless the BCC against any actions, claims or damage arising out of the APHIS- WS' s
negligence in connection with this Agreement. The foregoing indemnification shall not
constitute a waiver of sovereign immunity beyond the limits set forth in Florida Statutes,
Section 768.28, nor shall the same be construed to constitute agreement by either party
to indemnify the other party for such other party's negligent willful or intentional acts or
omissions. This article will survive the termination or expiration of this Agreement.
ARTICLE 8
Pursuant to Section 22, Title 41, United States Code, no member of or delegate to
Congress shall be admitted to any share or part of this Agreement or to any benefit to
arise there from.

ARTICLE 9
All activities will be conducted in accordance with all applicable Federal, State and
local laws, rules, and regulations. Nothing in this Agreement shall prevent
APHIS WS from entering into separate agreements with any other organization or
individual for the purpose of providing wildlife damage management services exclusive
of those provided for under this agreement.
ARTICLE 10
The BCC certifies that APHIS WS has advised the BCe that there may be private sector
service providers available to provide wildlife management services that Bee is seeking
from APHIS WS.
ARTICLE 11
The performance of wildlife damage management actions by APHIS WS under this
agreemen1 is contingent upon a determination by APHIS WS that such actions are in
compliance with the National Environmental Policy Act, Endangered Species Act, and
any other applicable environmental statutes. APHIS WS will not make a final decision
to conduct requested wildlife damage management actions until it has made the
determination of such compliance.

ARTICLE 12
This Cooperative Service Agreement shall become effective on November I, 2009 and
shall expire one year from start of project.

ofthe parties in writing. Also, this Agreement may be terminated at any time by mutual
agreement of the parties in writing, or by one party provided that party notifies the other

the Cooperator does not provide necessary funds, APHIS WS is relieved of the
obligation to provide services under this agreement.
In accordance with the Debt Collection Improvement Act of 1996, the Department of
Treasury requires a Taxpayer Identification Number for individuals or businesses

WORK PLAN
Introduction
Th" U.S. Department of AgricuhuJe (USDA) is authorized to protect American
agriculture and other resources from damage associated with wildlife. The primary
authority for Wildlife Services (WS) is the Act of March 2, 1931 (46 Stat. 1468; 7
U.S.C.426-426b) as amended, and the Act of December 22,1987 (101 Stat. 1329-331,7
U.S.C.426c), Wildlife Services activities are conducted in cooperation with other
Federal, State and local agencies; private organizations and individuals.
The WS program uses an Integrated Wildlife Damage Management (IWDM) approach
(sometimes referred to as IPM or "Integrated Pest Management") in which a series of
methods may be used or recommended to reduce wildlife damage. IWDM is described
in Chapter 1, 1-7 of the Animal Damage Control Program Final Environmental Impact
Statement (USDA, 1994). These methods include the alteration of cultural practices as
well as habitat and behavioral modification to prevent damage. However, controlling
wildlife damage may require that the offending animal(s) are killed or that the
populations of the offending species be reduced.
Purpose

Wildlife Services (WS) will cooperate with Conservation Collier Program-Collier
County Government to protect wildlife habitat and to protect natural plant communities.
Planned USDA, APHIS, Wildlife Services Activities
WS will conduct a site visit at Pepper Ranch to identify population of feral hogs and
damage caused by feral hogs.
WS will be responsible for obtaining all permits and reports required for work done by
WS at Pepper Ranch.
WS Feral Hog Management
Feral hog damage management on Pepper Ranch property would be conducted by well
trained, professional wildlife technician or biologist with experience in conducting feral
hog damage management programs.
The primary tools of conducting the program would be cage type traps, snares and
shooting. All feral hogs removed for this project area would be properly disposed of by
APHIS WS, at the direction of BCC personnel.

1.0 Purpose and Scope of the Interim Management Plan
The Pepper Ranch Preserve was purchased by Collier County in February 2009 with funds from
the Conservation Collier Program. The property will be managed for conservation, protection,
and enhancement of natural resources and for public outdoor recreation that will be compatible
with the conservation and protection of the site,
This interim Management Plan IS Intended to Identify the key management priorities and issues
within the preserve and to give direction for management for the next two years. This document
is meant to be the precursor to a Final Management Plan, which will outline more specific
aspects of site management and public use. The Final Management Plan for this preserve is
schednled to be completed before the two year time period and will replace this plan once
approved by the Board of County Commissioners (BCe).
Key Interim Management Objectives
I. Protect, manage and restore (as appropriate) tbe native habitat and pastures on site,

1 a. Install temporary Conservation Land signs and/or No Dumping I No Trespassing
signs along property boundaries. Post contact numbers for Conservation Collier Staff
and enforcement agencies on front gate.
1 b. Secure access points with new locks and update list of all those with access.
1 c. Monitor and secure trespass points along the perimeter of the preserve.

residence, and pole barn. Determine how best to restore, utilize and maintain retained

2a. Inspect structures and associated well and septic systems with Facilities
Maintenance staff to determine what is needed to keep the lodge and the residence in
habitable shape.
2b. Make necessary repairs to structures, well or septic systems serving rctained
structurcs. Health Department must cvaluate well water to determine if it is safe for
human consumption and up to public standards.
2c. Coordinate with Facilities Maintenance statT to develop long range maintcnance
schedule for structures and their associated well and septic systems,
2d. Discuss long range plans for structures with Collier County
Historicall Archaeological Preservation Board and pursue historical designation of
structures when appropriate.

(FWC) through a property owner's agreement. Ensure random patrols of the property
are being conducted.
3b. Evaluate the need for interim and long term active law enforcement personnel
with jurisdictional arrest capability to reside at Pepper Ranch Preserve. Work with
FWC and CCSO to find suitable applicant pool and select qualified candidate for on-
site residence,
4. Provide appropriate and feasible public access for the short term and identify and plan
for appropriate public access for the long term.
Action Plan
4a. Meet with Immokalee Civic Group(s) including the lmmokalee Community
Redevelopment Association, lmmokalee substation sheriff's deputies and
neighboring property owners to set up avenues of communication to explore long
range potential alternatives for public access - to be implemented within the Pinal
Management Plan,
4b. Use community and law enforcement input to develop a plan for some type of
limited public access that can be achieved quickly, while additional alternatives and
longer range public access plans are developed as part of the Final Management Plan,
4c. Identify and mow trails that can be used for guided hikes in the short term near the
lodge, identify other existing trails on the property and map them for future potential
use.
4d. Hire a seasonal preserve caretaker January-June to open and close the gate and
assist visitors who wish to hike on future trails near the main lodge and to do minimal
site maintenance until preserve is open full time.
4e. Evaluate the potential for public uses including, but not limited to, primitive and

2.0 Management Anthority and Responsibilities
The Pepper Ranch Preserve was approved by the BCC for purchase and officially named on
January 13, 2009, with closing following on February 6,2009. The Preserve is included within
the portfolio of properties assigned to the Collier County Facilities Management Department,
with the Conservation Collier Program responsible for direct management. Conservation Collier
Program staff will handle day to day management activities and will seek to cooperate with and
form partnerships with local, state and federal agencies and to obtain various types of grants for
management activities when possible.
3.0 Site Description
3.1 Location and Site Description
The 2,512-acre Pepper Ranch Preserve is located along the northern shoreline of Lake Trafford,
west of the town of Immokalee (Exhibit I). Preserve lands consist of ten contiguous parcels
located within Sections 22, 26, 27, 28, 33 & 35, Township 46 South, Range 28 East, Collier
County, which will be joined to form one parcel in the future (Exhibit 2). These lands lie within
the landscape feature known as the Camp Keais Strand, within the boundaries of the Corkscrew
Regional Ecosystem Watershed (CREW) Project, an A-Category project on the State of Florida's
2008 Florida Forever List, and within Priority Panther Habitat, as determined by the USFWS.
Over 42,000 acres of public and private conservation lands are adjacent to the western boundary
of the Pepper Ranch Preserve; these lands include the Corkscrew Marsh which serves as the
headwaters for Collier Connty's supply of drinking water. The preserve's location within the
Camp Keais Strand and within other agency boundaries considered as critical for conservation
makes it an important addition to regional conservation efforts. Its large size gives the
acquisition significance on the landscape scale,

3.2 Signage
Temporary signs identifying the property as a Conservation Collier Preserve have be posted at
the main entrance on Pepper Road, one on each main gate. Contact information for Conservation
Collier Staff and Enforcement Agencies will also be posted at the main entrance. Temporary No
Trespassing / No Dumping signs may also be posted at in1ervals appropriate for enforcement
purposes along boundaries. Speed signs will be posted along the main road through the ranch,
Permanent signs and directional signage on Trafford Road and SR 29 will be installed as soon as
the preserve is officially open to the public. Signs missing or damaged will be replaced.

3.3 Easements, Concessions or Leases
There is one lease and a number of easements existing on the Pepper Ranch Preserve, as
identified below:

. A cattle lease held by Lake Trafford Ranch LLP for Two Thousand Twelve point One
(2,012, I) acres of propertv as described in Exhibit 3, which is attached hereto and made a
part of this Interim Management Plan, for the sole purpose of cattle grazing and
incidental activities that are directly related to beef cattle production for a term of three
(3) years, commencing on January 13,2009, with payments, terms and provisions as set
forth in Cattle Lease, attached as an Exhibit to the Pepper Ranch Purchase Agreement. A
new lease agreement will be created to include additional parcels in exchange for
additional mowing and the length of time will be extended to a total of 5 years giving the
lessee the right to renew,
Easements (Exhibit 4):
. Access Easement entered into on February 6, 2009, with Lake Trafford Ranch LLP for a
30' wide strip of land running along the main interior ranch road, following an overall
east to west directional track, and leading from the main ranch gate to the oil wells
situated along the western side of the ranch. Recorded in O.R. Book 4425 and Page
3302, Public records of Collier County, The grantee is responsible for maintenance of
this easement.
. Access Easement entered into February 2, 2009 by Lake Trafford Ranch LLP in favor of
Baron Collier Investments (BCI), Ltd., a Florida Limited partnership, over a 15' wide
strip of land rul1l1ing over the samc main interior access road as the above easement but
before arriving at the oil wells, turning south to facilitate access to a parcel adjoining the
southern boundary of the Pepper Ranch Preserve. Access is granted solely for purposes
of ingress and egress to serve specific activities on the BCl lands, which are cattle
grazing, ranching, hunting and forestry, Recorded in O.R. Book 4475, Page 3263, Public
Records of Collier County, The grantee is responsible for maintenance of this easement.

. A Conservation Easement over portions of the property associated with panther
mitigation will be granted to the Sonth Florida Water Management District (SFWMD).
No other easements, concessions or leases exist on the parcel or are proposed for the future,
unless they further conservation objectives, such as a conservation easement.
3.4 Structures
There were a number of structures existing on the property at the time of purchase; however,
many of these were demolished within 60 days of closing as provided for within the Purchase
Agreement due to unsafe and dilapited conditions. Retained structures include the lodge,
caretaker bousc and pole barn, alllocatcd at the main ranch entrance on the south side of Pepper

Road along the eastern boundary of the northwest quarter of Section 35. Currently, staff is
evaluating whether it is feasible to renovate the lodge and/or caretakers house for public use,
which will require septic systems and drinking water wells to be improved to public standards.
There is also a cattle pen located in Section 27 and field fencing exists throughout the pasture
areas and along most of the perimeter.

3.5 Surrounding and Adjacent Land Uses
The Pepper Ranch Preserve is bordered on several sides by the CREW Project lands. These are
lands purchased by the SFWMD under the Save our Rivers program. Adjacent to the west are
CREW Project lands known as the CREW Marsh; to the north are SFWMD lands, agricultural
lands and orange groves; to the east are SFWMD and residential lands (town ofImmokalee); and
to the south are Lake Trafford, estate-sized residential properties (Trafford Oaks), and
agricultural and undeveloped lands owned by Baron Collier Investments, Ltd.
Directly south of CREW Project lands and connected to them are private conservation lands
owned by the Audubon Society (Corkscrew Swamp), more conservation lands owned by the
SFWMD (Bird Rookery Swamp) and various private mitigation lands, all together
encompassing 60,000 acres, of which over 42,000 acres is currently held in conservation. The
SFWMD makes certain capital improvements to its lands such as fencing, access roads/trails,
and may provide basic public facilities on lands. Additionally, habitat management such as
exotic plant species removal and prescribed burning may be conducted. Florida Statutes (F.S.
373.59) also require the SFWMD to develop appropriate public use,
The organization most frequently associated with CREW Project lands is the CREW Land and
Water Trust, Inc. (CREW TR), a nonprofit environmental education organization established in
1989 to coordinate the land acquisition, land management, and public use in the 60,000-acre
CREW project area. The CREW TR does not own the land but operates in partnership with the
SFWMD,
The SFWMD, in cooperation with FDEP and through the cooperative efforts of various local
organizations and state and federal agencies, is conducting a two-phase restoration project on
Lake Trafford, involving hydraulic dredging of nutrient-laden muck from the lake bottom. Phase
I, completed in 2006, removed over three million cnbic yards of muck from the deeper portions
of the lake. Phase II is projected to remove several million additional cubic yards of muck from
the shallow littoral zone, The project was scheduled to be completed in 2007, but has been
delayed due to lower than expected water levels. Mnck removed from Lake Trafford has been
hauled to a 625-acre disposal site owned by SFWMD, located on the eastern boundary of the
Pepper Ranch Preserve. The' actual disposal site is separated from Pepper Ranch Preserve lands
by approximately 180 acres that are designated for conservation. However, staff will monitor
arsenic levels in all drinking water wells on the ranch to make sure arsenic levels are not harmful
to visitors at the preserve.
Eight sections ofland owned by Turner Grove Citrus L TD Partnership located to the northeast of
the ranch, and extending into Lee County, currently have citrus groves on them.

4.2 Site Security
The level of site security will be an ongoing evaluatiou process. Security will be provided by the
CCSO via routine patrols in the area. both by regular deputies patrolling Pepper Road and by the
Agricultural and Mounted Divisions patrolling the Preserve on off-road vehicles and by
horseback. Staff has coordinated with the CCSO and deputies in the lmmokalee District 8
Substation, providing them with contact phone numbers and a list of those cnrrently authorized
to access the Preserve lands. A Property Owners Agreement to allow the CCSO to prosecute any
illegal activity they may encounter on the preserve property was signed by Collier County on
March 3, 2009, FWC law enforcement will be given access for routine patrols. Additionally,
staff is determining the potential and need for an active member of law enforcement having
jurisdictional arrest capability, either from FWC or the CCSO, to live at the caretaker's residence
to provide a law enforcement presence. This person mayor may not have additional duties, such
as routine grounds and perimeter patrol and periodic mowing. Staff will be removing the
existing locks on the gates and will be replacing them with specialized locks and keys, This will
enable staff to control who has access to the preserve. Staff will then be distributing keys to
parties authorized for access specifically for the cattle and oil operations, Lee County Electrical
Company (LCEC), electrical service provider, and neighbors with easements. These entities are
also required to visit the County Facilities Management Operations Center to receive a yellow
badge that will identify them if the CCSO or County Staff encounters them at the preserve, Staff

will evaluate the need for and provide for any additional locks that may be required to secure
access roads.
Perimeter fencing will be examined along the boundaries of the preserve. Areas of trespass will
be reinforced with more secure fencing.
4.3 Exotic Vegetation Removal and Maintenance Plan
Invasive, exotic plants present include in order of observed abundance:
Category I - Florida Exotic Pest Plant Council List: Brazilian pepper (Schinus terebinthifolius),
torpedo grass (Panicum repens), climbing fern (Lygodium microphyllum), ceasar's weed (Urena
lobata), guava (Psidium guajava), and Mexican petunia (Ruellia tweediana).
During the life of this plan, staff will contract out the treatment of the known Lygodium infested
areas. The Lygodium will be treated in place by using foliar treatment or the poodle cut method.
The Brazilian pepper trees that have Lygodium growing up and over the canopies will also be
killed in place so they will not spread any additional spores. Following the initial Lygodium
treatment event, Brazilian pepper and other invasive species will be removed in a series of
phases that will be outlined in the Final Management Plan. The Brazilian pepper along the edges
of the pasture and along the roads will be completely removed, piled in pastures and burned. The
remainder of the Brazilian pepper and other invasive plants will be treated in place with an
appropriate EP A approved herbicide.
Staff will continue to apply for federal and state grant funding to assist in the costs of invasive,
_. exotic plant removal in areas of the preserve deemed ineligible for panther or wetland mitigation
restoration. Areas of the preserve that will be used for panther mitigation or wetland mitigation
by other County Departments are not eligible for grant funding. Departments utilizing mitigation
credits obtained from the Pepper Ranch Preserve will partially fund the exotic removal within the
preserve.
4.4 Debris Removal
Addressing dumping and littering along Pepper Road will be an ongoing project. Garbage is also
frequently being spread from raccoons out of the dumpster at the end of Pepper Road near the
main gates. Staff will work with the CCSO and their Weekenders Program to assist with the
clean up in these areas. Staff will also attempt to coordinate with the homeowners along
Trafford Oaks Road to keep the dumpster closed or locked when not in use.

4.5 Cultural, Historical and Archeological Resource Protection
The .Pepper Ranch Preserve is within an area of historical and archaeological probability, and
historical and archaeological sites are most likely present on the property. The County will
notify the Division of Historical Resources immediately if evidence is discovered to suggest any
archaeological or historic resources. If snch resources are identified on-site, a professional
survey and assessment shall be instituted. The archaeologist shall prepare a report ontlining
results of the assessments and issue recommendations to County staff about management of any
sites discovered, per provisions of the Land Development Code Section 2.2.25. This report shall
be sent to the Division of Historical Resources. The County shall cooperate fully with direction
from the Division of Historical Resourccs on the protection and management of archaeological
and historical resources. The management of these resources will comply with the provisions of
Chapter 267, Florida Statutes, specifically Sections 267,061 2 (a) and (b).

The lodge and caretaker's home may he considered historical structures. Retaining one or both
these structures and their designation as historical structures may provide benefits to
Conservation Collier in terms of obtaining grant funds for restoration, Staff will work with the
County's Historical! Archeological Preservation Board to identiry options associated with
designation of the lodge and/or caretakers home as historical structures and provide these options
to the Conservation Collier Land AcquIsition Advisory Committee for recommendation to the
Board of County Commissioners,
4.6 Listed Species Protection
The locations where listed species are routinely observed will be identified using a global
positioning system (GPS) device and mapped to allow staff to monitor them. Signs will be
posted along the main roads for contractors to maintain a slow speed and to yield to wildlife,
with particular focus in areas where listed species are routinely observed, A cautionary sign has
been placed on the trail going south to Lake Trafford from the main lodge area to warn visitors
of alligators and also near any other areas where they may be present. If nests are located,
caution will be taken to avoid disturbance during nesting seasons. New trails will be created
away from known nesting areas. If nests are observed along existing trails, care will be taken not
to distnrb them.
Care will be taken when exotic removal treatment occurs to avoid areas with listed plants and to
avoid non-target damage with herbicides,
If there is suspicion of poaching on the preserve, FWC and the Sheriff's department will be
notified immediately to investigate or to conduct more frequent patrols. Phone numbers to report
wildlife violations will be posted on the main gate.
A wild hog management program will be developed for this property, Feral hogs consume
ground-nesting bird eggs and disturb soil and sensitive vegetation during rutting activities which
in turn invites invasive exotic plant growth. For the first year of this plan, the County will sign
an agreement with the USDA Wildlife Services program to trap and remove feral hogs. The
County will evalnate, on an ongoing basis, the ability of private individuals to engage in trapping
that is consistent with USDA guidelines.
4.7 Public Access
Planning for appropriate future public access is an important task of the Interim Management
Plan. Future public use must be coordinated with cattle grazing, oil operations, exotic removal
projects, natural resource and .listed species protection, and mitigation projects. Primary
objectives for management are to maintain and preserve natural resource values and to provide
appropriate natural-resource-based recreational and educational opportunities. Such uses shall
include, but not be limited to. hiking. nature photography. bird watching, kayaking, canoeing,
hunting and fishing (Ordinance 2007-65, Section 4.9). Staff and environmental consultants will
identify and map all existing trails or areas to create trails and will make plans to open them for
public use in the future. Staff will coordinate with FWC to develop an appropriate hunting
program for the preserve. Additional proposed uses will require evaluation by the County
Attorney's office and the County Risk Management Department. The use of the property for
panther and wetland mitigation must be considered in regard to any proposed use. The details of
a public use program, including evaluation of proposed uses, will be included in the Final
Management Plan.

Staff will evaluate the possibility of creating trails near the lodge and hiring a seasonal job bank
employee to work at the lodge. Primary tasks would include to opening and closing the gate,
assisting visitors and to perform maintenance tasks such as mowing around the structures,
cleaning the bathroom facilities and emptying the trash.
4.8 Mitigation
Because of its location and condition, the Pepper Ranch property has the potential to generate
Panther Habitat Unit mitigation credits (PHU s) through the creation of a Panther Conservation
Bank. Historically, Collier County departments constructing capital projects in panther habitat
have purchased PHUs outside of Collier County in order to mitigate for disturbances to panther
habitat. Other County departments will partially fund the restoration of portions of the Pepper
Ranch property in order to gain PHUs which can be used to mitigate capital projects occurring in
panther habitat. The County has also determined there is a need to develop either a Regional
Offsite Mitigation Area (ROMA) or a wetland mitigation bank on the site to generate mitigation
credit to compensate for unavoidable wetland impacts associated with County infrastructure
projects, All mitigation activities within the property will be consistent with the goals and
objectives of the Conservation Collier Program.
4.9 Site Monitoring and Long Term Management Plan
Site monitoring shall include the cattle operation, the oil operation, fence and gate upkeep, exotic
vegetation growth, listed species populations and forest health. Prescribed fire will be utilized to
restore portions of the preserve; however, a prescribed fire program may not be implemented
until exotic plant densities are controlled to maintenance levels of 5% or less. Collier County
shall be responsible for property maintenance with tasks contracted out as deemed necessary.
The property will be monitored on a regnlar basis to ensure that the fencing is not disturbed and
that no trespassing or unauthorized activities are occurring.
Wildlife and plant monitoring will be required as part of the Panther Conservation Bank with
USFWS, Staff will also evaluate potential for pesticide leaching onto the property from adjoining
agricnltural operations,
4.10 Partnerships
Staff will seek out and evaluate potential for partnerships for conservation, protection,
educational and funding opportunities, Staff will explore possible land management grants for
areas of the ranch deemed ineligible for generation of mitigation credits. These may include but
are not limited to grants offered by the USFWS South Florida Coastal Ecosystems Program,
USFWS Partners for Fish and Wildlife Program, the US Department of Agriculture and/or FWC
Upland Weed Management Working Gronp Funding.

Although fire management may not be addressed during the initial two years of ownership of this
property, fire management (or some form of fire substitute) will be necessary in the near future.
Staff will contact Florida Department of Forestry to seek partnership opportunities for fire
management of this property.
Staff shall also coordinate with the Collier County Boy and Girl Scouts of America for project
assistance on the preserve and shall continue relationships with the CCSO Weekenders Program,
and possibly the Department of Corrections Crews, to provide labor for projects on the ranch.
