EXECUTIVE SUMMARY Recommendation to approve an amendment to the Homelessness Prevention and Rapid Re- Housing Program (HPRP) Administrative Plan to allow participating agencies to provide short term assistance to individuals and families who are homeless or at risk of homelessness up to a maximum of $2,500. OBJECTIVE: To approve an amendment to the Homelessness Prevention and Rapid Re- Housing Program (HPRP) Administrative Plan which was approved on February 9, 2010 (item 16D2). This amendment will allow participating agencies to provide short term assistance to individuals and families who are homeless or at risk of homelessness up to a maximum of $2,500. CONSIDERATIONS: HPRP is a Housing and Urban Development (HUD) grant funded program in which the administrative plan is a required component of compliance. The HPRP Administrative Plan provides the guidelines for short and medium term assistance for homeless and at -risk families. Short term assistance is defined as assistance provided for three months or less. HPRP short term assistance is designed to assist at risk individuals /families who can demonstrate an ability to remain housed after HPRP assistance is provided. This request will increase the amount of short term assistance participating agencies can provide from $1,200 to $2,500 per family. This increase is allowable under HPRP program guidelines. All other eligibility and program requirements will remain the same. This recommendation will also assure Collier County meets its compliance obligation to expend HPRP funds by July 15, 2012. FISCAL IMPACT: Acceptance of this amendment to the HPRP administrative plan will have no effect on general or grant funds. Remaining funds for HPRP program are available within the ARRA Grant Fund (125), Project 33070. GROWTH MANAGEMENT IMPACT: Implementation of this amendment to the HPRP administrative plan will help facilitate efforts to meet the goals, objectives and policies set forth in the Housing Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. - JB W RECOMMENDATION: That the Board of County Commissioners approve and authorize an amendment to the HPRP Administrative Plan which will allow HPRP participating agencies to increase the amount of short term financial assistance to individuals and /or families who are homeless or at risk of homelessness up to a maximum of $2,500. Previous cap for short term assistance was $1,200; the new cap is $2,500. Text with strike marks will be deleted; underlined text will be added. Financial Assistance A. Objective To provide financial assistance and services to prevent individuals and families from becoming homeless. B. Policies for eligible cost types Eligible cost types are: rental assistance, security deposits, utility payments /deposits, moving and storage costs, or hotel /motel vouchers 1. Rental Assistance, either the client portion or the subsidy. Short-term rental assistance: up to C1,299. Up to $2,500 per client (including payments for arrears). If program participants receiving short-term rental assistance need additional financial assistance to remain housed, they must be evaluated for eligibility to receive medium -term rental assistance.
