EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the "Certification for Implementation of Regulatory Reform Activities Required by S.H.I.P" and reports for fiscal years 2006/07, 2007/08, and 2008/09 and authorize submission to Florida Housing Finance Corporation to ensure compliance with program requirements. OBJECTIVE: To approve and authorize the Chairman to sign the "Certification for Implementation of Regulatory Reform Activities Required by S.H.I.P." and annual reports for grant fiscal years 2006/07, 2007/08, and 2008/09, and authorize submission to Florida Housing Finance Corporation to ensure compliance with program requirements. CONSIDERATIONS: As a participant in the State Housing Initiatives Partnership (SHIP) program, Collier County is required to submit a "Certification for Implementation of Regulatory Reform Activities Required by S.H.I.P." with each grant fiscal year annual report. Pursuant to Section- 420.9075(10), Florida Statutes, transmittal of the annual report and certification by the county's chief elected official, or his or her designee, certifies that the local housing incentive strategies and the local housing incentive plan, have been implemented or are in the process of being implemented. In preparing the annual reports and associated certifications, Collier County received assistance from Florida Housing Coalition (FHC), a nonprofit, statewide organization that is the grantor agency's affordable housing training and technical assistance provider. The attached annual reports and certifications have been reviewed and approved by FHC as accurate and in compliance with the applicable grant regulations. Once submitted, Collier County will be in compliance with the reporting requirements of Florida Housing Finance Corporation and the SHIP program. Additionally, submission will cure reoccurring compliance concerns as expressed in previous single audits and monitoring reviews. FISCAL IMPACT: Submission of the attached annual reports and certifications will ensure that Collier County remains eligible to participate in SHIP program including an estimated $430,987.00 dollars received for the FYI 1/12 allocation. All SHIP funding is maintained in Fund 191 and totally segregated from all other grants. GROWTH MANAGEMENT IMPACT: Execution of this certification and continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: I have been informed by staff that the certifications are form documents provided and required by Florida Housing Finance Corporation.
