EXECUTIVE SUMMARY
Recommendation to waive competition and authorize the use of the non - standard sole - source
vendor, Heyward, Inc., and approve a test application of Weatherford Sulfa - Clear, in the not to
exceed amount of $80,210, for the South County Regional Water Treatment Plant odor control
blow -down disposal project, Project Number 70020.
OBJECTIVE: The public purpose for this product purchase is to remain in regulatory compliance,
minimize odors consistent with our good neighbor policy, and to meet demand with reliability and
sustainability by utilizing Weatherford Sulfa -Clear 8411C product in the South County Regional Water
Treatment Plant (SCRWTP) odor control system.
CONSIDERATIONS: The Collier County Water -Sewer District owns and operates two water treatment
plants: the North County Regional Water Treatment Plant ( NCRWTP) and the SCRWTP. In order to
meet requirements for water flow and pressure, reliable production from these water treatment plants is
critical. During the process of treating water to public supply standards, these water treatment plants
produce two primary liquid waste streams: concentrate from the membrane treatment processes, and
waste from the odor control processes (scrubber blow- down). Concentrate from the membrane processes
are currently disposed of in deep injection wells, and scrubber blow -down waste is currently discharged to
sewer. The scrubber blow -down has consistently caused scaling and plugging of sewer lines and pumps,
as well as deep injection well components when that disposal mode was used in the past. The inability to
dispose of either of these waste streams would severely compromise the ability to maintain water
production. Developing multiple, reliable and independent robust disposal options will mitigate the
current risk of interruption of waste disposal and associated water production.
The overall strategy for minimizing the risk of treatment capacity loss due to waste stream disposal
limitations follows a three- phased approach:
• Phase 1 identifies and tests alternative odor control technologies to allow odor control and
membrane treatment waste streams to be mixed and sent to either the sanitary sewer or a deep
injection well. The full -scale pilot program at the SCRWTP recommended in this agenda item
provides the data needed to complete this phase.
• Phase 2 provides full implementation of the selected solution at both the NCRWTP and the
SCRWTP.
• Phase 3 is a parallel activity to enhance the overall system reliability, which may include a third
deep injection well at each water treatment plant.
The Weatherford Sulfa -Clear product offers all the desired characteristics: the ability to mix waste
streams from membrane treatment and odor control, compatibility with discharge to a sanitary sewer, and
compatibility with deep injection well disposal. Many utilities in Florida are currently using this product.
The product has been used successfully for over six months in a similar application by the City of Venice.
Orange County Utilities and the City of Ocala use the product successfully for wastewater odor control
scrubber applications. Use of Weatherford Sulfa -Clear would effectively integrate with existing assets
and would require minimal modification. Full -scale testing is required to determine product usage and
cost. It is recommended that this test be conducted at the SCRWTP to allow us to develop cost
information and perform a cost - benefit analysis.
Weatherford Sulfa -Clear is patented (patent number 5,498,707, dated March 12, 1996). To staff's
knowledge, no equivalent product has been identified. As such, sole- source procurement would be
required. Cost certainty and control would be realized by negotiations based on demonstrated market

comparisons and a long -term chemical supply contract if it is determined the product fully meets the
needs through a successful trail period.
Section V.C.1 of the Purchasing Policy authorizes the Board of County Commissioners to waive formal
competition for single source commodities. Staff recommends waiving formal competition and
authorizing Weatherford as the sole source manufacturer of this patented product that has been proven
effective for the intended purpose. Heyward, Inc., is the licensed vendor for Weatherford Sulfa -Clear in
Florida. The purchase of Sulfa -Clear from Weatherford constitutes an implied license to practice the
processes described in United States Patent number 5,498,707. Sulfa -Clear is a registered trademark of
Weatherford.
The maximum cost of the Weatherford Sulfa -Clear chemical required for the test application is $80,210
(committed through the standard County purchase order). The estimated cost - avoidance of not using the
standard bleach and caustic chemicals, at optimal design rates, is $37,500. Therefore, the estimated
incremental cost of the pilot program is $42,710. The test application of the chemical is estimated at
approximately one month; however, the entire demonstration (including delivery of controllers) will be
approximately three months. The pilot program will provide actual usage data and experience of using
Sulfa - Clear. At the conclusion, a detailed cost analysis will be performed and a true incremental cost
determined. A benefit -cost analysis will compare actual cost to the expected benefit of decreased system
maintenance costs. After these steps, a decision will be made to continue with Sulfa -Clear in Phase 2, or
move to an alternate solution.
FISCAL IMPACT: The estimated cost to use Weatherford Sulfa -Clear for this pilot program will not
exceed $80,210. Funds are available in the Water User Fee Fund 412.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board
approval. -JBW.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to insure the viability of public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing Board
of the Collier County Water -Sewer District, waive competition and authorize the use of the non - standard
sole- source vendor Heyward, Inc., and approve a test application of Weatherford Sulfa -Clear in the not to
exceed amount of $80,210, for the South County Regional Water Treatment Plant odor control blow -
down disposal project, Project Number 70020.

Dear Ms. Abbott:
Thank you for the opportunity to discuss the Weatherford 8411 C Demonstration for H2S control
at the South Collier County WTP.
Heyward Florida, Inc. will put the system controllers on order once we get the go ahead for the
demonstration. The delivery time for the controllers is about 3 -4 weeks. Heyward/Weatherford
would like to be onsite, prior to demonstration, to get data concerning the existing system. That
will take approximately one (1) week after the installation of the controllers.
After preliminary work is complete, a one (1) month demonstration should be sufficient to obtain
necessary data.
In summary, the total demonstration should take approximately two (2) to three (3) months
depending on equipment deliveries, preliminary data review and actual chemical usage. The
chemical usage below is an estimate only. Heyward/Weatherford would be happy to extend the
demonstration duration, with the permission of Collier County, if the chemical usage is less than
anticipated and extra chemical remains after the scheduled one (1) month demonstration.
You have requested that the cost of Weatherford Sulfa Clear 8411 C demonstration, outlined in
our proposal dated September 15, 2011, be provided on a monthly cost basis for ease of
calculation. The total, not to exceed, cost for one (1) month of the demonstration is as follows:
Conservatively estimated, total not to exceed chemical and equipment cost for one (1) month
for all scrubbers at the South Collier County WTP

300 gal /day x 30 days x $8.29 $ /gal = $74,610 + $1600 (One time chemical feed pump cost) +
$4000 (monthly lease controller /analyzer cost)" _ $80,210 total demonstration cost for one (1)

*The lease controller /analyzer cost will be applied to the purchase price of this equipment upon
successful demonstration and final purchase by Collier County.
Heyward/Weatherford will provide supervision /assistance to help install any necessary equipment
at no further charge to Collier County. Heyward/Weatherford will also be onsite, periodically, for
the duration of the demonstration to assure that the process is operating to the satisfaction of all
those Collier County associates involved. Tanks for storage of chemical are currently onsite and
will be provided by Collier County.
A final report will also be provided, which will outline the results of the demonstration.

Weatherford Engineered Chemistry is the sole manufacturer of Sulfa - Clear® WSC8640 -HF
and WSC8411 -C hydrogen sulfide scavengers. Further, Heyward of Florida, Inc., is the
exclusive distributor for the Sulfa- Clear@ family of products in the State of Florida.
Sulfa - Clear® is a patented chemistry that effectively removes H2S by means of a chemical
reaction. Sulfa - Clear@ is a polymeric amine condensate that breaks the bond of the H2S
molecule converting the hydrogen sulfide into a polyamine sulfide that will flow harmlessly
through collections and the wastewater treatment plant. The product comes as a finished
ready to use scavenger, requires no special handling and has a freeze point in excess of -20
degrees Fahrenheit.

[57] ABSTRACT
A composition adapted to convert hydrogen sulfide and
organic sulfides to nontoxic polymers. The compositions
comprise amine resin solutions made by reacting sterically
hindered amines such as selected diamines, triamines, amino
alcohols, and mixtures thereof, with aldehydes, aldehyde
donors, or the reaction products of lower alkanolamines and
lower aldehydes. The subject compositions are preferably
made by reacting the sterically hindered amines and alde-
hyde components in about a 1:1 molar ratio at a temperature
ranging from about 110° to about 120° R (about 43 ° to about
49° C.), using enough of the sterically hindered amine to
produce a reaction product having a pH ranging from about
10.5 to about 12. Streams containing hydrogen sulfide or
organic sulfides are preferably treated by contacting such
streams with from about 2 to about 4 ppm of the amine
solution of the invention per ppm of sulfide.

8411 C Chemical Product as Manufactured by Weatherford®
Dear Ms Abbott:
Both the North County Regional Water Treatment Plant (NCRWTP) and South County Regional
Water Treatment Plant (SCRWTP) use two -stage wet chemical scrubbers to treat the hydrogen
sulfide laden off -gas from the degasifier towers. A caustic solution in the scrubber removes
hydrogen sulfide from the gas. This caustic scrubber solution promotes carbonate and sulfur
scaling of the packing media, thereby reducing the H2S capture efficiency of the scrubber
system. Additionally, the scrubber blowdown (waste) water causes significant scaling issues at
the discharge lift station and within the sewer system at both facilities and precludes disposal
via deep well. Disposal of scrubber blowdown is required for acceptable operation of the water
treatment plants, and limited disposal options represent critical modes of failure and threaten to
compromise desired level of service.
The Sulfa Clear® 8411 C, as manufactured by Weatherford@), is a patented aqueous amine
resin, which has been proven to eliminate hydrogen sulfide odors using the wet chemical
scrubber technology. Weatherford Sulfa Clear promises to minimize scaling in packed towers
and sewer and allow alternate disposal to deep well. A pilot study is required to determine the
cost of using Sulfa Clear and to perform a cost - benefit analysis. As such, Carollo Engineers
recommends that Collier County perform a pilot study of the Sulfa Clear 8411 C @).
