$2,709,150.00 for the Bayshore Gateway Triangle Community Redevelopment Agency (CRA) to
execute CDBG Grant. Award # 10DB- D409- 21 -01 -K09 in FY 2012 for the Tertiary Stormwater
System Improvement Project in the Gateway Triangle Residential Area.

number to properly account and monitor grant activity for the Tertiary Stormwater System Improvement
Project in the Gateway Triangle Residential Area
BACKGROUND: The stormwater management system serving the residential section of the Gateway
Triangle is categorized as a "Tertiary" system. Tertiary stormwater systems are essentially wet and dry
detention and retention areas, swales and culverts that serve a neighborhood, ultimately discharging into a
secondary or primary system. The creation of Tertiary stormwater systems is not publicly funded in
Collier County; however, if these stormwater systems are in the public right -of -way, the maintenance of
these systems is performed by the Road Maintenance Department.
Poor stormwater management system performance was determined to be part of the cause of blight in the
Bayshore Gateway Triangle Redevelopment Area in 1999; from 1985 -2007 over $500,000 in flood
insurance claims were paid in the Gateway Triangle Area alone. Since its inception the CRA has sought
ways to improve local drainage. , To this end, the CRA contributed funds towards the purchase of 1.58
acres of land to help with the construction of the stormwater pond built by the Stormwater Department
between Linwood Ave and Francis Ave. The resulting 3.6 acre stormwater retention pond has alleviated
flooding problems along the western portion of the Triangle, populated by commercial properties. In this
section there remains to be sporadic flooding but the impacts of the flooding have decreased and time
required for flooding to drain has greatly diminished due to the new stormwater retention pond.
The benefits of the pond are not felt by the residential section, however, because there are no
interconnected swales.. and culverts in place to convey the stormwater to outfalls. In heavy rains, the
flooding can render streets impassable. Severe rains have the potential to cause property damage..
Construction of interconnected stormwater infrastructure will convey stormwater runoff to three
permitted outfalls, including the stormwater pond and lessen the impacts of flooding for the eastern
portion of the Triangle.
CONSIDERATIONS On November 10, 2009, Item 16G1, the Board of County Commissioners
accepted the Tertiary Stormwater System Improvement Plan for the Gateway Triangle Residential Area
and approved of the CRA's approach to executigg the Plan. On December 21, 2009 the Bayshore
Gateway Triangle CRA submitted a proposal for a Community Development Block Grant (CDBG)
Disaster Recovery Initiative (DRI) grant to the Collier County Department of Housing, Human and
Veteran Services to implement the Tertiary Stormwater System Improvement Plan for the Gateway
Triangle Residential Area. The Board approved a CDBG/DRI Grant in the amount of $2,709,150 to the
Bayshore Gateway Triangle CRA for construction of the area's Tertiary stormwater system. The Board
also approved the CDBG/DRI Grant Agreement with the Department of Community Affairs (Agenda
Item 16D10 on May 25, 2010) and a Sub- Recipient Agreement between the Board and the Bayshore

10-11, Gateway Triangle CRA for a portion of the above - mentioned grant (Agenda Item 16D7 on September 14,
2010).
FISCAL IMPACT: As a Sub - recipient, project expenses will be paid from Bayshore CRA Grant Fund
(717), Project 33189 with a subsequent reimbursement from the grantor, Health Human and Veteran
Services (HHVS). HHVS acts as a pass through agency for the federal CDBG/DRI program. Housing
Grant Fund (705), Project 33104.4 serves to account for the initial award to the County prior to sub -
awarding a portion of funding to the CRA.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, does not
present a legal issue and only requires a majority vote for Board approval —SRT.
GROWTH MANAGEMENT IMPACT• The implementation of the Tertiary Stormwater System
Improvement Project for the Gateway Triangle Residential Area promotes Goal 1 of the Drainage Sub -
Element of the Growth Management Plan which reads as follows: "Provide drainage and flood protection
for existing and future development, minimize the degradation of quality of receiving waters and
surrounding natural areas and protect the functions of natural groundwater aquifer recharge areas."
ADVISORY BOARD RECOMMENDATION• The Bayshore Gateway Triangle CRA Advisory Board
voted to recommend approval of this budget amendment.
RECOMMENDATION: That the Board approve a budget amendment to recognize grant revenue in the
amount of $2,709,150 for the Bayshore Gateway Triangle CRA to execute CDBG/DRI Grant Award #10-
DB-D4-09-21 -01 -K09 for the Tertiary Stormwater System Improvement Project in the Gateway Triangle
Residential Area.
