Recommendation to reject Bad No. 12 -5801 for the construction of the Collier Area Transit
Intermodal Transfer Station, at the Government Center.
OBE : To reject Bid No. 12 -5801 for construction of the Collier Area Transit
Intermodal 'Transfer Station and authorize Staff tore- advertise the bid.
CONSIDERATIONS. On August 1, 2007, CAT moved the passenger transfer activities to a
parking lot in the Collier County Government Center campus next to the Museum, after being
asked to relocate by Lorenzo Walker Institute of Technology due to their future campus
expansion. At the time. the transfer activities; were relocated to this location it was understood
that the location was temporary, until a permanent location could be found to construct
permanent facilities on site.
On April 8, 2008, the Board of County Commissioners (BCC) approved a resolution designating
a 1.2 acre parcel of land, within the Collier County Government Center campus, for the
constriction of the primary intermodal transit passenger transfer facility. Upon designation of
this site for the Transfer Facility, the BCC identified the completion of the transfer facility as a
task on the County Manager's Action Plan,
In May 2009, Collier County was awarded an Intermodal Grant in the amount of $_1,300,000 and
entered into an agreement with the Florida Department of Transportation (FDO_T) to commit the
match for this grant which was comprised of $1,019,000 in land value and $281,000 of in kind
(staff) services. The Intermodal Grant did not allow sufficient funding for construction. Staff
pursued and was awarded a Transportation Regional Incentive Program (TRIP) grant to fully
fund construction. On July 26, 2011, the BCC entered into an agreement to receive TRIP funds
in the amount of $1,400,000 and to provide the required 50 % match of $1,400,000. The Board
also directed the County Manager to split the project into two parts, bidding the base facility
(ground floor) as the primary project and the second floor addition as an alternate that would be
constructed only if the bids received are favorable and the Board authorizes its inclusion in the
construction contract. The modifications to the design for the project were completed,- in
response to Board direction.
The Purchasing Department advertised the solicitation for bids on October 22, 2011. Email
notices of the bid were sent to 1,207 firms; 141 firms downloaded the bid and six (6) bids were
received on the due date of November 28, 2011.
Total bid prices ranged from $4,214,800 to $5,787,000. Subsequently, during review, staff
determined that the lowest bidder was not responsive and that vendor withdrew their bid. Other
bidders were contacted and it was discovered that there were some discrepancies in the plans and
specs that needed to be clarified. Accordingly, staff is recommending that the package be
reviewed and updated as necessary and re- solicited.

�-. In accordance with recent changes to Section 119.071(1)(b)3, Florida Statutes, staff is not
entering the tabulated price detail from each bid into the public record at this time. That
information will be released after the next bidding process is completed.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving
this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval —SRT.
RECOMMENDATION: That the Board of County Commissioners (1) reject Bid No. 12 -5801
for "Construction of the Collier Area Transit Intermodal Transfer Station ", and (2) and authorize
Staff to reissue a modified bid invitation.
