At the regular meeting of the Immokalee Lighting and Beautification M.S.T.U.
Advisory Committee on Judie 29, 2011, the Committee voted unanimously to recommend to the BCC that
the Imamkalee CRA =an= the motive and management duties of the Immokalee MSTU.
During the July 27, 2011 meeting, the Committee requested 69 CRA staff request duet the BCC.delinaft
funds in the Immokalee Beautification MSTU (Fund 162) budget to be transferred to Fund (186),
Immokalee CRA, for the purpose of funding a "MSTU Project Manager" as a pamanenit, full-time
position under the auspices of the CRA. The Committee also requested that staff request of the CRA that
a now position be erected in the CRA entitled MSTU Project Manger.
The CRA's Local Advisory Boar+d,for the Immokele a component closely monitors the CRA staff's work,
workload and pW= in accomplishing the goals and objectives of the Redevelopment Plan.
On August 17, 2011 at a publically advertised regular monthly meeting, the Local Advisory Board
dined the merits of augmentation of the current CRA staff in FY12 based on the MSTU and ipated
work lam and planned projects. The Advisory Board rid that the CRA approve the creation of
an additional CRA Full Time Employee (FTE) position (MSTU Project - BCC Pay 22),
under ft CRA Executive Director, to be fully funded in for FYI from the Immokalce on
MSTU (Fund 162)
Oar Ausust 8, 2011, the County Manager received a letter from the Immokalee CRA Executive Director
requesting that then won and management of the Immckalee Beautification. MSTU be trandu red -
fim the Growth Management Division to Immokelee CRA staff, With this change the tirtursfex of fiords
from Immokalee Beautification MSTU (Fund 162) to the MSTD General Fund (Fund 111) for staff
support will be discontinued. The County Manager and Growth Management Division Administrator,
agree with that request.
FISCAL iflrII'&a: The amiapated , cost of adding a Project Manager is $76,000 including salary,
benefits and anticipated operating and equipment costs. Funds are available within the Immokalee
Beautification MSTU Fund (162) FY 12 budget. The funding win be provided from eliminating the
transfer fntsm Immokalee Beautification MSTU Fund (162) to landscape & MSTU's Operations in Fund
011) making $33,600 available. The balance of $42,400 will come from Inmmokslec Beautification
MSTU Fund (162) lmgenovewents General budget, A budget amendment appropriating ftmds noted above
into Personal Services and operating expenses and providing for the transfer between Immokalee
Beautification MSTU Fund (162) and Immokalee CRA Fund (186) will be required. The feted
transfer from the flee Beautification MSTU to the MSTD General Fund will be mod.

n LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority vote for approval. This is a companion item to 17B (Amending
Ordinance 2003 -52), and the reason behind the change to this ordinance. -JAK

RECOMMENDATION: Recommendation that the Board of County Commissioners approves the
transfer of administrative and management duties for the Immokalee Beautification Municipal Service
Taxing Unit from Growth Management staff to Immokalee Community Redevelopment Agency (CRA)
staff to become effective October 1, 2011; direct the Budget Office to discontinue the annual transfer of
funds from the Immokalee Beautification MSTU (Fund 162 } to the MSTD General Fund (Fund 111), and
that the Collier County Board of County Commissioners, acting as the Community Redevelopment
Agency authorize the creation of a Full Time Employee position (MSTU Project Manager) for FY 12;
authorize the Executive Director to advertise the position; hire a qualified applicant; and approve
necessary budget amendment.
