QALI CTIVE: To approve a letter of authorization for, Southwest Florida Crime Stoppers, Inc.
as a non- profit agency to: act as permanent agent for Collier County.
EMIDERATION& In sections_ 16.555 and 938.06 of the Florida Statutes- the regulations and
conditions fbr the Crime Stoppers Trust Fund are detailed. To enable the Southwest Florida
Crime Stoppers, Inc. a non -profit agency to apply and receive monies from this fund on behalf of
Collier County they require a letter of appointment and support from the Collier County Board of
County Commissioners.
The request for this action has come from the Collier County Sheriffs office and their liaison
Cpl. Lee Van Gelder.
Attached is information on the Crime Stoppers organization and the relevant Florida statutes.

Please allow this letter to serve as certification that the Collier County Board of County
Commissioners hereby authorizes Southwest Florida Crime Stoppers, Inc., a non -profit
agency, to act as its permanent agent for the purpose of applying for and receiving monies
from the Crime Stoppers Trust Fund, as provided for in Sections 16.555 and 938.06, Florida
Statutes. n
In the event that Collier County should ever take action to revoke this authorization we will
provide notification as such. The Collier County Board of County Commissioners authorized
its Chairman to execute this Letter of Agreement at its regular meeting of November 8,
2011.
On behalf of Collier County, we look forward to Southwest Florida Crime Stoppers Inc.
receiving the appropriate grant funding from the Crime Stoppers Trust Fund to serve this
area.

CRIME
STOPPERS
History
Southwest Florida Crime Stoppers is a 501(c)(3) program designed
to fight crime through the joint efforts of law enforcement, the news
media, and the public. Crime Stoppers pays cash for information
that leads to an arrest, an indictment, or the recovery of stolen
property or banned substances. The tipster's information is
received through segregated telephone lines within the Lee County
Sheriffs headquarters facility located off Six Mile Cypress Parkway
in Fort Myers. No caller information is taken, nor is the call
recorded in any manner. Trish Routte, a Lee County Sheriffs Office
employee, is currently the coordinator and administers the office.
The original Crime Stoppers program was founded in Albuquerque,
NM in 1976. Today Crime Stopper programs are located worldwide.
Our program that serves Charlotte, Collier, Glades, Hendry, and
Lee counties, began in 1981. Southwest Florida Crime Stoppers is a
member of the Florida Association of Crime Stoppers (FRCS) and
Southeastern Crime Stoppers Association.
Southwest Florida Crime Stoppers has a Board of Directors
composed of members of our community. All of the Board members
are volunteers. The Board meets monthly and guides the program
through fund raising activities and by assisting with the education
of the general public.
Southwest Florida Crime Stoppers receives no tax dollars. Our
funding is the result of contributions from businesses, individuals,
and service organizations in addition to the Crime Stoppers Trust
Fund. This trust fund is administered by the Office of the Attorney
General. The trust fund money is assessed at the time of sentencing
by trial judges in the Twentieth Judicial Circuit that covers our
service area.
Since the inception of the Southwest Florida Crime Stoppers
program tips have resulted in more than 4,891 arrests and more
than 10,131 cases closed. In addition, property and narcotics valued
at more than $11,681,341.00 have been recovered. As of January 31,
2o11, 69 arrests have been made, 186 cases have been cleared and
$18,685 in rewards have been approved.
A long list of murder suspects, robbery suspects, thieves, fugitives
and hit and run drivers have been put behind bars this year thanks
to your anonymous tips. Even the smallest piece of information can
be helpful, so call us with what you know - and if it leads to an
arrest, we'll make sure you get the cash!

EXECUTIVE BRANCH ATTORNEY GENERAL
16.555 Crime Stoppers Trust Fund; rulemaking.-
(1) As used in this section, the term:
(a) "Department" shall mean the Department of Legal Affairs.
(b) "Units of local government" shall mean the various city and county governments of the state.
(c) "Crime Stoppers" shall mean members of the Florida Association of Crime Stoppers,
Incorporated, a Florida Corporation.
(2) The department shall have all the powers necessary or appropriate to carry out the purposes and
provisions of this act.
(3) The department shall establish a trust fund for the purpose of grant administration to fund Crime
Stoppers and their crime fighting programs within the units of a local government of the state.
(4)(a) The department shall make applications for all federal and state or private grants which meet
the purposes of advancing Crime Stoppers in the State of Florida. Upon securing such grants, the funds
shall be deposited in the "Crime Stoppers Trust Fund."
(b) The proceeds of the court cost imposed by s. 938.06 shall be deposited in a separate account in
the trust fund, and within that account the funds shall be designated according to the judicial circuit in
which they were collected. The funds in this account shall be used as provided in paragraph (5)(b).
(5)(a) The department shall be the disbursing authority for distribution of funding to units of local
government, upon their application to the department for funding assistance.
(b) Funds deposited in the trust fund pursuant to paragraph (4)(b) shall be disbursed as provided in
this paragraph. Any county may apply to the department for a grant from the funds collected in the
judicial circuit in which the county is located under s. 938.06. A grant may be awarded only to counties
which are served by an official member of the Florida Association of Crime Stoppers and may only be
used to support Crime Stoppers and their crime fighting programs. Only one such official member shall
be eligible for support within any county. In order to aid the department in determining eligibility, the
secretary of the Florida Association of Crime Stoppers shall furnish the department with a schedule of
authorized crime stoppers programs and shall update the schedule as necessary. The department shall
award grants to eligible counties from available funds and shall distribute funds as equitably as possible,
based on amounts collected within each county, when more than one county is eligible within a judicial
circuit.
(6) The department shall adopt and enforce rules to implement the provisions of this act. Such rules
shall include, but shall not be limited to:
(a) Criteria for local governments to apply for funding from the "Crime Stoppers Trust Fund" in
order to aid in local law enforcement as provided in this section.

(b) The limits of funding to be distributed to local government units based on a pro rata share of
grants made available through the "Crime Stoppers Trust Fund" pursuant to paragraph (4)(a), and
criteria for the equitable distribution of funds available pursuant to paragraph (4)(b).
(c) Provisions for the return of unused funds to be redeposited in the "Crime Stoppers Trust Fund" if
for any reason the unit of local government does not use the funds as intended within an agreed upon
time.
(d) Provisions for the coordination with appropriate governmental agencies to support and enhance
efforts to train the public in crime prevention methods and in personal safety principles, especially for
citizens who live in, work at, or frequent locations having high crime rates.

CRIMINAL PROCEDURE AND CORRECTIONS COURT COSTS
938.06 Cost for crime stoppers programs. —
(1) In addition to any fine prescribed by law, when a person is convicted of any criminal offense, the
county or circuit court shall assess a court cost of $20.
(2) The clerk of the court shall collect and forward, on a monthly basis, all costs assessed under this
section, less $3 per assessment as a service charge to be retained by the clerk, to the Department of
Revenue for deposit in the Crime Stoppers Trust Fund, to be used as provided in s. 16.555.
(3) As used in this section, the term "convicted" means a determination of guilt that is the result of
a trial or the entry of a plea of guilty or nolo contendere, regardless of whether adjudication is
withheld.
