(Commissioner Hiller's request) Continue Item 16E5 to the December 13.2011 BCC Meeting_ Recommendation to approve and authorize the Chairman to execute Amendment #3 to Collier County's contract n 11/8/2011 Item 16:13.17. Recommendation to accept an update on assessment of and improvements to Domestic Animal Services enforcement operations. Objective: To provide the residents and visitors of Collier County with animal control enforcement services that meet their expectations. Considerations: in response to public input received at the September 24, 2011 Domestic Animal Services Advisory Board (DASAB) meeting, Domestic Animal Services (DAS) solicited the expertise of an external assessment team to review the department's enforcement operations. The team was composed of: Sgt,. David Estes with the Collier County Sheriff's Office Agricultural Unit and the law enforcement representative to DASAB; Capt. Dave Walesky, Operations Executive with Palm Beach County Animal Care and Control and Vice President of the Florida Animal Control Association; Jake Sullivan, Collier County Senior Park Ranger; and Belen Brisco, Animal Welfare Consultant. The team met October, 13, 2011 and reviewed two to three days' worth of work completed by each DAS Animal Control Officer. Dana Alger, Animal Control Supervisor, provided procedural input for the team's consideration. Following this review, the team then met privately to evaluate enforcement operations as presented and summarize their findings. Belen Brsco authored a recommendations memo which was reviewed and approved by all members of the assessment team prior to issuance to DAS on October 18, 2011. Staff concurs with the findings and recommendations of the assessment team. Supervision has issued a directive to all enforcement staff members implementing any immediately actionable items. Some recommendations require the creation or revision of current policies, procedures, forms, and reports, all of which are under development. The recommendations of the assessment team and revised policies and procedures for the enforcement section of DAS will be presented at the November 15, 2011 DAS Advisory Board meeting. Pending DAS Advisory Board and public input garnered then, policies, procedures, and guidelines will be finalized, and directives will be issued to enforcement staff regarding implementation of same. Some items may require revision of the Animal Control Ordinance and, therefore, Board of County Commissioners approval. Subsequent to the November 15, 2011 DASAB meeting, staff will develop a project plan for necessary Ordinance revisions as determined by DASAB with public input. MEMORANDUM n TO: AMANDA TOWNSEND FROM: DAVE WALESKY, JAKE SULLIVAN, DAVID ESTES AND BELEN BRISCO DATE: October 18, 2011 REGARDING: ANIMAL CONTROL ASSESSMENT MEETING ON OCTOBER 13, 2011 Per your request, here is our assessment of current procedures used by Domestic Animal Services in Collier County. After reviewing ACO's daily log records and discussing some of the cases, the following are our recommendations: • DEVELOP MORE DETAILED AND CONSISTENT CASE REPORTS o The more detailed the information (including photos), the better success the next officer will have in handling the same call or complaint for follow up and resolution. • DEVELOP MONTHLY STATUS REPORTS FOR ACO'S • Number of days worked • Total Calls completed /average per day o Total Miles Driven • Total Animals Impounded • Total Citations Issued • Total Warnings Issued Provide feedback good or bad to the ACO's and rank each ACO in each area. • REVISE LOG SHEET TO CAPTURE REQUIRED INFORMATION AND ENSURE THAT IT IS CONSISTENTLY FILLED OUT • This should detail how the ACO spent their day beyond calls completed. • Include Vehicle Checklist to ensure safety of animals, cleanliness, working conditions of vehicle, etc. • DEVELOP RANDOM AUDIT PROCESS —Standard Scoring Sheet then review certain number of case reports monthly and give feedback to ACO. • DEVELOP AN ENFORCEMENT GUIDELINE /DIRECTIVE /POLICY WHICH CLEARLY STATES WARNING VS. CITATION in certain situations and the need for justification when ACO discretion is used in those situations. Stress the points of the Guideline /Directive /Policy in the field training officer program. • RE- EVALUATE "ANONYMOUS" RESPONSE CRITERIA o Recommended for abuse or neglect only • NUISANCE CALLS o Send letter on first call if criteria meets low priority 0 2nd call, send officer • POSSIBLY ELIMINATE 30 DAY LETTER OR USE IT AS 1ST RESPONSE TO MINOR COMPLAINTS o Conflict with 7 day warning and then 30 day sent— (want to mention here again the idea of going with this to enable the "offender" the availability of the low cost clinic held monthly to come into compliance.)
