mph) to forty miles per hour (40 mph) on Vanderbilt Drive (CR 901) from 9th Street to
Bonita Beach Road at a cost of approximately $500. (Staffs request due to speed limit study
report)
Withdraw Item 16A21: Recommendation to award Bid #11 -5700 for "Devonshire
Boulevard Landscape & Irrigation Refurbishment Project" to Hannula Landscaping &
Irrigation, Inc. in the amount of $278,818.46; and reject the bid from Ameri- Pride, Inc.
Improvements will be funded by residents of the Radio Road Beautification MSTU. (Staffs

Agency (CRA) approve the CRA staffs submission of amendments to the Bayshore Gateway
Triangle Mixed Use Overlay to County staff for incorporation into the BCC - approved Land

language will be reviewed by County staff and incorporated into their submission to be

EXECUTIVE SUMMARY
Recommendation for the Community Redevelopment Agency (CRA) to approve a zero
dollar change and modification to a Commercial Building Improvement Grant Application
between the CRA and a Grant Applicant within the Bayshore Gateway Triangle area. (3639
Bayshore Drive) Fiscal Impact: none.
OBJECTIVE: To approve a zero dollar change and modification to an approved Commercial
Building Improvement Grant Application between the CRA and Captain Slap, LLC, owner of
property at 3639 Bayshore Drive.
CONSIDERATIONS: The purpose of the grant program is to provide an incentive to revitalize
the area by providing matching grant funds to encourage the private sector to upgrade /rehabilitate
commercial properties. The CRA provides a project cost -match of 50% from Tax Increment
Funds capped at $30,000 for exterior improvements and capped at $20,000 for interior
improvements (provided the exterior improvement's costs reach the cap amount). Remaining
project dollars are provided by the applicant.
The original Commercial Building Improvement Grant application (Exhibit A) submitted by
Captain Slap, LLC, owner of the commercial property at 3639 Bayshore Drive, Naples Florida,
34112, was approved by the CRA Board on July 26, 2011 — Item 16B6 for $50,000.00. The
applicant is requesting a zero-dollar change to the application that will allow a substitution in
flooring contractors from those approved with the original request. It was determined that the
original flooring contractor had left out a necessary part of the scope which was to include floor
preparation. The replacement contractor has included it in the bid. One new bid to be changed out
has been submitted and both flooring contractors bids are attached (Exhibit B), along with a
breakdown of all contractors and the total project cost (Exhibit Q.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney Office and
is sufficient for Board consideration and approval. It requires a majority vote for approval. -STW
FISCAL IMPACT: None. Sufficient budget exists within Fund (187) FY -12 budget to satisfy
this application. Of the $426,600.00 in the TIF Grants FY -2012 budget, $261,817.00 has been awarded
by the CRA Board in fiscal years 2010 and 2011 and $164,783.00 remains for FY -12. This grant award is
accounted for in the encumbered funds total of $261,817.00, and therefore has no additional fiscal
impact.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the CRA Board approves zero dollar change and accepts a
modification to an approved Commercial Building Improvement Grant Application between the
Community Redevelopment Agency and Captain Slap, LLC, owner of the commercial property at
3639 Bayshore Drive, Naples Florida, 34112 in the amount of $50,000.00.
