Mcllvane Marsh Preserve to Railhead Scrub Preserve Phase II. The USPWS agreed that the
funds originally allocated for Mcllvane Marsh would be put to better use at Railheatl Scrub
Preserve Phase II. This decision resulted in Modification No 6, of the Cooperative Agreement.
Additionally, Modification No. 6 extends the Cooperative Agreement's Period of Performance
from June 3D, 2015, to September 30, 2016, and revises the Cooperative Agreements
Reporting /Delivery Requirements. In addition to the original Reporting /Delivery Requirements
that were set forth in the Cooperative Agreement, the County will now be required to submit an
annual Federal Financial Report (Standard Form 425) within 90 calendar days after the
agreement year and a final Federal Financial Report (Standard Form 425) within 90 calendar
days after the expiration date of the agreement or termination of support. The Conservation
Collier staff member managing the grant project has the ability to submit these forms.
FISCAL IMPACT: There is no fiscal impact associated with this Rem. Funds were previously
recogmi under Mortification 114, remain unspent and are budgeted within the Natural
Resources Grants Fund (117). Reassignment of the project scope under Modification #6
requires no further action. It should be noted that at the time $21,500 was awarded for
Mcllvane In Modification #4, a non- required match of $21,000 was committed to the project.
With the subsequent modification (>M), the non - required local commitment of $21,000 will now
be applied toward the Railheatl Scrub Preserve.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board Action and has been
reviewed by the County Attorney's Was A majority vote is required for approval. - SNJ
GROWTH MANAGEMENT IMPACT: The project will support Objective 7.3 of the Conservation
and Coastal Management Element, which requires the County to continue to implement
programs that conserve and protect endangered and threatened wildlffe species.
RECOMMENDATION: That the Boat of County Commissioners accepts Modification No. 6 of
USFWS Cooperative Agreement No. 401815J021 to fund turret restoration at the Railhead
Scrub Preserve.

This Cooperative Agreement is being implemented in order to facilitate habiat
restoration and improvement primarily for Federal trust resources on wetlands,
floodplains, rjpwim areas, and uplands. Projmts will be undertaken in cooperation
between the Service, Collier County and BUM in the location, planning, and
implementation of specific practices on lands purchased draii the Conservation
Collier Program, in Collier County, Florida. This agreement provides fimding from the
Service to Collier County for ranging out parecrs and activities as identified in the
Scope of Work (Article h).
N. BACKGROUND:
The Service, Collier County and BUM have responsibilities and goals for conserving
natural resources:
a) The Service has primary responsibilities related to Federal mat sperim and Weir
nations, such as endangered and threatened species, migratory bads,
aredromons fish, and wetlands.
b) The Conservation Collier Program is a taxpayer -fuadd initiative c acquire,
pmtedt restore and manage environmentally sensitive lands within Collier
CoantyforthebmeR tofpresmtmrdfuturegenemdons. GoalsofWepmgam
incline: protection ofbiologW vslues including unique and endangered native
plant communities, wetland and listd species habitat protection of water quality
and re uroes; eNrancemmt and pmtecro en of current conservation lauds
through fraction as a buffer, ecological linc or baboar corridor, and
eNaticement of flood protection. Properties will be managed to nnaivtam their
ecolagcal values, and provide ra tual resource based recreation and educational
Opportunities.
c) ne BUM incorporates ecosystem management concepts involving 'place -bated
mavagemevt" that brings together regionally diverse interests to develop
flexible, innovative strategies to address local upland Invasive plant management
issues in Florida. All three organizations share ran" interest and concern for
the pi tection and conservation of 91 Pan and wildlife resources.
The Service has implemented the Prancers for Fish and Wildlife (Partners) Program. This
Program Sheds the Service to work mopemtively with hate natural nesowces agencies,
counties and municipalities, non -profit organisation and Others in carrying out the

3. Assist, as needed, in the identification and selection of sites and practices to be
implemented, according to the project selection criteria provided in Attachment A.
4. Provide other reasonable technical assistance as requested by Collier County.
C. Specifically, Collier County will

Collier County will retain such records for a period of three (3) years during which
time these records shall be made available upon request to the Service for review
and audit.

6. Collier County will maintain the improvements to the wildlife habitat on the
Property for a minimum of 10 years.
D. Specifically, the BERM will:
1. Provide Collier County information on projects funded though me BERM
including project costs, acres treated, species traded and treatment dates.

improvement project under this agreement, Collier County's Project Officer will
provide the Service Project Oddest with an avervrew summary report, including
any recommendations for additional studies or information needed to further
support habitat restoration or improvement assoeinted with the contest project.
Also Collier County shall document the before and after pojmt habitat condition
by taking print or digital photographs necessary to adequately depict site
conditions. A copy of such photographic materials shall be provided to the
Service Project Officer.
B. Final Financial Status Report: Within 90 days after completion of this awand, the
Recipient shall submit to the Service Administrative Oftca a fund Financial

XIR. TERMS AND CO)vDITIONS:
The Department of me humor regulations governing assistance agreements with

The Conservation Collier Program is a taxpaver- funded initiative that was approved by voters in
November 2002. It is a program to acquire, project, restore and manage environmentally
nsiuSelandswiMln Collier County. Currently four properties have been acquired through the

Collier County Barefoot Beach preserve is located approximately 2.5 miles m effoost of the
Railhead Scrub Preserve, while Corkscrew Regional Ecosystem Watershed lands are
approximately 3.5 miles northeast ofthe Railhead Scrub Preserve. Roth o£them protected areas

Funds, if received will be used to remove invasive exotic vegetation from the Railhead Scud
Preserve property. ARhough the entirepamel will be oeated, it is approximated tbat at least to

The Mollvme Marsh property is located in Sections 29 and 30, Township 51 S, Range 29E
Within the southern coastal area of Collier County, Florida. The 389- acre site contains
primarily mangrove Swamp, hoard ponds and sloughs, salnvatef marsh, vmtiand hardwood
forest, and pine Darwoods. See Map 1.

Adjoining state and federal conservation lands include the Ten Thousand lslands National
Wildlife Refuge, Collier Seminole State Park and Rookery Bay National Estuarine Reseasch
Reserve (RBNERR). See Map 1.
DESCRIPTION AND PURPOSE OF PROJECT:
The proposed project is to chemically neat identified exotics located on an 80 -acre pastel.
Approx. 5 acres has 5 -25% Brazilian pepper, 5 acres has 5- 95 %Melaleuca aM 4 acres has 5 -
]5 0 lygodium. See Map 2.
A contractor will be hired to conduct a chemical kill in place treamsent in mess of dessse invasive

responsibility of the contractor. The contract or will take precautions to avoid harming my native
vegetation or wildlife.
The vegetton will be cut at or below grade, treated with an appropriate herbicide per label rates
and left in place. The use ofequinnent will depend on site - specific conditions.

is also working to coordinate overall exotic removal and mamgemeat within the Mcfivsua

EXPECTED BENEFITS TO FEDERAL TRUST SPECIES (specify and briefly describe
for all endangered, threatened, and candidate speries, migratory birds, etc.):
Targn species include listed and von -lined bird, fish, reptile and assured] species that use the
marsh for feeding and raising young, including those observed within the mersh in 2006
RBNERR wildlife surveys. Bird identified by FWC as of greatest wnservdon neat include
snowy elect, time blue heron, tricolored heron, and white ibis. Identified at risk fish species
include silversides, alligator gar, mullet, sheepshead, and snook.
Umbrella species tarodd include American Alligator and American Crocodile. Alligators and
Americas crocodiles play a vital role in the food chain oftheir ecosystems.
Mevuvals observd by RBNERR in wildlife surveys in the marsh include bobcat, Florida rabbit,
raccoons and white -wiled deer. Florida black bear are expected to use this area and Florida
panther telemetry data gathered by FWC show this area used by Florida Psutf.
Specific population objectives do not exist; however, Rookery Bay NERR is monitoring the
heelth of fish populations in Mellvane Marsh to provide data which aids in development of local
commercial and sport fishing popuafion protections surd regulations. Removing exotic
vegetation and allowing native vegetation to grow he its place will create more habitat for the at-
risk birds and reptiles listed above as well as the endangered Florida another.
