PROCLAMA TION
WHEREAS, substance abuse is a public health problem that affects many families; and
WHEREAS, ninety percent of Americans who meet the medical criteria for addiction started using
alcohol or drugs before the age of 18, seventy -five percent of all high school students
have used addictive substances and one in five students meets with criteria for addiction;
WHEREAS, there are approximately 28, 000 fatal unintentional drug poisonings annually in the United
States and drug - related fatalities exceed deaths due to motor vehicle accidents; and
WHEREAS, the Narcotics Overdose Prevention d Education (NOPE) Task Force was established in
2004 as a prevention initiative and provides treatment support, education, support for
families and advocacy about adolescent substance abuse; and
WHEREAS, the NOPE Task Force targets youth by providing graphic and emotional presentations
delivered by law enforcement, the judicial system, recovering addicts and surviving family
members to warn of the dangers of substance abuse; and
WHEREAS, the NOPE Task Force hold a vigil in honor those who have died or are struggling with drug
dependence; and
"114EREAS, the NOPE Vigil strives to raise awareness and open doors to eliminating the prejudice
that has followed the disease of addiction in an effort to encourage individuals to seek
help; and
WHEREAS, the Collier County NOPE Vigil will be held on October 25, 2011 at 7 p.m. at the County
Courthouse.
NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier County, Florida,
that October 25, 2011 be designated as
NOPE National Candlelight Vigil Day
