EXECUTIVE SUMMARY
Request that the Chairman of the Board of County Commissioners formally request that the
Clerk of the Courts assist in training County staff on the proper submission of invoices.
OBJECTIVE:
1. To establish a better collaboration with the Clerk of the Courts, specifically, accounts payable.
2. To educate County staff in the proper preparation and submittal of invoices.
3. To create a process by which County invoices are timely submitted and timely paid.
CONSIDERATIONS: Recently, the Board of County Commissioners has had to address several
unfortunate issues relating to the manner in which invoices are presented to the Clerk of the Courts
for payment. Not only were invoices submitted for work not performed, but also many invoices
presented to the Clerk for payment were based on expired contracts. Additionally, several
contractors for the County have complained that they are not paid for their work in a timely
manner.
I believe these problems can be resolved by educating County staff in the proper preparation and
submittal of invoices to be paid the County. Accordingly, I am requesting that the Chairman draft
a letter to the Clerk of the Courts asking for his assistance in this training process.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item, which is legally
sufficient and requires a majority vote. - JAK
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Chairman of the Board of County Commissioners draft a letter
to the Clerk of the Courts requesting assistance in training County staff in the proper preparation
and submittal of invoices.
