OBJECTIVE: Recommendation that the Board of County Commissioners review and approve
the proposed FY 2011-2012 Action Plan for Chris Curry, Executive Director, Airport Authority.
CONSQ)ERATlONS: The Executive .Director of the Airport Authority. reports directly to the
Board of County Commissioners. In order to assure that the Executive Director's work
performance is coordinated with the direction of the full Board, the Executive Director's contract
requires that an annual Action Plan be developed by which the Executive Director will be
. evaluated throughout the fiscal year. Specifically, the Agreement provides as follows:
"The Authority and Employee shall negotiate in good faith to establish, within
one hundred and twenty (120) days after execution of the Executive Director's
Employment Agreement, a performance based merit system through which
Employee shall be eligible for a merit adjustment upon the.successful.completion
of measurable goals and objects to be completed or attained by the Employee
during each fisca1year of this Agreement."
~ Attached to this Executive Summary is a prop(>sed Action Plan. The intent of the Action Plan is
to establish objective performance standards by which the Executive Director can be evaluated.
The Plan also includes specific goals and objectives which I hope to achieve this year.
FISCAL IMPACT: There is no fiscal impact associated with approval of this Action Plan.
GROWTH l\fANAvEMENT IMPACT: There is no growth management impact associated
with this item.
RECOMMENDATION: The. Board of County Commissioners review and approve the

FY 2011/2012 Action Plan
Chris Curry, Executive Director, Airport Authority

The Executive Director of the Airport Authority is the Chief Operating officer of the Authority,
and works under the direction of the Board of County Commissioners, acting as the Airport
Authority. The Executive Director shall:
· Be responsible for the administration, management and operation of the County
airports and airport facilities.
· Formulate and prepare recommendations regarding policies, rules and regulations,
directives, programs, agreements, sub-leases, leases, contracts, and all other
documents that require consideration, action, or approval of the Authority.
· Implement all lawful directives of the Authority.
· Prepare annual budgets and annual reports for approval of the Authority and the
Board.
· Recommend employment, direct, supervise, and recommend personnel actions
regarding Airport Authority employees in accordance with the County's Human
Resources Policies and Procedures.
· Carry out other powers and duties as may lawfully be assigned by the Authority.

It is my goal to make the Collier County Airports more self-sufficient. At the Immokalee
Regional Airport, I requested two appraisals to determine fair market value pricing. These
appraisals were used to assist with the new Rates and Charges schedule. In the future,
the same appraisal format will be used for Marco Island Executive Airport and Everglades
City Airpark.

The Collier County Airports has experienced a few minor accidents with single engine
aircraft pilots this year but none that involved loss of life. There were no accidents that
the FAA attributed to an unsafe airport environment.
We will continue to enhance and maintain airport equipment in a good state of repair to
ensure a high level of safety. Policies and regulations will be updated to provide current
safety practices utilized in the industry. In addition, recurring training will be
administered to all employees to ensure exposure to the best industry standard practices.

The airports made great strides this year to become more Self-Sufficient. This is a ___
requirement of Collier county, Federal Aviation Administration and the state of Florida

The administrative alignment of the Airport Authority was changed significantly last year.
The former Airport Authority is now the Airport Advisory Board and the Board of County
Commissioners serve as the Airport Authority. As such the Administrative Code for the
Airport Authority is outdated. The Airport Rules and Regulations and Minimum Standards
have not been updated to reflect current operational requirements.

Administrative Code or variation thereof, to ensure we are in compliance with current
county, state and federal standards. We will also ensure that all airports comply with the
requirements for grant assurances.

9. Identify Projects by Priority to Obtain Grant Opportunities
The most beneficial means to develop county airports is through federal and state grant
opportunities. The Collier County Airports have a twenty year master plan that is
required to receive the greatest potential of grant funds.
The Airports will continuously update the Joint Automated Capital Improvement Plan to
ensure our projects are prioritized. We will work closely with the MPO, FOOT and FAA to
ensure that information and costs provided are accurate. We will also seek other grant
opportunities that may be available through other agencies.

10. Client Satisfaction/Customer Service
We are striving to provide the highest level of customer service to our tenants and visiting
pilots.
This year we will develop a customer service form to help us to better evaluate our
performance. We will also monitor websites that allow pilots to comment on their
experience at our airports. I have attached the comments received via AIRNAV for all
Collier County Airports over the past year.

11. Upgrade Safety and Security at the Airport's
Over the past year, we have noticed issues associated with the security at the Collier
County Airports. We have conducted an independent security evaluation to determine
alternatives to improving security
We have noticed that the County has a great security monitoring program located on the
County campus. Marco Island Executive Airport has a grant to upgrade security and we
are also seeking one for the Immokalee Regional Airport. We would like to have
connectivity with the County campus to enhance our security with 24 hour monitoring.

Airports are an intregal part of communities and serve as generators of economic
development. The public must always be reminded of those benefits.
I will continue to promote the advantages of an airport to the communities and will seek
to be a good ambassador. I have attended rotary meetings, Community Redevelopment
Agency (CRA) meetings, met with the editorial board of the Naples daily news, Greater
Collier County Chamber of Commerce and became a member of the Eastern Collier
County Chamber of Commerce. I will continue to seek other ways that I can adequately
serve to enhance the relationship between the Airport's and communities.

EXECUTIVE DIRECTOR'S EMPLOYMENT AGREEl\fENT

THIS AGREEMENT is made and entered into this lSll1 day of September, 2010~ by and
between the Collier County Board of County Commissionerst in their capacity as the governing
body of the Colller County Airport Authority (hereinafter referred to as the "Authority"), and
Thomas C. Curry (hereinafter referred to as the "Employee").
\VITNESSETH:
\VHEREAS, the Authority desires to employ the services of Thomas C. Curry as its
Executive Director; and
WHEREAS. it is the desire of the Authority to provide certain benefits, to establish certain
conditions of employment, and to set working conditions for this position; and
WHEREAS. Thomas C. Curry desires to accept cmp I o)ment as the Executive Director of
the Collier County Airport Authority.
NOW, THEREFORE, in consideration of the mutual covenants herein contained, the
parties agree as foHows:
Section 1. Role and Duties The role and duties of the Executive Director are as set forth in
Ordinance 2010-10. and the Airport Authority Administrative Code, as both may be amended from

Section 2: Term
A. Employee agrees to remain in the exclusive employ of the Authority until
September 30, 2013, from the effective date of this Agreement, and nei.ther to
accept other employment nor to become employed by any other employer until
tennination of employment pursuant to tIris Agreement.
B.
Neither party has any right to renew or extend this Agreement. HOVitever, on or
before September 30th of the year immediately preceding the then ending year of
this Agreement, including any applicable extensions. the teon of this Agreement
may be extended for a period of hvo (2) years by the mutual written agreement of
the Authority and the Employee. Although both parties retain. the right not to
extend this Agreement with or without reason or cause, it is contemplated.fhat the
Authority will base its decision on the question of whether or not to grant the
extension of the tern} of this Agreement on (1) the Employee's performance and (2)
the Employee's ability to successfully achieve goals mutually developed and agreed
to by the Employee and the Authonty. Notwithstanding the foregoing, the end date
of the first extension term, if implemented, will be September 30th, so that the term
ofthis Agreement will ultimately correspond with the County's fiscal year.

Section 4: Termination and Severance Pay
Subject to the provisions of this Agreement. the Executive Director may be terminated;
with or without cause, by anaffrrmative vote of the majority membership of the Authority,

before expiration of the aforesaid tcnn of employment and during such time that Employee is
willing and able to perform his duties under this Agreement, then. and only in that event, the
Authority agrees to pay Employee, in addition to any amounts then due Employee including any
unused leave, a lump sum cash payment within ten (10) working days after the effective date of
termination, an amount equal to three (3) months of Employee's annual base salary and benefits at
the rate effective on the date of termination, less any normally required deductions.
In the event Employee is convicted of any felony or of any crime involving moral
turpitude. Employer may terminate Employee's employment without notice and without any
obHgation to pay any aggregate severance sum or to provide post-termination insurance benefits
described in the above paragraphs.
Section 5: Resignation

C. On the date that general wage adjustments (i.e., cost of living adjustn'lents, special
study pay adjustments, etc.) are granted generally to Collier County employees,
Employee's base salary shan be modified to reflect the general wage adjustment
granted to other County employees.
Section 8: Performance Evaluation
The Employer shall review and evaluate the performance of the Employee in accordance
with the performance-based merit system as provided in Section 7. Written evaluatioIlS based on
said performance system will be provided by each County Commissioner to Employee prior to
September 1,2011, and prior to each September 1st thereafter for the term of this Agreement. A
summary of an evaluations will be prepared by the Board Chair and Employee including any
recommended merit wage adjustment. A merit system wage adjustment, if any, will take effect on
October I, 2011, and each October 1 st thereafter for the term of this Agreement. An updated
perfonnance merit system for Employee wit] be developed in good faith between the Authori1:J"
and Employee and adopted by the Authority prior to October 1st of ea.chfiscal year for
implementation in the next fisca.l year.

Section 12: Comprehensive Benefit Package.

is currently pro\'ided to Director level personnel of Collier County Government~ including
relocation reimbursement up to one month's salary upon presentation of expense receipts.
Employee shan also be eligible for up to $3,000 in cash match to an eligible 457 deferred
retirement plan.
Section 13: Vacation. HoIidayand Sick Les'lle
The Employee shall accrue vacation in the amount of three weeks per year (accrued bi-
weekly), Holiday and sick leave will accrue at the same frequency and in the same manner as
currently provided to Director level personnel ofeoUier County Government.
Section 14: Professional Dues and SUbscriptions
The Authority agrees to pay for the reasonable and customary professional dues and
subscriptions of Employee necessary for his continued professional development; including
pertinent national, regional; state. and. local associations and organizations.

The Authority agrees to pay for the reasonable and customary travel expenses (as set forth
