Recommendation for the CoUier.County eRA Board to approve a CRA Resolution to amelldth.e
Fiscal Year 2011-2012 Bayshore Gateway Triangle CRA Commercial Building and lmpa.ct Fee
Assistance Grant programs and approve the amended form of theCRA Grant Agreements
OBJECTIVE: For the Collier County eRA Board to approve a CRA Resolution to amend the Fiscal
Year 2011-2012 Bayshore Gateway Triangle CRA Commercial Building and Impact Fee Assistance
Grant programs and approve the amended form of the CRA Grant Agreements.
BACKGROUND: Florida Statute 163.370 - "Powers; counties and municipalities, community
redevelopment agencies" - a\.1thorizes the CRA to catty out plans for a program of voluntary or
compulsory repair and rehabilitation of buildings or other improvements in accordance with the
community redevelopment plan.
Collier County Ordinance 2002..38 created the Tax Increment Financing (TIF) Grants for the Bayshore
Gateway Triangle Redevelopment Area. Ordinance No. 2008-40 and Ordinance No. 2008-61 amended
Ordinance 2002-38 by modifying the existing grants and adding additional grant programs. The
~rdinance provides for the CRA Board to amend the Grant Programs by CRA Resolution.
~
CONSIDERATIONS: TheCRA Local Advisory Board has monitored the Grant Programs for the CRA
Board for six years. This year a thorough review of the program and its processes determined that two
grant programs should be amended to better serve the community. At a regularly scheduled meeting on
September 6, 2011, the Advisory Board recommended changes to the Commercial Building
Improvement Grant and Impact Fee Assistance Grant to include:
. Impact Fee Assistance grants foruew construction of residential detached single.-family homes, and
. Commercial Building Improvement grants to include an allocation for property conformity issues.
. The Grant Agreement forms for each have been modified to reflect the amendments to the programs.
FISCAL IMPACT: During FY20 II, thirteen (13) grants were approved which obligated $240,744 in
CRA grant funds. Private sector matching dollars connected with the approved FY2011 grants totaled
$744,200. For FY2012, the proposed Bayshore Gateway Triangle CRA budget Fund 187 contains
$242,000 in new money for grant purposes.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the Office of the
County Attorney for content and legal sufficiency. This item requires a majority vote. -~STW
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: Recommendation for the Collier County CRA Board to approve a CRA
Resolution to amend the FiScal Year 2012 Bayshore Gateway Triangle CRA Commercial Building
Improvement and Impact Fee Assistance Grant programs and approve the amended form of the CRA
Grant Agreements.

Change Orders and Time Extensions
Change Orders to Increase Funding
After a C-BIG agreement is executed, if a grantee discovers flaws in the building related
to approved exterior or interior improvements, a change order may be issued to increase
funding not to exceed the maximum award available. Change orders must be requested in
time for staff to process the request and secure approval (allow a minimum of one month
prior to expiration of grant). As with the original application, all work requested under
the change order must be pre-approved \I,rith an amended agreement prior to starting work
on these items. IMPORT ANT: change orders cannot be processed within the last two
weeks of the grant period.
Upon successfully completing work under the original C-B1G, if the maximum funding
amounts have not been met, grantees must wait one year and may then apply for
additional funding for work unrelated to the original improvement[s).
,-.,
Time Extensions
The CRA understands that redevelopment projects can take more time to complete than is
originally anticipated. For grantees who cannot complete their projects within one year,
time extensions may be granted. Grantees needing extensions must request the extension
within two months of the grant's expiration. Note: no extensions can be granted \vithin
the last two weeks of the grant period.

IMPACT FEE ASSISTANCE GRANT
General Provisions
The Bayshore Gateway Triangle (CRA) has created the Impact Fee Assistance Grant to provide

The CRA is partially funded by Tax Increment Financing (TTF). TlF is a unique tool that CRA's can
use to leverage public funds and to promote private sector activity.
For each project, the CRA will provide an impact fee assistance grant of up to $] 0,000 per new
detached single-family home. For parcels having impact fee credits, the eRA will provide an impact
fee assistance grant of 50% of the remaining impact fees after the credits have been applied, not to
exceed $] 0,000.
There is a maximum amount offunding allocated each year for impact fee assistance, so the program is
..-... managed on a "first come, first served",

IMPORTANT: change orders cannot be processed within
the last two weeks of the grant period. Upon successfully completing work under the
original C-BIG, grantees must wait one year and may then apply for additional funding
for work unrelated to the original improvement[s].
~
Time Extensions
The CRA understands that redevelopment projects can take more time to complete than is
originally anticipated. For grantees who cannot complete their projects within one year,
time extensions may be granted. Grantees needing extensions must request the extension
within two months of the grant's expiration. Note: no extensions can be granted within
the last two weeks of the grant period. IMPORT.\NT: Grantees ml:lst verify that
applications for permits ',vere submitted to Collier County within four months after
exceution of the grant agreement and that construetion of improvements commenced
v,'ithin si)~ months after e)~ecution of the grant agreement.

IMPACT FEE ASSISTANCE GRANT
General Provisions
The Bayshore Gateway Triangle (CRA) has created the Impact Fee Assistance Grant to provide
financial assistance to new residential construction projects in the redevelopment area. The program
has been established to encourage construction of new detached single-family homes that support the
objectives of the adopted redevelopment plan. Improvements to existing structures may be funded
through the Site Improvement Grant Program (see separate application).
The CRA is partially funded by Tax Increment Financing (TIF). TIF is a unique tool that CRA's can
use to leverage public funds and to promote private sector activity. For each project, the CRA will
provide an impact fee assistance grant of up to $10,000 per new detached single~family home. For
parcels having impact fee credits, the CRA will provide an impact fee assistance grant of 50% of the
remaining impact fees after the credits have been applied, not to exceed $10,000.
There is a maximum amount of funding allocated each year for impact fee assistance, so the program is
managed on a "first come, first served". Impact fee deferrals may also be available through the Collier
County Housing, Human and Veteran Services SHIP program for low and very low-income first time
homebuyers.
~
All applicants must contact the Collier County Impact Fee Coordinator for an estimate of expected
impact fees. CRA staff, the Impact Fee Coordinator and the Bayshore/Gateway Triangle Local
Redevelopment Advisory Board wilJ review applications and make a recommendation for assistance to
the Community Redevelopment Agency Board. The CRA Board will issue final approval and
authorize expenditure of funds. This is a reimbursement program to the builder/owner. to be paid at the
receipt of Certificate of Occupancy (CO). The grant application must be submitted. reviewed by the
l\d\ isory Board and approyed by' the C"R:\ Board prior to subnlittal of building pcrnl1t. 1'.Jo h3fter the
fact" applications will be accepted. . Applications \\ill not be accepted after all CRA Crant Program
funds are depleted. Allwork must be completed within one )'car oj'approral by eRA.
Applicants are required to consult with CRA staff and the Impact Fee Coordinator prior to submittal
of application.
Eligibility
Grant funds are available for new detached single-family residential structures on residentially zoned
parcels within the Bayshore/Gateway Triangle Redevelopment area. This grant is not available for
mobile homes, manufactured/modular homes, apartments, duplexes, multi-family units (townhomes,
common wall housing). Also residential units within a Planned Unit Development (PUD) or approved
Mixed Use Project (MUP), or projects utilizing CRA density bonus units are not eligible for this grant
program.
~.
Residential developers of multiple detached single-family parcels may apply for and receive up to four
(4) Impact Fee Assistance Grants in any calendar year (up to $40,000 in impact fee assistance). All
conditions apply to each grant~awarded parcel. Prior to re-application for additional parcels, one or

a residential owner (an occupant/owner other than the development company).
---
Grants funds may be used for:
. Payment of impact fees related to a single project
. Detached single family residential projects
Grant funds may not be used for:
. Working capital or administrative costs (payroll, rent, utilities, etc.)
. Renovations or code compliance (other grants are available for these costs)
. Demolition
. Loans or other capital support
Project Evaluation
All projects will be evaluated based upon the following:
. Applicant's financial contribution
. Quality of the proposed housing product
. Applicant has funding and is prepared to begin permitting process and hiring of qualified
contractors immediately following CRA approval
. Ability to complete project within one year
. Compliance with objectives of adopted redevelopment plan and any applicable development
standards and/or zoning overlays
~
Any alterations in the project must be approved by the CRA to avoid revocation of funding. Major
changes to the project that significantly changes the impact fee amount may jeopardize funding. In all
cases. the CRA contribution camwt be higher than 50% of the total impact fees (after impact Cee
credits are applied - ifapplicab1c). nor exceed the maximum grant amount 01'$10.000. Participation in
this program is contingent upon annual funding of the eRA Grant Programs.
