BACKGROUND: In 2008 the Bayshore Gateway Triangle CRA established a community-based brownfield program. EtIorts undertaken through this program. included: 1. Submission of grant proposals to the Environmenlal Protection Agency &P A), . 2. Designation of a Brownfield Area with the Florida Department of Environmental Protection (FDEP), and 3. Execution of a Brownfield Site Rehabilitation Agreement with FDEP. Grant proposals submitted by the CRA to the EPA have not been awarded; however, the CRA's involvement with the DEP's Brownfield Program has been very rewarding in that the CRA bas received nearly $54,000 inVoluntary Cleanup Tax Credits (VCTC) for its remediation.ofpetroleum on its Brownfield Site at 4315 Bayshore Drive. r'""\ CONSIDERA119NS: For the 20 11 Brownfield grant cycle, the Southwest Florida Regional Planning Council.(RPC) has assembled a diverse coalition consisting of the Charlotte County MPO,Lee County MPO, Charlotte County Economic Development Council, Collier County EDC, and theFt. Myers CRA. On behalf of this. coalition the RPC is submitting a proposal for a Community-Wide Assessment Brownfield Grant in the amount of $1 million. The geographical focus. is the US-4I . corridor; therefore all community redevelopment agencies within 1 mile of US-41 have been asked to join the.coalition because the EP A prioritizes funding in support of blighted communities. /' The CRA owns commercial property that may require environmental site assessments in the future and may benefit from being.a party to this coalition if a grant is awarded. Moreover, private property owners in the CRA whose commercial parcels need to be assessed may also benefit through this grant. LEGAL.CONSID~RATIONS: This item has been reviewed by,the County Attorney Office and is sufficient for Board consideration and approval. A majority vote is required for Board approval. (STW) FISCAL IMPACT: None. Except for staff time, no funds are needed to participate. GROWTH MANA~EMENT IMPACT: None. Myers, FL 33901 September 27,2011 Dear Ms. Pellechio: On behalf of the Collier County Community Redevelopment Agency's Bayshore Gateway Triangle component, I would like to thank the Southwest Florida Regional Planning Council's (SWFRPC) invitation to join the Southwest Florida Brownfield Coalition. The CRA has had a brownfield program dating back to 2008, and in 2009 the CRA designated a brownfield area and executed a Brownfield Site Rehabilitation Agreement (BSRA) with the Florida Department of Environmental Protection. Pursuant to our BSRA, we have completed the remediation of our first brownfield site and we have received nearly $55,000 in Voluntary Cleanup Tax Credits (VCTCs) which will help our public-private redevelopment efforts! The Bayshore Gateway Triangle CRA area hugs the US-41 corridor where several commercial properties suffer the perception that they may be contaminated in some form. By participation in the SWFRPC's coalition, there is great potential for additional resources to assist redevelopment in the area by perfonning Phase ] and Phase 2 Environmental Assessments. Please accept this Letter of Intent as the Bayshore Gateway Triangle CRA's commitment to become a member of the Southwest Florida's Brownfield Coalition.
